GHANA IS NOT BROKE – PREZ SAYS IN FINAL SONA

PRESIDENT Nana Addo Dankwa Akufo-Addo has declared that “Ghana is not broke” as people he called propagandists would want the citizenry to believe.

According to him, the economy which was devastated by the dreaded Coronavirus and the hostilities between Russia and Ukraine has recovered.

In his final state of the nation address in Accra yesterday, the outgoing President said he was leaving a sound and robust economy to his successor.

“Mr Speaker, the country is not broke as some propagandists would want us believe. We are handing over a country that has about US$8 billion in gross international reserves. This is a big increase from the US6.2 billion in reserves inherited in 2017.

“Economic growth has also returned to pre-Covid trajectory with an impressive growth rate, rising from 4.8 in the first quarter of 2024, seven per cent in the second quarter and 7.2 in the third quarter,” President Akufo-Addo stated.

The economic growth, in his view, reflected in the growth of the private sector which stood at 28.87 in October 2024 compared to the negative 7.5 growth recorded in the same period in 2023.

External balances, the president told lawmakers recorded a surplus of 2.6 per cent in gross domestic product in the first nine months of 2024 compared to a deficit of 6.6 per cent of GDP in 2023.

“In the same way, the trade balance has improved and stands at a surplus US$3.85 billion to a deficit of US$1.8 billion in 2016,” he added.

He said despite inflation still high at 23 per cent at the end of the year, food prices have begun to decline, bringing relief to households and contributing to a eduction in the overall cost of living.

Doing a postmortem of what may have accounted for Ghana’s downgraded international ratings, President Akufo-Addo said the challenges the government faced in parliament affected the ratings.

All the enhanced economic figures, President Akufo-Addo said indicated that he was handing over “a Ghana that is working”.

This, he said were evident in his government’s transformative policies in education, healthcare, agriculture, digitisation, energy, governance, infrastructure, and trade.

“These achievements are not mine alone. They also belong to every Ghanaian who has contributed to the collective effort of nation-building. We have demonstrated that, through unity, resilience, and determination, we can overcome even the greatest challenges,” the President said.

Expressing optimism about Ghana’s future, Mr Akufo-Addo cited the steady economic rebound, thriving institutions, and a secure, democratic environment, underscoring empowerment of the youth, a flourishing arts industry and the safety and dignity of the elderly in society.

“I am happy to hand over a Ghana that is safe, secure, united, and firmly rooted in democratic principles and respect for the rule of law. It is a Ghana that has navigated significant global challenges with remarkable tenacity, whose economy is steadily rebounding, and whose institutions are operating effectively. I leave behind a Ghana that is working,” he stated.

The President was hopeful future generations would build on the foundation he has has laid for the betterment of the country.

“I take my final bow in the certain knowledge that our nation will go from strength to strength and that freedom and justice have taken hold forever in our body politic,” he concluded.

In a strategic move to ensure a seamless transition of power, President-Elect John Dramani Mahama has announced a six-member Interim National Security Coordinating Team.

The team, tasked with overseeing and coordinating national security issues, will be led by former Minister for the Interior, Prosper Douglas Bani.

The team’s mandate begins on Tuesday, January 7, 2025, and includes notable members such as Lt. General Peter Augustine Blay (Rtd), former Chief of Defence Staff; Kofi Totobi Quakyi, former Minister for National Security; Lt Col. Larry Gbevlo-Lartey, former National Security Coordinator; Brigadier General Fuseini Iddrissu (Rtd); and COP Nathaniel Kofi Boakye (Rtd).

This development comes as Mahama prepares to assume office, following his victory in the December 7, 2024 Ghanaian general election.

The President-Elect’s transition team is working closely with outgoing officials to ensure a peaceful and efficient handover of power, in line with Ghana’s Presidential (Transition) Act, 2012 (Act 845).

The Interim National Security Coordinating Team’s appointment underscores Mahama’s commitment to prioritizing national security and ensuring a stable transition period.

“This is a government that ensured that in spite of COVID, all government sector workers were paid. This is a government that kept the lights on. This is a government that ensured that over 5.7 million Ghanaians had access to education,” he noted.

The outgoing Majority Leader reiterated his skepticism about the incoming government’s ability to fulfill its promises.

“I repeat, soon and very soon, the Ghanaian people will see the true colours of the umbrella. I rest my case.”

Former Black Stars captain, Asamoah Gyan, has revealed that he felt outsmarted by the New Patriotic Party (NPP) during their 2024 general election campaign.

Speaking during an Instagram Live session on January 2, 2025, the former footballer accused the NPP of leveraging his popularity for political gain.

Gyan, who appeared visibly displeased, claimed the party intended to use his influence to sway his fans to vote for them.

“They [NPP] used my popularity as a political tactic to get my fans to vote for them. I lost respect because of this. God is not going to forgive those involved,” he said.

In February 2024, Asamoah Gyan was appointed to serve on the NPP’s manifesto committee, specifically as the Chairman of the Youth and Sports sub-committee. The appointment was made by the party’s flagbearer, Dr. Mahamudu Bawumia.

However, five months later, Gyan publicly disassociated himself from the party, announcing his decision to focus solely on his role as a former footballer and philanthropist.

While he did not elaborate on the reasons behind this move, he pledged to remain committed to advancing the welfare of Ghanaian youth and undertaking initiatives that contribute to their development.

Kantamanto Workers are to Blame for the Fire Outbreak for Using Gas Cylinders and Electric Stoves – Afia Schwar Fires

U.S. based Ghanaian social media personality, Afia Schwarzenegger, has slammed traders at Kantamanto, describing them as the cause of their own troubles.

Reacting to the recent fire at the market which burned down a large portion of the market and destroyed countless stalls and properties, Afia Schwar rubbished the claims of sabotage causing the fire.

Many people have alleged that the fire was caused by political elements in either the NDC or the NPP. This is due to previous similar fires that occur whenever there is a change in government.

However, Afia Schwar blamed the traders themselves, revealing that many of them use gas cylinders to cook in their stalls, which have been fingered as contributing to the fire spreading far and wide.

She also said some use electric stoves and do not maintain them properly, all of which she said makes it easy for a fire outbreak to occur at the market.

Delivering his final State of the Nation Address (SONA) on January 3, 2025, Akufo-Addo presented a robust defense of his government’s economic record.

The National Democratic Congress (NDC) has been vocal in its criticism of the Akufo-Addo administration, labeling it as corrupt and incompetent.

However, Akufo-Addo’s assertion that Ghana is “not broke” is a direct response to these attacks.

The President pointed to the country’s international reserves, which stand at $8 billion, and the return of economic growth to pre-COVID levels as evidence of his government’s prudent management of the economy.

This is not the first time Akufo-Addo’s government has faced criticism over its handling of the economy.

In 2022, the NDC accused the government of mismanaging the economy, leading to high inflation and a depreciation of the cedi.

In-form Accra Hearts of Oak beat Legon Cities 1-0 in their first Premier League match of 2025.

Midfielder Ramzy Yussif’s solo effort just before the interval, was the difference between the two sides.

An hour before kick off, Cities confirmed the appointment of Yaw Acheampong as head coach, following the exit of Paa Kwesi Fabin last month.

The former Aduana Stars coach made three changes to the line-up in his first match in charge.

Morris Fuseini, Aaron Quartey, and Nicholas Nti replaced Frederick Akatuk, Frederick Ofori and Bruce Tagoe respectively, for Acheampong’s first team selection.

Before Friday’s match, Cities had lost four consecutive matches and were firmly rooted at the bottom of the league with just eleven points from fifteen matches.

The visitors set out to remedy that with a strong start, anchoring their attack on the industry of Albert Yeboah.

In one of his many forays forward, Amoah set up Mohammed Alidu but he failed to stay on his feet, missing what would have been a glorious chance.

Midway through the first half, Cities had the chance to take the lead when Emmanuel Amankwaah fouled Williams Adjei just outside the area.

However, Quartey’s free kick was deflected for a corner.For his offence in the foul, Amankwaah was shown the game’s first yellow card.

The best chance of the match fell to Kwabena Asamoah when he found himself unmarked and at the end of a Theophilus Collison cross.

Despite being unmarked and having all the time in the world, the former Legon Cities striker failed to find the net.

Hearts went close again after thirty-six minutes when Collison’s cross found Hamza Issa unmarked in the area.

However, the striker failed to connect and Hussein Mohammed who made contact, could not get it on target.

On the stroke of half-time, Ramzy scored his second goal of the season to put Hearts in front.

The midfielder picked the ball from the edge of the area, dribbled his way through a forest of legs before firing past Cities goalkeeper, Kwame Aziz.

Ten minutes after recess, Cities went close when Amoah fired from close range but Hearts keeper Benjamin Asare was equal to the task.

With eight minutes remaining on the clock, Emmanuel Amankwaah was was sent off after receiving a second yellow card for kicking the ball away following a foul against Hearts of Oak.

Despite the red card, the Phobians managed the remaining minutes and six minutes of additional time, to secure a sixth win in their last eight matches.

Hearts have now moved to second place with twenty eight points, two fewer than league leaders Kpando Heart of Lions.

Legon Cities, meanwhile, remain bottom of the league with eleven points from sixteen matches.

Call off strike; timing is wrong, GTEC tells CETAG

The Ghana Tertiary Education Commission (GTEC) has instructed the Colleges of Education Teachers Association of Ghana (CETAG) to call off its strike in order to facilitate further dialogue.

This directive came after a closed-door meeting between GTEC and CETAG, following CETAG’s decision to strike on Thursday, January 2, 2025, over unresolved concerns.

In a press statement after the meeting, GTEC’s Director-General, Ahmed Jinapor Abdulai, criticized CETAG’s strike as poorly timed and counterproductive.

He urged the association to suspend the strike and participate in continued discussions, assuring them that GTEC is dedicated to addressing their issues.

“This is not happening just suddenly, but we had to start with the Fair Wages and Salaries Commission doing the mapping for about one to two months at a very high cost borne by GTEC. And today, for some reason, even informed by the historical doubts that have characterised this process, the CETAG wants to declare a strike.

“We find it extremely, extremely unfortunate that you are withdrawing all services. That means a total shutdown of the institutions, and this is something that GTEC is totally against. So we’ve asked them to go back and reconsider their decision, at best to call off the strike and if for nothing at all, at the time that admissions are going on, WAEC results were released just two days ago, for you to withdraw all your services, then it means that you can’t do admissions.

“When students come to us to choose courses, you should be the person to guide them. So if you say you’ve withdrawn all your services, then we find it extremely, extremely problematic. That notwithstanding, the commission is very committed to getting you migrated to the university,” he stated.

Sege, Jan. 03, GNA- About 24 passengers are in critical condition after a sprinter bus in which they were travelling got involved in a ghastly accident around the Sege Polyclinic on New Year’s Day.

The accident, which occurred at about 1130hours, led to the sprinter bus with registration number GR 5260-24 summersaulting about three times before landing on its side, injuring all passengers onboard.

Mr Speaker, this abysmal record was confirmed on December 7th, 2024 when the good people of Ghana returned the most overwhelming and emphatic vote of rejection of any government ever witnessed under the fourth Republic. Mr President, you will be remembered as the first president who was cushioned by the IMF when you began, and you are still being cushioned at the end of your tenure”.

“Mr President, you left something very important in your account, you left out an account of your promise to God to build him a cathedral, but Mr President, I will leave that between you and your God. Let me remind his excellency, that his tenure in office remain a timely reminder of how not to govern a country. On January 2, 2024, a violent intrusion occurred at the official residence of President Akufo-Addo’s secretary, Nana Asante Bediatuo, in Roman Ridge. The attack, purportedly carried out by a squad of political party thugs affiliated with the New Patriotic Party (NPP), is thought to be related to a dispute over unpaid security services supplied during the 2024 elections.

According to reports, a group of about 20 men forced their way into the property after being turned away twice before, on December 27 and 30, when they attempted to meet Nana Asante Bediatuo. They were notified twice that Bediatuo was unavailable and out of the country.

When the group learned of his absence, they overpowered the security officers stationed at the mansion, gaining entry to the property. According to reports, the assailants requested remuneration for the security services they provided before to, during, and after the election.

While the immediate cause of the break-in appears to be a money dispute, some commentators speculate that the incident could also be tied to increased political tensions following the December 2024 elections. Tensions between political factions have remained high in the aftermath, with some suspecting that the attack was motivated by unsolved grudges from the election season.

Authorities were dispatched to the site quickly, and law officials came to restore order and protect the area. The authorities are currently investigating the event, attempting to identify the offenders and discover whether the attack was financially or politically motivated.

Nana Asante Bediatuo, a lawyer, was apparently out of the country at the time of the attack and is now receiving medical care abroad.

The raid on Nana Asante Bediatuo’s home has sparked concerns about political violence and its consequences for Ghana’s political stability in the post-election era. Investigations are ongoing, and authorities plan to provide additional updates as the situation develops.

Ghana first science fiction movie goes global via MiSciFi

Ghana film has been having a resurgence lately. After the earlier success of the Nkrumah era when our movies took to the global stage, not much has happened. However, in recent times there has been a plethora of titles that have made impact, for examples; “Children of the Mountain” that won the best new director at the Tribeca Film Festival in 2016, “The Burial of Kojo” that took an award at the Luxor African Film festival and most recently “The Fisherman” was the first Ghanaian film to premiere at the Venice International Film Festival.

These are but a few, in fact there have been several films from our industry that have punched above our perceived weight to put our industry on the global map. At the tail end of 2024 two films made strong waves; Shirley Frimpong-Manso’s “Two of a Kind”, which premiered in London, England and Peter Sedufia’s “One Night Guests”, shot in Nigeria has had audiences laughing across the sub-region.

So, what’s new in 2025? Our filmmakers have not often dared to venture far from familiar genres, however, writer and director Majeed Sayibu dared to venture into science fiction. With Q-Vision Productions they embarked on “The B.A.T.U Project: ADAM THE FIRST”. The film stars Agbeko “Bex” Mortty, Naa Ashorkor, Majeed Suhuyini and the great Akorfa Edjeani as the Chairperson of the United African Federation.

“The B.A.T.U. Project: ADAM THE FIRST”, tells the story of Adam (Bex), who is sent by the United African Federation to repopulate a new planet after an apocalyptic event on earth. Upon arrival, Adam discovers an earth entity that threatens the new planet’s existence. He must battle this entity to fulfil his mission and ensure the survival of humanity.

The film was shot on the salt fields of Sege in the Greater Accra region of Ghana, and in Bolgatanga in the Upper East region of the country. It gloriously captures the beautiful landscapes and makes it into an alien planet. The themes of Climate Change, Afrofuturism, S.T.E.M, Space Exploration come through the yearning to tell our own African stories.

In the Science Fiction genre, the Miami International Science Fiction Film Festival (MiSciFi) is well known and respected. With our country’s first foray, “The B.A.T.U. Project: ADAM THE FIRST”, has been selected for this prestigious festival. Moreso, it has been nominated for the festival’s top honour, the BEACON Award. Should the film win the award, the country of origin is awarded the honour. Ghana is on course for a major strike in filmmaking. The awards ceremony takes place on the 18th and 19th of January 2025 in Miami, Florida, USA.

Former Minister for the Interior, Ambrose Dery, has likened his defeat in the 2024 parliamentary election to his reassignment to the Office of the President.

Speaking in an interview on Joy News on Friday, January 3, 2024, he explained the impact his reassignment had on his political career.

“I, at my level, didn’t think it was a big deal because the President has assured me, and I continue to be a Cabinet Minister. But when I came back home, they gave me a name… That means that my power was finished, and their position was that they had known that the President and I have been very close, and the President has shown his confidence in me.

“So, for them (residents of Nandom), as far as I had been removed as Minister for the Interior, albeit still a member of the executive, it was an issue. And yes, it was an issue for them. And that’s where politics makes a difference because it’s their perception, even if you think that being Cabinet Minister and as far as they are concerned, Minister for the Interior and Minister of State were not the same thing,” he noted.

Ambrose Dery emphasised that he holds no regrets about his service to Nandom and the Upper West Region.

“I have no regrets for it. I’m happy that I did it. I wish that the politicians who have taken over will continue to do the same and more,” he noted, expressing gratitude to God for the opportunity to serve.

Ambrose Dery lost his seat to the National Democratic Congress (NDC) candidate, Richard Kuuire, by over 3,000 votes.

He secured 10,706 votes, representing 42.9% of the total, while Kuuire garnered 13,743 votes, or 55.2%, winning the seat with a margin of 3,037 ballots.

Akufo-Addo has done his best, posterity will judge him

Patrick Yaw Boamah, Member of Parliament for Okaikwei Central, has lauded President Nana Addo Dankwa Akufo-Addo for his contributions during his tenure.

Boamah acknowledged the President’s efforts over the past eight years, recognizing both the challenges and successes that defined his time in office. He expressed optimism that future generations would evaluate the President’s legacy and the long-term effects of his policies on the country.

In an interview with Citi News’ Nii Ayikwei Okine, following the President’s final State of the Nation Address on Friday, January 3, 2025, Boamah remarked, “He’s done his best, posterity will judge him.”

Meanwhile, Deputy Minority Leader Emmanuel Armah-Kofi Buah sharply criticised President Akufo-Addo’s leadership, describing his tenure as a cautionary example of poor governance.

Responding to the President’s final State of the Nation Address (SONA) in Parliament on January 3, 2025, the Ellembelle MP accused the government of failing to deliver on key promises and mismanaging critical national issues.

Armah-Kofi Buah specifically took issue with what he perceived as the government’s failure to address key challenges, referencing the unfulfilled promise of the National Cathedral.

“You left out the account of your promise to God to build him a cathedral. But I will leave that between you and God. Let me remind the president that his tenure in office should be a reminder of how not to govern a country,” he stated.

The Deputy Minority Leader went further to critique the handling of the economy, corruption allegations, and the ongoing struggle with galamsey activities.

He expressed disappointment in the administration’s inability to tackle these issues adequately, despite significant public support during Akufo-Addo’s first term.

Despite his harsh criticisms, Armah-Kofi Buah expressed optimism about the future of Ghana under new leadership.

“But let me also be quick to assure the good people of Ghana that hope is on its way in President John Dramani Mahama and the NDC,” he stated.

Identified on TikTok as @realityimages, the police officer looked visibly thrilled to have met the revered king of the Ashanti Kingdom.

Shortly after the visit, the excited photographer took to social media to share his delight.

He further shared photos of the visit to the Manhyia Palace where he was captured shaking hands with the Otumfuo.

“See how IGP introduced me to Asantehene Otumfour today,” he wrote in the caption of a TikTok video.

The IGP was heard in the video telling the Asantehene that the young police officer was his photographer.

Attorney General embarrasses Ghana with bad GRA math at Tullow Arbitration

1. The genesis of the affair was in 2018 when the Ghanaian tax authorities (GRA) decided to audit Tullow’s tax filings from 2012 to 2016. In December of that year, GRA concluded that Tullow had cheated Ghana of tax due to the tune of ~$140 million for 2013 and 2014. Tullow promptly filed a protest with the Commissioner General.

2. Tullow’s protest seemed to have angered GRA even the more. In December 2019, GRA came back and said that Tullow actually owe Ghana ~$331 million in back taxes covering 2012 to 2016. Tullow continued to insist on its innocence in the matter.

3. Eventually, in September 2021, GRA shaved off some coins, reducing Tullow’s liability to $320 million. Finally exasperated, Tullow demanded arbitration under its Petroleum Agreements with Ghana at the International Court of Arbitration (ICA) of the International Chamber of Commerce (ICC) in London, UK.

4. GRA’s computation of Tullow’s tax arrears was based on a notion that Tullow’s sending of profits it had made in Ghana from producing and selling its share of oil to its head office in the UK ought to have attracted a withholding tax. To the extent that Tullow didn’t withhold and pay this tax to Ghana, Tullow had cheated the country.

5. Tullow’s counterargument is that it would be double-taxed if it followed GRA’s prescriptions since its profits had already been taxed, and at any rate, its agreements with Ghana do not allow any forms of tax other than what was specified in the agreement to be applied. Tullow’s agreements with Ghana had been signed on the back of petroleum laws made in the 1980s. To attract certain classes of investors into their country, governments normally promise them that the terms of their investment will remain “stable” throughout. Taxation, being one of the most critical considerations for any foreign investor, tend to be one of the principal elements captured by so-called “stabilisation” provisions in such agreements. (Of course, by the same reckoning, Tullow continued to pay corporate income tax at a rate of 35%, which is what prevailed at the time of the agreement, instead of the lower 25% today. )

6. Tullow thus argued that it was only to be taxed based on the terms of the Agreements it has signed with Ghana and not on the basis of the country’s general tax laws. What is more, it does not operate through a subsidiary in Ghana. Instead, it has a local branch of its entity incorporated in Jersey, a tiny European country nestled between England and France. The head-office of this entity was initially in the Netherlands but has since been moved to the UK. In Tullow’s view, the branch and head-office together constituted a single entity. Thus, moving profits from the branch in Ghana to the head-office in the UK is a mere accounting step like passing money from department to department in the same corporation. Such transfers shouldn’t and can’t be taxed.

7. After more than three years of vigorous debate, the arbitration panel ruled late last month that having signed those agreements with Tullow in 2004 and 2006 stating clearly that the Anglo-Irish company would be taxed based on their express provisions, the government of Ghana was simply wrong in trying to squeeze more money out of Tullow than warranted.

8. There is an aspect of GRA’s position that reasonable people can feel sympathy towards. GRA argues that had Tullow incorporated a subsidiary in Ghana, there would have been no debate about taxing its repatriated profits to overseas affiliates or parents. Hence, it is unfair to other mining and petroleum companies who use the parent-subsidiary structure if those who use the headoffice-branch structure can avoid paying taxes on what the GRA feels amount to ordinary dividends. Furthermore, even the arbitration tribunal concedes that the Income Tax Act of 2015 seeks to delineate the legal difference between branches and their head-office affiliates even if the same tribunal also contends that the 2015 Act did not apply to most of the profit repatriation transactions in issue.

9. The issue here is that the Agreements signed, at a time when Ghana was desperate for investment into its petroleum sector, made it very clear that all taxes and charges have to be explicitly stated for them to apply. No Branch Profits Taxes or other Withholding Taxes were mentioned. To get around this, the government’s lawyers tried a half-baked argument that the profits sent to the UK by Tullow were not covered by the stability and limited-taxation clauses in the Agreements because they should be classed as “investment income” rather than income derived from petroleum operations, or “business income”.

10. The government was hoping to persuade the arbitration panel that sending money overseas to a head-office or affiliate, or whatever, isn’t, strictly speaking, “petroleum operations”. Therefore, even though the Agreements said that any income derived from petroleum operations can only be taxed in the ways specified in the Agreements, Tullow’s profit repatriation isn’t covered by the protection since it is an “activity” separate from actual petroleum operations. Sharp readers would have guessed already that this was too twisted an argument to find favour. The arbitrators simply responded that since the money ultimately mostly came from petroleum operations, it was covered.

11. It is interesting that the Ghanaian Appeals Court in 2023 overturned a decision by GRA, endorsed by the High Court, that sought to use the distinction between “investment income” and “business income” to deny Perseus Mining the right to deduct certain expenses from its income for tax purposes. Here too, the Appeals Court ruled that the activities (financial derivatives) giving rise to those expenses were intimately connected with Perseus’ operations despite GRA’s protestations to the contrary.

12. Had the proceedings stayed strictly within the limits of argumentation as described above, I would have been inclined to cut the Attorney General some slack in this case. But certain things happened that showed that very poor advice was given to GRA and that under no circumstances should things have been allowed to degenerate to the point where Tullow had no choice but to proceed to arbitration.

13. It became clear, and the government of Ghana was forced to concede, during the proceedings that the GRA had applied the formula in the International Revenue Regulations of 2001 wrongly in calculating the back taxes for Tullow. The bizarre mistake led to a variance of a whopping $137 million, denting the credibility of the government’s submissions. Clearly, had the Attorney General properly reviewed GRA’s case before crossing swords with Tullow in London, such an embarrassment would have been avoided. Attentive readers might recall that similar technical lapses by the GNPC lie at the root of another embarrassing arbitration episode involving Ghana’s Attorney General, the Eni-Vitol one.

14. Then less than two months to the conclusion of the case, the Attorney General attempted to have the President of the arbitration panel removed from the case on very frivolous grounds. Obviously, he lost. Not surprising then that even though the panel had up to February 2025 to issue its ruling, it did so last month. I won’t be surprised if they had had enough of the Attorney General’s antics and convoluted reasoning.

15. Going forward, the government of Ghana should ensure that disputes are mediated rigorously before matters proceed to court or arbitration. The millions of dollars imposed as costs on Ghana in this Tullow matter, plus what has been spent on expensive international lawyers, could have been put to better use if negotiations had been thorough right from the beginning.

At least, the government would have become aware of GRA’s shaky math and taken another look at its other determinations. The incoming government inherits another arbitration dispute with Tullow, another multimillion dollar assessment. Let us hope its assigns would draw all the right lessons and be more tactful. They may even find some inspiration from a case, a decade ago, in which Uganda meticulously pursued $400 million in back-taxes from another Jersey-based petroleum firm and eventually forced its buyer, the same Tullow, to pay up without fudging the math or confusing contractual and statutory terms.

Prestea-Bogoso mine deal frozen as EOCO probes acquisition process

The Economic and Organised Crime Office (EOCO) has launched an investigation into alleged fraudulent activities surrounding Heath Goldfields Ltd.’s acquisition of the Prestea-Bogoso Mine within the mining sector.

Heath Goldfields Ltd. assumed ownership of the Bogoso-Prestea Mine in November 2024, acquiring the asset from Future Global Resources (FGR), the parent company of Blue Gold International.

FGR had previously purchased the mine from Golden Star Resources in October 2020.

According to reports from the Ghana Mine Workers Union (GMWU), financial constraints led to the mine ceasing operations in December 2023.

However, despite FGR’s denial, allegations suggest that the mine was seized from the company, which was reportedly just five weeks away from listing on the New York Stock Exchange.

The mine has since been allegedly transferred to a Ghanaian-owned entity.

In response, FGR has issued a notice of dispute to the Ministry of Lands and Natural Resources, the Minerals Commission, and other stakeholders.

The company is reportedly preparing to seek an injunction to block the transaction.

Amid these allegations, EOCO has initiated an investigation into Heath Goldfields Ltd.’s acquisition of the Prestea-Bogoso Mine.

As part of the probe, EOCO has requested documentation related to the transaction and has directed the freezing of the acquisition process until the investigation is concluded.

In a letter dated December 23, 2024, EOCO’s Executive Director, Maame Yaa Tiwaa Addo-Danquah, instructed the Chief Executive of the Minerals Commission to provide information and documents related to the transaction, citing Section 19 of the EOCO Act.

The GMWU has expressed its satisfaction with the government’s decision to grant mining leases for the Prestea-Bogoso Mine to Heath Goldfields Ltd.

The union has pledged its support and commitment to work with the company to revitalize operations at the Prestea-Bogoso Mine.

In 2024, a lot happened for fashion. We saw a resurgence of the bohemian look and the Jane Birkinfication of bags with excessive bag charms. Belts got weird. Tutus went mainstream. Brat green became the unofficial color of summer (and fall), with Charli XCX ushering in a messier era that pushed quiet luxury out of the zeitgeist.

The new year is here and the trends that will define 2025 are far from fully formed, but that doesn’t mean it isn’t fun to try and guess what this year has in store for us. What will we be wearing in the coming months? We can’t know for sure, but below, Bazaar editors take their best guesses.

President Akufo-Addo Consoles Kantamanto Traders, Pledges Government Support

President Nana Addo Dankwa Akufo-Addo has expressed deep sympathy to the thousands of traders affected by the devastating fire at Kantamanto Market in Accra’s Central Business District.

The fire, which broke out on January 2, 2025, destroyed over 7,000 shops, leaving more than 30,000 traders in distress.

During his final State of the Nation Address in Parliament on January 3, President Akufo-Addo recognized the severe impact of the fire on the livelihoods of the affected traders.

He assured them that the government would provide the necessary support to help them rebuild their businesses and recover from the tragedy.

The Kantamanto Market fire is not an isolated incident.

The market has a history of fires, with a previous blaze occurring just two months ago.

The market’s traders have been working tirelessly to rebuild and recover, only to be faced with another devastating setback.

The Chairman of the Kantamanto Traders Association, Samuel Amoah, described the impact of the fire as heartbreaking.

“Many traders have lost both their homes and livelihoods, and their only hope is to be allowed to return and work peacefully,” he said.

The government has pledged to investigate the cause of the incident and implement measures to prevent such occurrences in the future.

The market’s traders are also organizing themselves to restore the stalls, hoping the government will assist in their efforts.

NHIA clears outstanding claims:…releases GHC 270m for October, November 2024

The National Health Insurance Authority (NHIA) has successfully disbursed GH¢270 million to healthcare providers across the country to cover claims submitted and vetted up to October 2024 and part of November 2024.

The NHIA remains within the agreed-upon three-month reimbursement period and currently has no outstanding vetted claims to pay, says a statement issued in Accra Friday and signed by the Chief Executive of the Authority , Dr Da-Costa Aboagye .

“This latest payment brings the total amount released by the NHIA over the past four months to over GH¢1.2 billion, reinforcing the Authority’s ongoing commitment to supporting healthcare providers and ensuring the sustainability of the National Health Insurance Scheme (NHIS),

The prompt payment regime, which was introduced earlier in 2024, continues to play a key role in maintaining a debt-free status, guaranteeing timely reimbursement to healthcare providers nationwide,” it said.

In line with the ongoing effort, the NHIA reminded healthcare facilities to submit their claims promptly, as claims should not cover a period exceeding 90 days.

According the statement , the NHIA’s commitment to timely payments was a vital part of its strategy to strengthen the healthcare system, build strong partnerships with healthcare providers, and deliver quality healthcare services to all subscribers of the NHIS.

The Authority expressed gratitude to healthcare providers for their unwavering dedication and continuous support in providing high-quality healthcare services to Ghanaians.

Adding , The NHIA remains committed to engaging with stakeholders to address any concerns, ensuring the collaboration needed to sustain an efficient and effective healthcare system.

The NHIS’s Benefit Package covers over 95 percent of disease conditions and includes more than 550 medications on the NHIS medicines list, offering comprehensive support to the health needs of all subscribers.

June to October
In addition to this current payment, the NHIA has also made significant disbursements in recent months.

On December 1, 2024, the NHIA released GH¢200 million for claims covering September and part of October 2024, following an earlier disbursement of over GH¢335 million on October 9, 2024, for claims related to August 2024.

In September 2024, it said the NHIA began disbursing GH¢402 million to health facilities to cover claims for June and July 2024.

“These payments demonstrate the Authority’s dedication to fulfilling its financial obligations to healthcare providers and strengthening the healthcare sector for the benefit of all Ghanaians.”

Don’t default on our debt repayments

President Nana Addo Dankwa Akufo-Addo has emphasised the importance of maintaining Ghana’s financial commitments.

He advised the incoming finance minister to ensure that the country never defaults on its debt repayments.

He said this when he announced that the government will pay Eurobond holders $346 million today during his final State of the Nation Address in parliament in Accra, Friday, January 3, 2025.

“I am happy to inform the House that today, 3rd January 2025, my government will honour coupon payments to our Eurobond holders amounting to three hundred forty-six million US dollars ($346 million).

“We cannot afford to default on our debt repayments. That’s the advice I want to give to the incoming finance minister.”

President Akufo-Addo also urged President-elect John Dramani Mahama to prioritize the completion of the Agenda 111 hospital projects as he assumes office.

The Agenda 111 initiative, launched under Akufo-Addo’s administration during the peak of the COVID-19 pandemic, seeks to build 111 district and regional hospitals, including psychiatric facilities, to bridge significant gaps in Ghana’s healthcare infrastructure.

While notable progress has been made, several projects remain incomplete as President Akufo-Addo’s tenure comes to an end.

Delivering his final State of the Nation Address (SONA) on Friday, January 3, 2025, the President emphasized the transformative potential of the Agenda 111 initiative, calling it a cornerstone of Ghana’s healthcare development.

He described the project as a legacy effort that would significantly improve access to healthcare and reduce the burden on existing facilities, ultimately strengthening the nation’s healthcare system.

“The pandemic showed us some of the alarming shortcomings of our health delivery system and we strived to seek measures to ensure that we are reasonably prepared in the next. The most important intervention is the Agenda 111 project, where we attempted to place a hospital in every district; adding 111 district hospitals and 2 psychiatric hospitals to the project list.

“There are 99 districts and 2 psychiatric hospitals where contractors are deployed and work is in progress. I hope the construction will be completed, but that at last was not to be. I am pleased to report that on December 3, I had the pleasure of commissioning three of the district hospitals.

“Hundreds of works on the other 98 active sites, ranging from 5% to 95% in other sites. I am hoping that the incoming Mahama administration will ensure that the project is completed to add to our health infrastructure,” he stated.

Deputy Minority Leader and Member of Parliament (MP) for Ellembele constituency, Emmanuel Armah Kofi-Buah, says Ghanaians have already delivered a verdict on the true state of the country.

He made these remarks on the floor of Parliament shortly after President Akufo-Addo’s last State of the Nation Address (SONA) in Parliament on Friday, January 3.

“The people of Ghana have already given their verdict on the true state of the country, and that verdict was very, very clear: economic hardship, huge debt, high youth unemployment, hopelessness, and more. We have come to the end of the road under what has undoubtedly been the worst government in the Fourth Republic,” he said.

The MP, who also serves as the Deputy Minority Leader in the current 8th Parliament, explained, “This abysmal record was confirmed on December 7th when the people of Ghana delivered the most overwhelming and emphatic vote of rejection any government has ever witnessed in the Fourth Republic.”

He further criticized the president for reckless borrowing and mismanagement of state funds, particularly regarding the controversial National Cathedral project.

“Mr President, you will be remembered as the first president who was cushioned by the IMF when you began, and youare still being cushioned at the end of your term. You left something very important in your account – you left out an account of your promise to God to build a cathedral. But, Mr President, I will leave that between you and your God,” he added.

In his address, President Akufo-Addo outlined the various intervention programmes, policies, and steps he has taken over the past eight years to move the country forward. He also expressed hope that the economy is doing well and prayed that the next government continues along the same track to maintain progress.

However, Mr Armah Kofi-Buah further mocked the outgoing president, saying, “Let me remind His Excellency that his tenure in office will remain a timely reminder of how not to govern a country.”

The lawmaker assured the people of Ghana that hope is on the way, urging confidence in the incoming leadership of President John Dramani Mahama and the NDC.

“But let me also be quick to assure the good people of Ghana that hope is on its way. With President John Dramani Mahama and the NDC, we can once again have a brighter future, emerging from this glare of despair,” he concluded.

President Akufo-Addo declares Ghana a leader in digital transformation globally

Accra, Jan. 03, GNA – President Akufo-Addo has stated that the digitization of public services, including the Ghana Card, mobile money interoperability, and e-services, has revolutionized service delivery and enhanced transparency.  

He emphasized that these initiatives have positioned Ghana as a leader in digital transformation across Africa, with over 18 million citizens registered in the National Identification System.  

Speaking during his final State of the Nation Address in Parliament on Friday in Accra, the President also noted how expanding broadband access to rural areas has bridged the digital gap, ensuring broader participation in the digital economy. 

“Every citizen’s ability to engage with technology is a testament to our shared belief in progress and innovation.  

“Mr Speaker, we have tried to make real many of the slogans that have dominated our public discourse since independence,” he added. 

President Akufo-Addo announced that he had approved visa-free travel to Ghana for all African passport holders, effective from the start of this year. 

He described this move as the next logical step in advancing the African Continental Free Trade Area (AfCFTA) and furthering the goals of the world’s largest trading bloc. 

“All these are essential elements to the realisation of the AU’s Agenda 2063, which envisages an integrated and connected Africa by 2063,” he added.

The 2023 African Games, which were held in Ghana for the first time, were a landmark achievement for the country. Over 13,000 athletes and officials from across the continent participated in the event, which took place from March 8 to 23, 2024, across ten venues. Ghana’s impressive performance resulted in 69 medals, underscoring the impact of improved facilities on the country’s athletic prowess.

The development of these sports facilities was backed by a substantial investment of $195 million, which funded the construction of the Borteyman Sports Complex and the completion of the University of Ghana Stadium. This infrastructure overhaul not only supported the successful hosting of the African Games but also set the stage for future international competitions, positioning Ghana as a competitive player in global sports.

As President Akufo-Addo reflects on his tenure, these infrastructural developments are among the key highlights of his administration, representing a long-term commitment to enhancing the nation’s sports capabilities and international standing. There was a warm atmosphere filled with laughter among the Members of Parliament and President Nana Addo Dankwa Akufo-Addo on the floor of Parliament when the President delivered his final State of the Nation Address (SONA).

This happened when Emmanuel Armah Kofi Buah, the NDC Minority caucus’s Member of Parliament for Ellembele, took the platform to speak to President Akufo-Addo and share his thoughts on the SONA address.

Responding to the SONA, Kofi Buah, who is also the Deputy Minority Leader, pointed out that Akufo-Addo’s final speech omitted and failed to capture his promise to build a National Cathedral to God.

This remark sparked laughter and loud cheers from the house, with President Akufo-Addo visibly giving a wry smile in response to Kofi Buah’s swipe.

“The first president who was cushioned by the IMF when you began and you are still being cushioned at the end of your term. Mr. President, you left something very important in your account which is an account of your promise to God to build him a cathedral but I will leave that to you because it is between you and your God,” he jokingly said.

Kofi Buah went on to assure Ghanaians that the new NDC administration would be a ray of light for the populace while adding that they would be sharply reminded of how the country should not have been governed during Akufo-Addo’s reign, which has seen poor governance.

“Let me remind Mr. President that his tenure in office will remain a timely reminder of how not to govern the country. Let me also be quick to assure the good people of Ghana that hope is on its way in President John Dramani Mahama and the NDC.

“We can once again gain a brighter future from the trolls of despair. Together we will work hard to lift ourselves from this historic low and reclaim our glory and place as the black star of Africa,” he stated.

Kofi-Buah wrapped up his pointed remarks to Akufo-Addo by quoting a Bible passage that drew a parallel between the Israelites’ liberation from the Egyptians and the situation of Akufo-Addo’s government and Ghanaians.

“Fellow Ghanaians, we are comforted and strengthened by the following words of scripture Exodus 14:13 and I quote ‘And Moses said unto the people, fear you not, stand still and see the salvation of the Lord which he will show you today. For the Egyptians whom you have seen today, you shall see them no more’. Bye bye Mr. President, it is finished.”

President Akufo-Addo delivered his final State of the Nation Address (SONA) in Parliament on Friday, January 3, 2024.

As mandated by Article 67 of the 1992 Constitution, the address allows the outgoing President to report on the country’s status before leaving office.

This event also marked the final session of the 8th Parliament of the 4th Republic, which is set to be dissolved on Monday, January 6, 2025.

Reduce debt-to-GDP ratio to 55%

President Nana Addo Dankwa Akufo-Addo has called on the incoming administration, led by John Dramani Mahama, to work toward reducing Ghana’s debt-to-GDP ratio to 55% by the end of its tenure.

Delivering his final State of the Nation Address (SONA) in Parliament on Friday, January 3, 2025, President Akufo-Addo highlighted the progress made by his administration in reducing the debt-to-GDP ratio, which had declined from 79.2% in September 2024 to 74.6% in October 2024.

He expressed optimism that achieving a 55% target would solidify Ghana’s commitment to establishing a sustainable economic foundation.

“The public debt-to-GDP ratio, therefore, has reduced from 79.2% in September 2024 to 74.6% in October 2024. This is expected to reduce further to 55% of GDP in net present value terms, a level that restores Ghana’s debt sustainability. It is hoped that the new government will continue with the policies being implemented to achieve this debt sustainability target,” President Akufo-Addo stated.

The President further elaborated on the government’s efforts to manage public debt amidst economic challenges.

“The stock of public and publicly guaranteed debt increased during the economic difficulties. However, the government is servicing its debts, honouring coupon payments for both domestic bonds and Eurobonds. Moreover, the debt levels are reducing, recording a significant reduction in the debt stock by GH¢46.8 billion to GH¢761.01 billion in October 2024 from GH¢807.79 billion in September 2024,” he said.

“I am happy to inform the House that today, 3rd January 2025, my government will honour coupon payments to our Eurobond holders amounting to $346 million. We cannot afford to default on our debt repayments. That’s the advice I want to give to the incoming finance minister.”

The address marked President Akufo-Addo’s final SONA as mandated by Article 67 of the 1992 Constitution, which requires the outgoing president to provide an update on the state of the nation before leaving office.

Blakk Cedi, former manager and close friend of Stonebwoy, has penned an emotional message of appreciation to Shatta Wale following his performance at the ‘Freedom Street Concert’ in Jamaica.

After his fallout with Stonebwoy, Blakk Cedi remained out of the public eye, with occasional appearances such as managing Kelvyn Boy at one point.

Besides running his own record label, Blakk Arm Group, he had kept a low profile until recently, when he disclosed that he had been given the opportunity to work as part of Shatta Wale’s team during the Jamaica concert.

Seeing this as a huge opportunity, Blakk Cedi took to social media to express gratitude and admiration for Shatta Wale, pointing out his excellent work ethic and the respect, trust, and love he demonstrated throughout their collaboration.

“I hope this message finds you well. I wanted to take a moment to express my deepest gratitude for the opportunity to serve as part of your team during the Freedom Street Concert in Jamaica. It was an honor to step in and contribute to your vision, and I do not take that privilege lightly.”

He continued, “Your unwavering respect, trust, and love throughout this process truly humbled me. The warmth you extended made every step seamless, and it reinforced why you are so deeply admired by many.”

Blakk Cedi went on to emphasise the inspiration he drew from witnessing Shatta’s artistry and playing a role in his success.

He also expressed his best wishes for Shatta Wale’s continued growth.

“Being able to witness your artistry up close and play a role in this success was not just fulfilling but also inspiring. Thank you once again for entrusting me with such a responsibility. I am cheering for you every step of the way and look forward to seeing all the incredible heights you will reach,” he concluded, signing off with “1 Perfect Love ~BLAKK CEDI.”

Individuals from Stonebwoy’s camp have labelled Blakk Cedi a “sellout,” accusing him of disloyalty for working with Shatta Wale, who is often seen as Stonebwoy’s rival.

They stated that Blakk Cedi should have maintained some level of loyalty, given his once close friendship and pivotal role in Stonebwoy’s career.

President Nana Addo Dankwa Akufo-Addo has reiterated his administration’s commitment to tackling corruption, asserting that allegations against government appointees were thoroughly investigated by independent institutions and largely found to be baseless.

Delivering his final State of the Nation Address (SONA) on Friday, January 3, 2024, President Akufo-Addo outlined key anti-corruption measures undertaken during his tenure. He expressed confidence in the progress made to strengthen institutional frameworks and ensure accountability within government operations.

The President highlighted the establishment of the Office of the Special Prosecutor (OSP) as a critical milestone in the fight against corruption. While acknowledging the initial scepticism surrounding the OSP’s creation, he noted its growing recognition as an effective tool in advancing Ghana’s anti-corruption agenda.

“Through robust institutional reforms and unwavering commitment, we have fortified the structures to enhance transparency and accountability,” President Akufo-Addo stated, expressing optimism about the sustainability of these efforts beyond his tenure.

“During my first term, we passed the Witness Protection Act in 2018, creating a framework to safeguard individuals who cooperate with law enforcement, especially in corruption cases. Furthermore, the Criminal Offences (Amendment) Act of 2020 elevated corruption from a misdemeanour to a felony, with harsher penalties of twelve (12) to twenty-five (25) years of imprisonment.

“We also enacted key laws, such as the Fiscal Responsibility Act, the Revenue Administration (Amendment) Act, and the Anti-Money Laundering Act, all of which have strengthened our institutional framework to combat corruption and ensure accountability.

“We ensured that all allegations of corruption levelled against appointees were duly investigated by independent institutions of the state, which generally dismissed them as unfounded,” he stated.
