IGP’s recruitment pledge risks undermining peace efforts – Ibrahim Adjei

Ibrahim Adjei, former Assistant Secretary at the Office of former President Nana Akufo-Addo, has raised strong objections to the comments made by the Inspector-General of Police (IGP), Christian Tetteh Yohuno, describing them as a dangerous move that indirectly incentivises violence among the youth.

Speaking on Channel One TV’s Breakfast Daily on Monday, April 14, Adjei condemned the IGP’s promise to prioritise youth in Bawku for police recruitment on the condition that they lay down their arms.

He mentioned that such a statement risks undermining years of peace-building efforts and sets a precedent that violence is a viable path to opportunity.

The IGP made the comments during a visit to Bawku on Friday, April 11, assuring residents that a special police recruitment team would be stationed in the area to enlist youth who embrace peace. The initiative, according to the IGP, is part of broader efforts to stabilise the conflict-prone region.

However, Ibrahim Adjei argued that the IGP’s message sends the wrong signal, especially in a fragile security environment where incentives should be aligned with lawfulness, not conflict.

He also took issue with the IGP’s subsequent clarification that the recruitment offer was part of a decentralised strategy aimed at achieving regional balance. Adjei dismissed the clarification as flawed.

According to him, the remarks have the potential to undermine the integrity of the Ghana Police Service’s recruitment process and cast doubt on its fairness and neutrality.

“To make such a pronouncement seems to unravel all the peace effort that we are doing. The IGP is somehow incentivising the youth by showing them that violence creates opportunities, and his clarification also doesn’t hold water. Recruitment into the police is already decentralised. So, that clarification has rather made things worse.

“Because people can look to the reality and say, how do you say that you aimed to decentralize the recruitment process and make it a regional balance, that is already on the ground. By his pronouncement, what he is doing is undermining the recruitment process.

“What the IGP should do is retract. That is not for our sake but the community of Bawku. And the clarification doesn’t help, but rather makes things worse,” he stated.

However, the Former Greater Accra Regional Chairman of the National Democratic Congress (NDC) Ade Coker has endorsed the Inspector-General of Police’s (IGP) proposal to recruit youth from Bawku into the police service, describing it as a step toward unity and lasting peace in the conflict-prone area.

The Government of Ghana has officially commenced a comprehensive review of its Value Added Tax (VAT) regime, aiming to simplify the system and improve the business environment across the country.

This development was confirmed during a high-level meeting between Ghanaian officials and Wencai Zhang, Managing Director and Chief Administrative Officer of the World Bank Group.

During the engagement, Ghana’s Finance Minister, Dr Cassiel Ato Forson, outlined the country’s commitment to reforming the VAT system in close collaboration with international partners.

Dr. Forson noted that a Technical Assistance Mission from the International Monetary Fund (IMF) is currently in Ghana, working alongside local authorities to support the review process.

He acknowledged that the current effective VAT rate of 21.9%, one of the highest in Africa, has contributed to compliance difficulties and inefficiencies for businesses.

“We are fully aware of the challenges posed by the existing VAT structure. That is why we are undertaking a complete overhaul of the system. I can assure our partners and the Ghanaian public that this reform process will be concluded before the main budget is presented in November,” he said.

The initiative is seen as a crucial step in improving tax compliance, enhancing revenue mobilisation, and making the tax system more business-friendly.

The World Bank expressed support for Ghana’s reform efforts and reiterated its commitment to working closely with the government to achieve a more efficient and equitable tax regime.

Many NPP members didn’t vote in 2024 due to ‘wrong candidate choice’ – Owusu Bempah claims

The Deputy Communications Officer of the opposition New Patriotic Party (NPP), Ernest Owusu Bempah, has claimed that over two million members of the party chose not to vote in the 2024 general elections due to what he described as the presentation of the wrong presidential candidate.

Speaking in an interview on Oyerepa TV, Mr Owusu Bempah, who served as Communications Director for Ghana Gas during the Akufo-Addo administration, stated that the party’s decision to field the then Vice President, Dr Mahamudu Bawumia, as the candidate for the 2024 elections was a major factor in the disappointing voter turnout among its members.

According to him, many NPP supporters felt disillusioned by the leadership’s choice, leading them to abstain from voting.

“For the first time, I met a taxi driver who is a member of NPP who told me that he voted for the NDC in the 2024 election, he showed me his party card, and the reason is that we didn’t take the right candidate for him to come and vote for” he claimed.

Without providing any scientific data to back his claim, he stated that as many as 2.1 million NPP members abstained from voting because they did not approve of the Presidential candidate.

“Go down there with a hidden camera and ask the ordinary people why they refused to vote. 2.1 million decided not to go and vote, 2.1 million, do you think it is a joke? NPP party base, supporters refused to vote, do you know what that means?” he argued.

Owusu Bempah did not hold back in his critique of the leadership’s selection process. He suggested that the failure to listen to party members and incorporate their views into candidate selection contributed to the low turnout.

He emphasised that “Let Prof Mike Oquaye’s Committee bring out their report and that is where we will hear things.”

His comments come as the NPP looks ahead to rebuilding its support base and re-engaging with its membership after what many view as a poor performance in the 2024 polls.

Party leaders are expected to review the election results and assess how to rebuild and reposition the party for the future through Prof Mike Oquaye’s Committee, a committee assigned to study the elections and give recommendations.

NRSA gives 21-day ultimatum for removal of billboards from footbridges

The National Road Safety Authority (NRSA) has issued a 21-day ultimatum to all Metropolitan, Municipal, and District Assemblies (MMDAs) in the Greater Accra Region to remove outdoor advertising billboards mounted on pedestrian bridges and vehicular footbridges.

This directive comes amid rising concerns over non-compliance with the Services-Advertising Specification for Outdoor Signs (GS: 847:2019), which states clearly that “the primary and sole function of road or bridge arches/gantries shall be for traffic management.”

In a statement, the NRSA said the move is intended to improve road safety by eliminating visual distractions and ensuring that critical road infrastructure is used appropriately.

“We are taking this action to reduce visual distractions on our roads and ensure that structures like footbridges and overpasses serve their intended purpose—safe and efficient traffic management,” the Authority noted.

Assemblies have been given a 21-day window to comply, after which the NRSA said it would initiate enforcement actions against any defaulters.

“This is not just a regulatory requirement, it’s about protecting lives. Advertising cannot come at the cost of road safety,” the statement added, stressing that the directive is in the best interest of public safety.

Duayaw-Nkwanta (Ahafo), April 14, GNA – The Right Reverend Kwaku Effah, the Methodist Bishop of the Sunyani Diocese has urged churches to help tackle the growing trend of indiscipline in the country.

That could be done if churches concentrate on building the youth to become matured in Christianity, he stated in an interview with the media on the side-lines of the 46th annual synod of the Methodist of Ghana held at Duayaw-Nkwanta in the Ahafo Region.

It was under the theme “Discipleship: growing into Christian maturity”, and attended by Diocesan executives, the standing committees of the church, members of the coordination offices and pastors’ wives.

The synod enabled the church to take stock and highlighted the previous year’s achievements, looked into emerging challenges and projected for the future. Rt Rev Effah noted that Christian maturity and a strengthened faith in God would make the youth disciplined and principled and urged the churches to form youth groups and provide employable skills training to create job opportunities for the youth.

“The youth groups will bring young people together, provide them with employable skills training to build on their future”, he stated, asking Christians not to live to please themselves, instead strive to live to please God.

That would enable them to grow into Christian maturity and entreated the churches to also prioritise the spiritual growth and development of their members, saying the lives of Christians developed physically, spiritually, emotionally and socially.

“Christian maturity is not about age or positions in the church, but a life characterized by holiness and righteousness”, he stated and urged Christians to pray constantly to strengthen their relationships with God.

They must also always seek the Holy Spirit guidance and look onto Jesus Christ and eschew sin and to live righteously.

Four armed robbers have been reportedly killed on the Bekwai-Fomena Highway in the Ashanti Region.

A video shared by Obuasi TV on Facebook on Monday, April 14, 2025, indicated that the alleged armed robbers were killed in a gun battle with the police.

The video showed the lifeless bodies of the four armed robbers at the scene of the shootout.

It also showed guns of the armed robbers, including an AK-47 and two pump-action guns, which the police had confiscated.

The taxi, which was supposedly used by the robbers for their operation, was also captured in the video.

Some men were heard in the video saying that the robbers are responsible for a recent armed robbery at a rural bank.

The men said that the armed robbers have been responsible for a lot of atrocities in the area.

One of the men identified one of the armed robbers as WK, who he said was a ringleader who had killed a lot of people.

“This is the taxi they have been using,” one of the men is heard saying in the Twi dialect.

The latest government auction held on April 11, 2025, saw strong investor participation particularly in the short end of the yield curve, as the treasury raised GH¢6.744 billion across 91, 182, and 364-day bills.

This came against a target of GH¢6.67 billion, marking a slight oversubscription driven by robust interest in the 91-day instrument.

According to official results released by the Bank of Ghana, the government accepted:

– GH¢5.68 billion in 91-day bills out of GH¢5.80 billion tendered,

– GH¢908.44 million in 182-day bills—fully allotted,

– GH¢157.94 million in 364-day bills—also fully allotted.

Yields across the instruments continued to climb, reflecting heightened risk sentiment and tighter liquidity conditions in the market.

The weighted average discount rates came in as follows:

– 91-day bill: 14.8780% (up from 14.4578%)

– 182-day bill: 14.9989% (slightly higher than the prior week)

– 364-day bill: 15.7190%

Meanwhile, the Bank of Ghana’s monetary stance and the country’s fiscal discipline under the IMF programme will be crucial in influencing rate expectations in the coming weeks.

The ex-Tottenham Hotspur midfielder noted that the Gunners will need a better player for the defensive midfield role, potentially shifting Declan Rice to play there when needed.

Speaking on Sky Sports as a pundit, Redknapp suggested that Real Sociedad midfielder Martin Zubimendi could be an option to replace Partey when he leaves.

Algeria has asked 12 French embassy staff to leave the country within 48 hours, France’s foreign minister has said.

Jean-Noel Barrot added that it was linked to the indictment of three Algerians in France on Friday, one of whom is a consular official.

They are accused of involvement in the abduction last year of Amir Boukhors, 41, a critic of Algeria’s government with a large audience on social media, who was reportedly granted asylum in France in 2023.

Barrot urged Algeria to “abandon” the expulsions and said France was ready to “respond immediately” if they went ahead.

Boukhors, also known as Amir DZ, has lived in France since 2016 and was reportedly granted political asylum in 2023.

He was abducted in April 2024 in the southern suburbs of Paris and released the following day, according to his lawyer Eric Plouvier.

Plouvier told AFP that Boukhors had been “the subject of two serious attacks, one in 2022 and another on the evening of April 29 2024”.

French media reported that he was forced into a car with a flashing light by “fake police officers”, then released the next day without explanation.

Algeria has issued nine international arrest warrants against him, accusing him of fraud and links to terrorist organisations”.

He denies the allegations. In 2022, the French courts refused his extradition.

The case is the latest in a growing number of incidents to have exacerbated a rift between France and Algeria.

They include the arrest and imprisonment in Algeria of French-Algerian author Boualem Sansal, who was accused of undermining Algeria’s territorial integrity.

Algeria recalled its ambassador from Paris last year after France backed Morocco’s claim to the disputed territory of Western Sahara.

The 12 French officials asked to leave on Monday include some members of the French interior ministry, a diplomatic source told AFP.

On Monday, Barrot said: “I am asking Algerian authorities to abandon these expulsion measures… if the decision to send back our officials is maintained, we will have no other choice but to respond immediately.”

Barrot claimed that the expulsions were a response to the indictment of three Algerian nationals on Friday in Paris – including the consular official – on charges including abduction, arbitrary detention and illegal confinement and participating in a terrorist organisation.

Algeria’s foreign ministry said it had summoned French ambassador Stephane Romatet in response to “express its strong protest” and called for the official’s immediate release, according to the official Algerian news agency.

It added that the individual “was arrested in public and then taken into custody without notification through the diplomatic channels”.

The ministry claimed the move was “not a coincidence as it happens in a very specific context with the aim of stymying the process of relaunching bilateral relations”.

Tentative steps have been made to repair relations between the two nations with a phone call between French President Emmanuel Macron and President Abdelmadjid Tebboun taking place in March.

“The two presidents had a long, frank and friendly exchange on the state of bilateral relations and the tensions that have built up in recent months,” a joint statement read.

Following an official visit to Algeria on 6 April where he met with Tebboun, Barrot said he hoped for a “new phase” in relations.

ANGRY NATIONAL Democratic Congress (NDC) youth infamously embarked on a destruction spree in Asante Mampong, in the Ashanti Region, last Thursday.

According to reports, the irate youth were not pleased with plans to appoint one Esther Dwomoh as the Municipal Chief Executive (MCE), hence their violent acts.

They allegedly saw her appointment as an imposition by the Ashanti Regional Minister, Dr. Frank Amoakohene and some other Ashanti Regional NDC executives.

Singing war songs to display their fury, the youth reportedly, burnt car tyres in some selected busy roads in Mampong, thereby impeding the movement of vehicles and people.

After burning the tyres, the angry NDC youth then turned their anger at the NDC party office in Mampong, where they reportedly destroyed everything on sight.

The charged youth were said to have brought the furniture, documents and other items in the office outside and set it ablaze, amid chants that they were ready to spill blood.

An eyewitness in Mampong, who demanded anonymity for obvious reasons, disclosed to the paper that the NDC youth started a peaceful march over Esther’s appointment on Thursday.

According to him, in the course of what seemed to be a peace march, some of the charged youth started to burn car tyres in the streets, leading to people running for their safety.

He said the destruction spree was then directed at the NDC party office, adding that it took the intervention of the police before law and order was eventually restored in the area.

Zenith Bank (Ghana) Ltd has handed over a refurbished six-classroom block and newly constructed modern four-unit toilet facility to the school administration of Odumase M/A Basic School ‘4’ in Odumase in the Ga West Municipality of the Greater Accra Region.

In addition, the Bank has supplied new desks, tables, cupboards, and learning materials to improve the learning and teaching environment for both students and teachers.

Staff of the Bank, in 2015, adopted and renovated Odumase M/A Basic School ‘4’ as a corporate social responsibility initiative. Since then, the Bank has consistently carried out refurbishments to maintain the school’s infrastructure.

The latest developments are a commitment made at the Bank’s 19th anniversary celebration last year, reaffirming its ongoing support for educational advancement.

The Group Head of Marketing for Zenith Bank (Ghana) Ltd, Cynthia Amerley Amarteifio, speaking on behalf of the MD/CEO of Zenith Bank, highlighted the Bank’s commitment to responsible corporate citizenship.

Despite the frightening experience, Sarfo emphasised that prayer and proper medical care played a crucial role in her recovery. She also addressed rumours that she relied on “juju” or spiritual forces to boost her popularity, particularly during her time on the beloved television series Efiewura.

“Even with Efiewura, people thought I was using juju because of the love I received from shooting that series. I prayed and also went to the hospital to ensure that I got well,” she explained.

Ghanaian cement retailers face growing difficulties, with widespread shortages of cement brands limiting builders’ access to essential materials. Behind this disruption lies a severe shortage of clinker, a crucial raw material imported for cement production.

The current clinker scarcity and its escalating prices stem from a complex interplay of international supply chain disruptions and evolving global market uncertainties, including an increase in the export prices from the Mediterranean rim, a major clinker source.

Panellist calls for constitutional review to back Affirmative Action law

A panellist at a national consultative forum on post-election accountability has called for a constitutional review that will give backing to the operationalisation of the Affirmative Action (Gender Equality) Act.

The Coordinator of the Affirmative Action Act Coalition, Becky Ahadzi, who made the call, said the current state of the constitution did not help, as there was the need to review the constitution to give gender quotas to strengthen the AA Act.

She said the Act called for the segmentation of appointments such as the numbers of women in cabinet, as ministers, as Metropolitan, Municipal and District Chief Executive (MMDCEs) and in the boardrooms, among others, adding that the situation where all political appointments of women have been lumped together to give a percentage left much to be desired.

She was speaking as a panelist at a Gender Equality and Social Inclusion (GESI) interventions post-Election 2024 forum organised by the Network for Women’s Rights Initiative (NETRIGHT) in partnership with STAR-Ghana Foundation under the project “Advancing Gender Responsive Governance and Inclusive Democracy in Ghana, last Tuesday.”

The project, which is supported by the Foreign, Commonwealth and Development Office (FCDO), is aimed at evaluating the electoral process, identifying key successes, challenges and areas for improvement, to facilitate dialogue between key stakeholders, including the Electoral Commission (EC), political parties and civil society organisations, to enhance electoral accountability and governance.

The forum was, therefore, aimed at assessing the implementation of campaign promises and advocate accountability from elected and appointed officials, and propose recommendations for strengthening the country’s electoral and governance systems.

A Programme Manager, NETRIGHT, Cynthia Sunu, said despite the country’s democratic gains, significant challenges persisted, particularly in advancing gender parity within governance structures.

She said the recently enacted Affirmative Action Act, 2024 (Act 1121), aimed at increasing women’s participation in politics, was implemented for the first time; however, its immediate impact on representation remained limited.

Women continue to be underrepresented in decision-making spaces, holding only 39 out of 276 parliamentary seats, which is 14.1 per cent, with one constituency yet to be declared, while appointments to ministerial and other leadership positions remained disproportionately low. 

Disparities

These disparities, she said, underscored the structural barriers that hindered women’s full participation in governance, including deeply ingrained socio-cultural norms, limited access to political financing, and systemic biases within political party structures.

She said beyond gender inequality, broader challenges such as voter suppression, misinformation and the opaque nature of political party financing continued to pose risks to the country’s democratic progress and that strengthening institutional accountability, ensuring inclusive participation, and a political environment that upheld gender-responsive governance were critical to sustaining democracy and achieving long-term national development.

Dr Esther Ofei-Aboagye, a local governance expert who facilitated the discussions, said the initiative was rooted in NETRIGHT’s feminist mobilising strategies, which prioritised amplifying the voices of women, young persons, and socially excluded groups to demand gender-responsive, inclusive and accountable governance.

Other panellists spoke on lessons from the just-ended elections, gender and taxation, taxation and digitalisation, as well as the need to move the country’s social protection system from the protective side to the preventive.

Comedian Oh Joo is bringing a fresh twist to stand-up comedy through his upcoming show, Turd Talks, as he blends humour with advocacy.

Turd Talks is scheduled for Saturday, April 19, 2025, at the College of Physicians and Surgeons in Accra.

Unlike traditional stand-up routines, Turd Talks will see comedians delivering their sets using PowerPoint presentations, mimicking the popular TED Talk format but with a humorous edge.

The goal is to entertain the audience while shedding light on important societal issues, with this edition placing a spotlight on autism awareness.

Turd talks has an amazing lineup of favourite Ghanaian comedians including Clemento Suarez, Jeneral Ntatia, Khemikal, Lekzy, Papa Yaw, Jeffery Nortey, Ranzy, among others.

These acts will combine insightful commentary with laughter to address the realities of life on the autism spectrum, highlighting the neglect and stigma often faced by individuals affected by the condition.

In an interview with Graphic Showbiz, Oh Joo explained that the motivation behind the initiative was to raise awareness of autism which he believes was yet to receive attention.

 “I have friends who are on the spectrum, and I know they don’t get much attention in our society. I believe by coming up with this initiative and supporting Ghana Autism Care, I’m contributing to advocacy efforts that push for inclusive policies for individuals with autism,” he said.

He also revealed that part of the proceeds from the event will be donated to Ghana Autism Care, a local organisation committed to raising awareness and offering support to individuals and families affected by autism.

“I’m passionate about giving back, which is why we’re donating a portion of the proceeds from this event to Ghana Autism Care to support their vital work in raising awareness and providing support to individuals and families affected by autism,” he stated.

The Founder and Leader of the National Liberation Congress (NLC), Stephen Atubiga, has alleged that some youths are being contracted for killings and are paid to serve as warriors in the ongoing Bawku conflict.

According to the politician, some unscrupulous individuals have exploited the high unemployment rate in the township, taking advantage of vulnerable young men by using them as tools to incite violence and carry out killings.

He pointed out that many of the young men bearing arms and actively involved in the conflict are not even natives of Bawku but allegedly take on such contracts to align themselves with the Mamprusis in the fight against the Kusasis.

“These days, due to a lack of jobs in the Bawku area, people take contract killing or getting paid to go fight as warriors. Some come as far as from Nalerigu, Walewale, or Gambaga to come join the Mamprusi in Bawku to fight the Kusasis. Sometimes they get apprehended around Garu, Colgungu, Basuendey areas by the Kusasis or the security services,” he wrote on his Facebook page on April 13, 2025.

Atubiga, a former communications member of the National Democratic Congress (NDC), also alleged that there are deliberate plots by the armed youth, claiming their primary objective is to target police officers stationed in Kusasi-dominated areas, with the intention of falsely implicating Kusasi natives in the killings.

“Their task is to kill police officers or security officers in the Kusasi area for it to look like it’s Kusasis killing officers, to incite the police and Kusasis into fighting or Kusasis looking bad,” he added.

Sharing a detailed account of an attack on his family and community in Binduri, a suburb of Bawku, Atubiga recounted receiving a distress call informing him of an assault targeting homes in the area.

He added that his brother had laid in ambush, anticipating the arrival of the armed men as they approached their family residence.

Tragically, he disclosed that a family member and his four-year-old granddaughter lost their lives after being caught in a crossfire between the military and the armed assailants, following the deployment of military personnel to the scene.

“Yesterday, I got a distressed call around 12 PM of some people attacking my community in Binduri moving from house to house. As they entered a house next door to my family house, my brother took ambush waiting for them as my family were able to get the military to move quickly. They killed one family member of mine and his 4-year-old granddaughter during exchange of fire,” he said.

In light of these developments, Atubiga has called on security personnel deployed to the Bawku area to consistently wear their uniforms and use clearly branded police vehicles during their operations.

According to him, this would help in properly identifying them, as he believes they are being deliberately targeted.

Gold Fields Limited has announced plans to begin a phased shutdown of its Damang Mine following the government’s decision to reject the company’s application to extend the Damang mining lease which expires on April 18, 2025.

In a circular sighted by GhanaWeb Business, the company confirmed that without a valid mining lease, it will be unable to continue operations at Damang beyond the expiration date and must vacate the lease area accordingly.

Gold Fields has submitted additional proposals to the Minister of Lands and Natural Resources in a bid to resolve the matter.

However, the company said that in the interim, it will begin reducing production activities to ensure a safe shut of operations.

“This means that starting today, and over the weekend, we will initiate a phased reduction in production and take steps toward ensuring a safe and orderly shutdown of current mining activities at Damang, pending resolution of the matter or further clarity on the way forward. It is important to emphasise that this development does not affect operations at Tarkwa. We encourage all our people there to remain focused on maintaining safe and productive operations,” it stated.

Gold Fields has further established a management committee to urgently assess the situation, explore possible resolutions and evaluate the impact on its workforce following concerns raised by its employees, business partners, and host communities.

“Our immediate priorities are to ensure the safety and security of our people, understand the implications of the government’s decision, including any future plans for the Damang mine, and explore how we can best mitigate any negative effects,” the statement added.

Gold Fields began operations at the Damang mine in August 1997 and has since played a significant role in Ghana’s gold mining sector.

The company also operates the Tarkwa Mine, with the government of Ghana holding a 10% stake in both operations.

The winger detailed that he received GH¢2,500 as a signing-on fee, which was his first-ever paycheck as a footballer after signing a professional contract in 2008.

He also disclosed that he signed a four-year deal with the Ghana Premier League giants with a monthly salary of GH¢140.

“When I signed, it was 2,500. That was the signing-on fee. There was an issue—Hearts wanted to sign me for 15 years, so I went back to Kumasi. I was scared, but I ended up signing for only four years. I took GH¢2,500 and my salary was GH¢140,” he told Gil Media.

According to him, the money felt substantial at the time, and his salary was later increased to GH¢200.

“It was a lot of money for me, and after a year, they increased it to GH¢200. At that time, it was okay.”

Torric Jebrin initially joined Hearts of Oak’s youth team before earning promotion to the senior team in 2008.

He is regarded as one of the most skilful players to ever play for the club, with incredible dribbling ability.

The former TP Mazembe man played just one season before joining then-English Premier League side Portsmouth in 2009.

He, however, returned for a loan stint at Hearts of Oak in 2010 before departing for Europe once again.

Police hunt suspect after two officers are shot dead in Binduri

The Ghana Police Service has launched a manhunt for suspected armed robbers who shot and killed two police officers in Binduri in the Upper East Region.

The tragic incident occurred at Poyamirea, near the outskirts of Binduri, where the officers, who were in plain clothes and riding a private motorbike, were reportedly ambushed while traveling from Bongo to Binduri.

According to preliminary investigations, the attackers opened fire on the officers and made away with their motorbike.

Authorities have withheld the names of the deceased officers to allow for proper notification of their families, in accordance with customary practices.

In a statement issued by the Public Affairs Directorate of the Ghana Police Service, the police administration extended its condolences to the bereaved families and assured the public of swift action.

Govt to give $1m to Peasant Farmers for vegetable production – Eric Opoku

The Minister for Food and Agriculture, Eric Opoku, has announced that the government will disburse $ 1 million to support over 1,500 peasant farmers in Northern Ghana as part of efforts to boost vegetable production under the Feed Ghana Project.

Speaking on the Citi Breakfast Show on Monday, April 14, 2025, the Minister emphasised that the government’s priority is to empower grassroots farmers, many of whom are already engaged in tomato and other vegetable cultivation.

He explained that many of these farmers lack the financial capacity to scale up their operations, which is why the government is stepping in with direct financial support.

The funding will be formalised on Wednesday, April 16, 2025, when the Minister is expected to sign a Memorandum of Understanding (MoU) with the Apex Bank to facilitate the disbursement.

“We are dealing with the peasant farmers because they are on the field and are registered. We are also trying to put some of them into cooperative. Some are already into the tomatoes production. So, it is just a matter of our team identifying them and giving them the logistics they require to be able to do that.

“In some cases, some of them do not have the financial muscles to be able to do the kind of work they are doing. So. in the coming Wednesday, April 16, 2025, I will engage the media because I will sign an MoU with the Apex Bank for the distribution $1 million to over 1500 peasant farmers in the Northern part of the country for the production of vegetables. This is just the beginning,” he stated.

Wa, (UW/R), April 14, GNA – The Simon Diedong Dombo University of Business and Integrated Development Studies (SDD-UBIDS) has won the coveted European Union (EU)-funded Ghana Pact for Skills project under the Entrepreneurship Stream to promote green and digital entrepreneurship. 

Six universities in Ghana, comprising two non-technical and four technical universities had been selected to implement the project coordinated by the E4Impact Foundation with a focus on green innovation, digital transformation, and entrepreneurship. 

The other five universities are the Kwame Nkrumah University of Science and Technology, University of Professional Studies, Cape Coast Technical University, Takoradi Technical University, and the Ho Technical University. 

The EU-Ghana Pact for Skills initiative sought to empower students through training, incubation, and business acceleration in green and digital entrepreneurship to equip them with practical entrepreneurial skills and facilitate their transition into employment.  

A statement from the SDD-UBIDS copied the Ghana News Agency (GNA) in Wa indicated that the project had positioned the University as a key driver of green and digital entrepreneurship acceleration and incubation programmes in Ghana for the next three years. 

“Our university’s inclusion in this elite cohort is not just an achievement, it’s a testament to our rising prominence as a hub of innovation, strategic direction, and community-centred development in Northern Ghana”, the statement said. 

A total of 13 universities – nine technical and four non-technical universities – submitted competitive applications for the project, including strategic plans, digital infrastructure portfolios, faculty profiles, and evidence of entrepreneurial readiness.  

All 13 competing universities went through a rigorous two-phase selection process – online application review and field visits to assess and confirm the selection of shortlisted universities. 

The SDD-UBIDS emerged as the only university in northern Ghana to have been selected for the project after it garnered a score of 68 per cent during the field validation. 

The statement said the SDD-UBIDS’ success in the project application was driven by its strong strategic vision on entrepreneurship, green and digital initiatives coupled with its robust physical and digital infrastructure, including its growing Information Communication Technology ecosystem and proven record of community engagement in northern Ghana. 

Professor Frederick Dayour, the Director of Research at the SDD-UBIDS, said the project was not just a win for SDD-UBIDS, but for the entire Upper West Region. 

“It’s a celebration of innovation, resilience, and the transformative power of education in rural and underserved regions,” he added. 

The statement said through the University’s collaboration with the E4Impact Foundation, it would roll out tailored programmes focused on sustainable digital business development.  

Those initiatives would include entrepreneurship training, access to incubation and acceleration services, and enhanced skills development designed to boost employability and job creation. 

The management of the SDD-UBIDS expressed appreciation to the selection committee, chaired by Fabio Petroni for recognising the University’s capacity and commitment to advancing youth entrepreneurship in Ghana.

Some netizens have expressed the view that the current government, while in opposition and during its campaign period, politicised the Bawku conflict to gain electoral support but has since appeared to show a relaxed stance toward the escalating crisis.

Following the government’s announcement that the Asantehene, Otumfuo Osei Tutu II, will lead the mediation process in the Bawku conflict, some critics have opposed the decision.

They argue that the Asantehene should refrain from taking on the role, stating that he was not responsible for the origins of the conflict and should not become entangled in its complexities.

Others, however, have placed blame on politicians for their roles in the escalating crisis, accusing them of politicising the situation rather than addressing it constructively.

They argue that if the political parties truly had good intentions, they could have collaborated and worked together to resolve the conflict and promote peace.

Government urged to lead in building long-term yield curve

The rehabilitation of West Africa’s bond markets hinges on establishing a long-term yield curve, according to Bryan Pascoe, Chief Executive-International Capital Market Association (ICMA).

Speaking at the inaugural West Africa Bond Capital Markets Conference organised with Ghana Stock Exchange (GSE), Mr. Pascoe called for stronger government leadership in laying the structural foundations for a deeper and more resilient fixed income market across the region.

“For markets to develop and mature, there has to be a framework of predictability, depth and trust. Government should look to establish a longer-term yield curve,” he stated.

The yield curve, a fundamental benchmark for determining borrowing costs, is currently skewed toward short-term instruments in many West African economies – notably Ghana and Nigeria.

This limitation, Mr. Pascoe said, has curtailed broader participation in the market and left corporate issuers without the pricing signals necessary to plan long-term capital raises.

“Right now, the issuance is very focused on short-term activities. That hampers the market’s ability to serve its broader economic purpose,” he explained.

Since being shut out of international markets and following the domestic primary bond market’s crash – after the Domestic Debt Exchange Programme (DDEP) between 2021 and 2023 – the Treasury has had to rely almost entirely on short-term instruments.

This pushed the Treasury bill rates high. For instance, at the beginning of October 2024, the 91-day T-bill stood at 25.20 percent – its highest level since October 2023 – while the 182-day and 364-day bills climbed to 26.85 percent and 28.35 percent respectively.

Despite the Treasury needing to borrow around GH¢200billion from the shorter end of the market, it has however intensified attempts at rate correction.

In the first week of March 2025, the market reached an all-time high of GH¢20.49billion in total bids, marking a 140.5 percent oversubscription rate. However, government accepted only GH¢9.634billion in bids.

By the second week in April, the 91-, 182- and 364-day tenors had tumbled 15.65 percent, 16.5 percent and 18.84 percent respectively.

While these have raised concerns about real returns and a possible dent to the cedi on account of capital flight, Mr. Pascoe noted that signs of macroeconomic normaliaation in countries like Ghana – including a downward trend in interest rates and improving fiscal outlook – presents an opportunity for governments to take a lead in extending the yield curve and establishing benchmark issuances.

These, in turn, could serve as reference points for corporate and other non-sovereign issuers.

“Hopefully, government will take the lead in establishing more of a yield curve for issuance. Other borrowers can then use it as a benchmark for pricing on bond issues that they may expect to do as well,” he said.

The ICMA chief added that domestic participation needs to be strengthened and responsible international capital could play a complementary role.

“I think attracting broader investors is a very important feature of the market,” he noted.

In addition to government-led yield curve development, Mr. Pascoe recommended a series of interlocking reforms to boost market functionality. Chief among these was the development of a functional repurchase agreement (repo) market. This would allow banks and other financial institutions to borrow against bond holdings, thereby improving liquidity and providing essential short-term financing tools.

“There are other elements as well such, as encouraging market makers to provide liquidity in bond markets and also some other products – such as repo market development – which can be used for funding using the bonds as collateral to help banks and other market practitioners finance themselves,” he noted.

A well-functioning repo market, Mr. Pascoe argued, is a defining feature of advanced bond markets and would play a pivotal role in promoting liquidity, enhancing price discovery and supporting secondary market trading.

The call comes as regional regulators and exchanges are working on the West Africa Capital Markets Integration Project, which aims to allow cross-border trading of listed securities across Ghana, Nigeria and the BRVM – the regional bourse covering eight Francophone West African countries.

Abena Amoah, Managing Director-GSE, underscored the urgency of developing strong domestic bond markets in West Africa; particularly as access to international capital markets becomes increasingly constrained.

She argued that robust local capital markets would empower citizens to invest in critical infrastructure and productive ventures, helping to bridge the region’s infrastructure financing gap.

“We know West African citizens deserve opportunities to be educated and invest in ventures that can be profitable,” she said.

Ms. Amoah highlighted the importance of stable macroeconomic conditions in making capital markets attractive to both issuers and investors.

Beyond monetary policy, GSE’s boss emphasised the significance of market infrastructure and education in building a resilient financial ecosystem. She cited GSE’s introduction of green bond guidelines, the launch of a commercial paper market and partnerships with stockbrokers and banks to improve retail investor access via digital platforms.

“We are working with the market to develop apps and solutions that make it easier for an investor to come onto the market,” she noted. She also mentioned ongoing engagement with pension funds and capital-hungry companies to facilitate efficient capital allocation.

Through the West Africa Capital Markets Integration Project, she added, GSE is collaborating with Nigeria and BRVM to enable cross-border trading – enhancing liquidity and providing investors access to a broader pool of securities.

Director General, Nigerian Securities and Exchange Commission (SEC Nigeria) Dr. Emomotimi Agama, said while West Africa as a region “has not done very well” he is convinced that this shortfall presents “a lot of opportunities ahead of us”.

He reiterated the critical importance of mobilising long-term capital through the bond market to support national development.

“The need for long-term capital in Africa cannot be over-emphasised. For you to achieve the objectives of development, you must be able to raise long-term capital that allows you to fund long-term projects,” he explained.

The Greater Accra Regional branch of the New Patriotic Party (NPP) has demanded the swift release of a party-affiliated social media activist allegedly arrested by the National Intelligence Bureau (NIB) over a Facebook post as reported by Ghana Web.

According to party executives, the activist, whose identity has not been disclosed, was picked up for allegedly publishing false information concerning the Vice President.

The arrest has sparked backlash within the party, with members accusing the security agency of suppressing freedom of speech.

Leading the charge, former NPP General Secretary John Boadu condemned the arrest, describing it as a worrying trend of political intimidation. In a media engagement, Boadu criticized the use of state institutions to silence dissenting voices.

Zenith Bank (Ghana) Ltd has handed over a refurbished six-classroom block and a newly constructed modern four-unit toilet facility to the school administration of Odumase M/A Basic School 4’ in Odumase in the Ga West municipality of the Greater Accra Region.

In addition, the Bank has supplied new desks, tables, cupboards, and learning materials to improve the learning and teaching environment for both students and teachers.

Staff of the Bank, in 2015, adopted and renovated Odumase M/A Basic School ‘4’ as a corporate social responsibility initiative. Since then, the Bank has consistently carried out refurbishments to maintain the school’s infrastructure.

The latest developments are a commitment made at the Bank’s 19th anniversary celebration last year, reaffirming its ongoing support for educational advancement.

Suspend National Rental Assistance Scheme – Tenants Union to govt

The National Tenants Union of Ghana has petitioned the Minister for Works and Housing, Kenneth Adjei, to immediately suspend the National Rental Assistance Scheme (NARAS), citing major implementation flaws that they say defeat the purpose of the initiative.

In an open letter dated Monday, April 14, 2025, the Union congratulated the newly appointed Minister on his role but wasted no time in registering its deep concerns about how the scheme has been managed since its rollout on January 31, 2023.

Describing the current implementation as ineffective and exclusionary, the Union called for a complete suspension of the program followed by a broader stakeholder consultation to review and possibly reintroduce the scheme in a more equitable form.

“We acknowledge the need this policy brings to the table, but we disagree with the current state of its implementation, which has resulted [in] majority of Ghanaians in dire need of the services the scheme provides,” the letter reads.

Among the key concerns raised are:

  1. Exclusion of Informal Sector Tenants: The Union says the scheme is designed in a way that marginalizes tenants in the informal sector who arguably need the assistance the most.

  2. Violation of Rent Law: The provision of two-year rent advance loans contradicts Section 25(5) of the Rent Act, 1963 (Act 220), according to the letter.

  3. Exorbitant Fees: A GHC100 non-refundable application fee was labelled as “extortionist.”

  4. High Interest Rate: The 12% annual interest rate on the rent loan was described as outrageous and unhelpful to low-income renters.

  5. Regional Disparity: Three years after implementation, 10 regions reportedly still have not benefitted from the scheme.

  6. Lack of Transparency: The Union criticized the scheme’s administrators for failing to provide public accountability or disclose the list of beneficiaries, despite receiving GHC 30 million in startup capital.

“This is not just a policy disagreement—it is a call for transparency, inclusion, and fairness,” said Frederick Opoku, Secretary-General of the Union, who signed the letter on behalf of leadership and members.

Motorcycle couriers union rejects new age limit in traffic law

The Motorcycle Couriers Union has raised strong concerns over the age limit stipulated in the Road Traffic Regulations, 2012 (Legislative Instrument 2180), which sets the minimum age for operating commercial motorcycles and tricycles at 25 years.

The union fears that this provision, if enforced, could render many of its younger members unemployed.

Speaking to Citi News, the General Secretary of the Motorcycle Couriers Union, Timothy Abugri, appealed to the government to reconsider the age requirement, suggesting it be reduced to 18 years.

“We were not consulted in the preparation of the LI. There are some things we have seen in the LI that we can be sure if consultations were made, we could have assisted before that passing,” he said.

Abugri further called on the government to allow the union to conduct training for its members before the regulation is enforced to avoid arrests by law enforcement agencies.

“They also talked about training that will bring certification, which will allow you to ride. The moment a law is passed, if a person doesn’t have the certification, the person will not be able to ride. In our sector, nobody has been trained.

“So, if a police officer stops anybody from my union and the person hasn’t been trained, what will we do? So, we think they should let us come together to get our buy-in before the LI is passed,” he explained.

The union is urging greater collaboration and dialogue with stakeholders to ensure that the law, while aiming to improve safety, does not unfairly impact livelihoods.

South Africa poised to re-open inquest into Nobel laureate’s death

A South African court is due to re-examine the circumstances around the death of one of the most renowned campaigners against the racist system of apartheid, which had initially been described as accidental.

A 1967 inquest ruled that Chief Albert Luthuli was walking on a railway line when he was struck by a train and died after fracturing his skull.

Activists and his family have long cast doubt on the official version of events, and have said they welcomed the re-opening of the inquest.

Luthuli, who at the time of his death was the leader of the then-banned African National Congress (ANC), won the Nobel Peace Prize in 1960 for spearheading the fight against apartheid.

The ANC went on to lead the struggle against white-minority rule and came to power in 1994, following the first democratic elections.

The National Prosecuting Authority (NPA) has said that it “will be presenting evidence before the court in an attempt to have the initial findings into the deaths of Chief Luthuli… overturned”. It has not said what that evidence is.

Nearly six decades ago, the initial inquiry into the Nobel laureate’s death “found that there was no evidence which disclosed any criminal culpability on the part of any of the employees of the South African Railways or anyone else”, the NPA said last week.

But campaigners suspected the authorities had killed him and covered it up.

Luthuli’s grandson, Albert Mthunzi Luthuli, told South Africa’s IOL news site that the family “welcomes the re-opening of the inquest”, even though it is now years after the deaths of “many people that we suspected of being involved in my grandfather’s murder”.

“We believe the TRC [Truth and Reconciliation Commission] let many families of victims down by giving amnesty to apartheid murderers,” he added, referring to the post-apartheid process where perpetrators of violence in the previous decades were encouraged to come forward to fully confess their crimes.

At the time of his death, Luthuli was not allowed to leave his residential area in Groutville – now in KwaZulu-Natal province – or take part in politics.

He was South Africa’s first winner of the Nobel Peace Prize. The award was later given to three other South Africans: Archbishop Desmond Tutu in 1984, and Nelson Mandela and FW de Klerk in 1993.

The Luthuli case is one of two highly anticipated inquests into the deaths of anti-apartheid figures re-opening on Monday. The other concerns lawyer Mlungisi Griffiths Mxenge, who was killed in 1981.

He had been stabbed 45 times and his throat had been slit.

An inquest into his death a year later failed to identify his murderers and it was only nine years later that they were revealed – when Butana Almond Nofemela, confessed to killing Mxenge and seven other ANC members.

He was part of a covert hit-squad, or counter-insurgency unit, that detained and killed anti-apartheid activists.

Nofemela, together with the squad’s commander Dirk Coetzee and David Tshikalange, were in 1997 found guilty of Mxenge’s murder but were granted amnesty by the TRC before the criminal case could be concluded.

Explaining the reopening of the inquest into Mxenge’s death last year, the justice ministry said this was because new evidence had emerged, suggesting that “certain critical information” had not been presented to the TRC.

In South Africa, inquests often look into determining how a person died and whether anyone should be held responsible for their death.

Ghanaian businessman and philanthropist Seidu Agongo has made a passionate appeal to the business community to do genuine business to grow government institutions, not to collapse them.

In an interview with Kwasi Kyei Darkwah on the Master of the Game show on CTV, Mr Agongo highlighted the importance of ethical entrepreneurship, stressing that success should not come at the expense of national assets.

“I’m not saying that you can’t do business and make money. You can do business and make money,” he said. “But, like the white culture: do better business so that the institution that you are working for grows, so that you also make money.”

Using the Ghana Cocoa Board (Cocobod) and the energy sector as examples, Mr Agongo laid out his business philosophy, emphasising partnership over exploitation.

“As it is now, I intend to do business with Cocobod, but my priority is how I can do genuine business for Cocobod to grow so that I can continue making money, not to collapse Cocobod,” he said.

He extended this same principle to his ambitions in the energy sector, expressing his readiness to work in harmony with Energy Minister John Jinapor to expand energy access across the country.

“The intention is: how I can support Jinapor to grow the energy sector to give light to everybody so that I could also make money,” he noted, again emphasising the mutual benefit of integrity in business.

Mr Agongo challenged the notion of ill-gotten wealth, questioning the pride that comes with becoming rich at the cost of national ruin. “Not to collapse a whole cocoa sector and make money and call myself a rich person. What sort of riches is this?” he asked rhetorically.

Referee Joseph Kwofie has come under scrutiny after awarding Kotoko a penalty that proved decisive in the match, which ended in a 1-1 draw.
