Kenyan President William Ruto has held discussions with Rajiv Shah, President of the Rockefeller Foundation, in Dar es Salaam on ways to enhance Kenya’s school feeding programme.
According to President Ruto, the goal is to double the number of students benefiting from the programme. “Our aim is to double the close to three million learners who benefit from the various programmes run by the National Government, counties, and other partners,” he posted on his Facebook page.
In the post, President Ruto highlighted that the meeting with Mr Shah focused on expanding the school feeding programme across the country.
“I Met the Rockefeller Foundation President Rajiv Shah in Dar es Salaam, Tanzania, on the sidelines of the African Heads of State Energy Summit. We discussed ways in which Kenya and the Rockefeller Foundation can work together to expand school feeding programmes and benefit more vulnerable learners,” Ruto stated.
According to the president, since its inception, the school feeding programme has contributed to improved health, enhanced learning outcomes, increased school attendance, and strengthened local food systems in Kenya.
“Our school feeding programmes have been instrumental in promoting improved health and learning outcomes, increased school attendance, and strengthened local food systems.”
This initiative follows a high-level African Union Institutional Reforms retreat led by President Ruto in Nairobi, where African heads of state engaged in discussions on how to revitalise the AU and improve peace, security, and development across the continent.

The World Bank Board of Directors has approved a $1.6 billion landmark investment programme to bolster regional power system integration, enhance energy security, and advance the transition to a more affordable, sustainable, and lower carbon power sector in West Africa.
Out of the portfolio, Ghana would be allocated $150 million to support the country’s energy sector to ensure reliable electricity supply to households in the country, industries and businesses.
The $1.6 billion multiphase West Africa Regional Electricity Market Programme (WA-REMP), supported by the International Development Association (IDA), would address crucial electricity needs for households, industries, and medium-sized companies, as well as regional and national power sector institutions.
This is contained in a press release issued by the World Bank Office Washington in Accra last Friday and confirmed by the External Affairs Officer, Ghana and in charge of West and Central Africa, Kennedy Fosu, in an interview with The Ghanaian Times in Accra yesterday.
He said the new funding was under the new World Bank Operation to support a fully functional regional power market and address crucial needs for electricity access, reliability and security and enhancing regional power trade and energy access in West Africa.
Mr Kennedy said Ghana’s allocation was a long term credit with low interest rate, adding that the programme had to go through cabinet and receive Parliamentary approval before the World Bank would begin disbursement of the credit.
In its first phase, the External Affairs Officer for Ghana, said the programme would help implement the West Africa Power Pool (WAPP)’s Ghana-Côte d’Ivoire Interconnection project to enhance power transmission capabilities, facilitate electricity trade between the two countries – key players in the regional market – and strengthen connections with other regional participants.
Commenting on the support, World Bank Regional Infrastructure Director for Western and Central Africa, Franz Drees-Gross, said “WA-REMP is a transformative initiative that marks a new stage in the World Bank’s commitment to strengthening regional power system integration in West Africa.”
He said the projects “builds on the well-established foundation of the West African Power Pool (WAPP) and its vital regional interconnectors and strengthens the regional market and regulatory institutions to remove the remaining barriers to a fully functional regional power market. It also aligns with our Mission 300 (M300) ambition to provide electricity access to 300 million people in Sub-Saharan Africa by 2030.”
The World Bank said that the initiative would also bolster the resilience of the regional power system and launch of the regional power market.
It said it would also support the Mauritania Transmission Corridor Project helping to expand electricity access in underserved areas, reinforce the national grid, and support the development of renewable energy capacity and private sector investment, while also enabling electricity exports from Mauritania to the WAPP, contributing to regional energy security and sustainability.
“The new programme’s benefits will extend across West Africa, fostering economic growth and quality job while demonstrating the power of regional collaboration. It underscores the World Bank Group’s commitment to sustainable development and energy security in the region,” the World Bank Stated, adding that “By enhancing regional power system integration, it paves the way for a more resilient, inclusive, and sustainable energy future.”

Cassie, the lead chorister at Ogyaba’s church, took to social media with serious allegations, including claims of neglect, threats to her life, and exposing their extramarital affair, including a pregnancy.
She has supported her claims with a series of audios and videos, trying to gain public sympathy and portray herself as the victim.
Ogyaba’s response
Prophet Ogyaba admitted to the affair but emphasised that, like any human, he is prone to mistakes.
In a live session with TikTok influencers, he explained that the relationship soured when Cassie claimed she was pregnant with twins, became demanding, and insisted on moving into his home.
He said after spending millions on her, he paid GH¢60,000 for her rent and GH¢20,000 for furnishings, as his wife was returning soon.
Prophet Ogyaba also denied Cassie’s claim of staying with him for four months, stating that it was only one.
After she moved out, he said Cassie asked for money to cover medical expenses for fibroids and also requested money for a pregnancy pillow, among other things, but he became suspicious.
He added that she continued to spend his money, and after he sent a cease-and-desist letter, her uncle later claimed she lost the pregnancy from a fall.
He, however, believes Cassie’s allegations are an act of blackmail.
He then urged people not to judge him, adding that as a man of God, he is still human.

Alexander Kwamina Afenyo-Markin is the MP for Effutu
The Ranking Member of the Appointments Committee of Parliament, Alexander Kwamina Afenyo-Markin, has faced backlash from some Ghanaians following remarks he made during the vetting of Dr. Edward Omane Boamah, the Minister of Defence-designate.
During the committee’s sitting on January 28, 2025, and the vetting of Dr. Omane Boamah, Afenyo-Markin once again conducted his characteristic intense and thorough scrutiny of the nominee.
Among other points, the lawmaker presented documents containing Dr. Omane Boamah’s social media comments and questioned him about statements he had made publicly in the four-hour process.
In an effort to ease the tense atmosphere, the Effutu Member of Parliament made a remark cautioning Dr. Omane Boamah not to retaliate against his intense vetting by denying him slots for protocol enlistment into the security services.
“Let me remind you on a lighter note, that the fact I’m grilling you doesn’t mean when you get there [ministry] and you are supposed to give protocol allocations you deny me. I’m telling you, you cannot,” he said.
His statement did not sit well with other committee members, who sought to verify whether his claims were accurate.
Afenyo-Markin stood by his assertion, clarifying that his comments referred to previous committees, where he alleged that NDC members of the committee received more protocol enlistment slots than their NPP counterparts.
“There is something like that and committee members benefitted. When I was a defence committee member, your members benefitted. I am saying it on authority, they did which they [NDC] benefitted more than the NPP members. That is a fact. Kennedy Agyapong was a chair of the defence and interior committee so I’m telling you that don’t think because I grilled you, you will not allocate a slot for me,” he boldly said.
His comments, however, have sparked public outrage on social media, with critics arguing that the lawmaker publicly exposed the corrupt practices allegedly being carried out by lawmakers.
Critics argue that the allocation of protocol slots to parliamentarians in the recruitment of security agencies amounts to corruption, condemning the lawmaker for making such statements without any accountability.
Others have raised concerns that the claims cast doubt on the integrity of the committee, criticising them for seemingly engaging in corrupt practices just hours after publicly distancing themselves from bribery allegations made by Barker-Vormawor.

The potential mass deportation of undocumented migrants in the United States is not just a humanitarian issue—it is an economic one, particularly for Ghana. Mussa Dankwah has laid out a compelling argument on how such an event could trigger a downward spiral in the Ghanaian economy, ultimately leading to a depreciation of the cedi.
He began by highlighting the crucial role remittances play in Ghana’s foreign exchange reserves. “Remittances from Ghanaian illegals will drop, leading to a reduction in our international reserves,” he pointed out. Many undocumented Ghanaians in the U.S. send money back home regularly. If these individuals are deported, their income sources will be cut off, reducing the flow of U.S. dollars into the country. This will negatively impact Ghana’s foreign currency reserves and put pressure on the cedi.
But the impact doesn’t stop there. Mussa explained that a rise in inflation in the U.S. could lead to an adjustment in the Federal Reserve’s policy rate. “Rise in US inflation will trigger Fed Reserve action by adjusting policy rate upward,” he predicted. If this happens, U.S. bond yields will rise, making them more attractive to investors compared to Ghanaian bonds.
This shift in investor confidence could be detrimental to Ghana’s economy. “International investors prefer US bonds to Ghana’s because they are unlikely to receive haircuts. As a result, they might flee our bond market to the US’s,” Mussa explained. Such a capital flight would mean foreign investors exiting Ghana’s bond market, further weakening the cedi as they exchange their cedi-denominated bonds for U.S. dollars.
The depreciation of the cedi is almost inevitable under these circumstances. As demand for the U.S. dollar rises and Ghana’s reserves dwindle, the exchange rate will worsen, leading to inflation. “Cedi depreciation would likely result in increased inflation, throwing out of the window the BoG single-digit inflation target,” Mussa warned. Ghana’s central bank would then have no choice but to raise policy rates in an attempt to control inflation.
However, this comes with its own set of challenges. Higher interest rates would make borrowing more expensive for businesses and individuals, stifling economic growth. “The cost of credit to you and businesses will go up,” he noted, signaling tough times ahead if such a scenario unfolds.
Mussa Dankwah’s insights demonstrate the interconnected nature of global economies. What happens in the U.S. does not stay in the U.S.—it has far-reaching consequences, especially for developing economies like Ghana’s.
The Arise for Change for Economic Growth (ACEG) has called for a transparent investigation into the election-related killings that occurred in Techiman and other parts of Ghana during the 2020 and 2024 elections.
Speaking during a press briefing in Accra on January 28, 2025, D.S Mahama Iddrisu, the national chairman for ACEG, emphasized the need for impartiality in the investigative process, expressing concerns over alleged bias within the Criminal Investigations Department (CID) of the Ghana Police Service.
President John Dramani Mahama has directed the Inspector General of Police (IGP) to probe these tragic incidents.

The issue of food shortages in Ghana’s Free Senior High School (SHS) programme was also addressed by ACEG.
Reports indicate that food supplies meant for students under the Free SHS policy have been mismanaged, leading to shortages in various schools.
He called on the government to take immediate steps to address the situation and prevent future occurrences.
“It is unacceptable that our students are going hungry while food meant for them is being mismanaged, we demand a full audit and accountability from those responsible.”
Concerns have been raised over warehouses in Techiman allegedly storing government-owned rice and fertilizers, which were reportedly hidden by former NPP officials.
ACEG claims that an attempt was made to transfer these goods to another location, prompting their intervention to stop the movement. The organization has since deployed personnel to monitor the situation closely.

The Euro trades at a buying price of GH¢15.88 and a selling price of GH¢15.90.

The Accra Metropolitan Assembly (AMA) has assured residents of the capital that it is committed to ensuring waste is collected consistently in all areas under its jurisdiction.
In a January 29 interview on the Citi Breakfast Show, the Public Relations Officer of AMA, Gilbert Ankrah, addressed concerns about waste management and homelessness in the city, providing insight into the efforts the assembly has made to tackle these issues despite ongoing challenges.
Mr. Ankrah emphasised that waste collection remains a top priority for AMA, highlighting that refuse in areas such as Circle, which fall under the assembly’s jurisdiction, is cleared on a daily basis.
He explained that even in the absence of a fully appointed mayor, operations have continued smoothly and without disruption.
“If you come to Circle, waste is being cleared in the places that fall under AMA and the waste is being cleared on a daily basis,” the PRO told Bernard Avle during the interview.
He added that “Beginning this year, we have put measures in place to ensure that the refuse of Accra are collected every day.”
This assurance comes at a time when Accra continues to face growing urbanisation challenges, including a rise in waste accumulation in several parts of the city.
The AMA made it clear that it will not allow these challenges to affect the efficiency of its waste management services, which have been expanded to cover more areas and operate at greater frequencies.
However, the issue of homelessness, another pressing concern facing Accra, is more complex, according to Ankrah.
He stressed that addressing homelessness in the city is not solely the responsibility of the AMA but requires collaborative efforts with other institutions, such as Social Welfare and other social service agencies.
While the AMA has worked closely with these organisations in the past to find solutions, Ankrah admitted that there is currently a lack of formal shelters available for the homeless.
“The issue of homelessness requires some forms of collaboration with other institutions to deal with it and we have been doing this.
“We have collaborated with Social Welfare in the past to deal with homelessness. In the past, there used to be shelter but as of now, there is no place that I am aware of.”

Dr. Edward Omane Boamah, the Minister of Defence-designate, has explained that due to the good heart of President John Dramani Mahama, he chose to maintain the name of the presidency as “Jubilee House” instead of changing it back to “Flagstaff House.”
Responding to a question posed by the Minority Leader of Parliament, Alexander Afenyo-Markin, on Tuesday, January 28, 2025, during his appearance before the Appointments Committee, Dr. Boamah emphasized that such restraint demonstrates a focus on more pressing issues rather than engaging in symbolic controversies.
According to him, this decision reflects the President’s commitment to fostering national unity and continuity in governance.
“Mr. Chairman, it is only by the good nature of President Mahama that his administration has sustained the name as Jubilee House. Otherwise, by now, the name would have been changed to Flagstaff House again. We all knew the place as Flagstaff House, so if you are referring to the seat of the President as Jubilee House, that is understandable, but everybody knows this in the country. However, this is not an official document; this is social media,” he clarified.
In a report filed by graphic online.com in 2018, former President Nana Akufo-Addo, in 2018, renamed the seat of the presidency, the Flagstaff House, to Jubilee House.
The decision, which coincided with the President’s 74th birthday, was confirmed in a statement issued on Thursday, March 29, 2018, after pictures surfaced on social media showing the name being changed on the wall of the facility.
This was the second time in nine years that the name of the seat of government had been changed.
Former President John Agyekum Kufuor commissioned the Jubilee House in 2008 as the seat of government and the official residence of the President of Ghana. The project was funded with a $30 million loan from the Indian government.
The name of the edifice was reverted to Flagstaff House after the New Patriotic Party lost the presidential elections to the National Democratic Congress in 2008.

Diageo plc has announced the sale of its 80.4% shareholding in Guinness Ghana Breweries plc to Castel Group for $81 million, further strengthening its partnership with the French beverage giant across Africa.
Despite the sale, Diageo will retain ownership of the Guinness brand and other key Diageo products currently produced by Guinness Ghana.
Under a new long-term licensing and royalty agreement, Guinness Ghana will continue to brew and distribute Guinness and other Diageo beverages, ensuring the brand’s sustained presence and growth in the Ghanaian market. Diageo will also maintain control over brand strategy and marketing in collaboration with Castel.
This move aligns with Diageo’s flexible, asset-light beer operating model, which allows the company to tailor its business structure to different local markets for greater efficiency and profitability.
By leveraging Castel’s extensive distribution network and expertise in West and Central Africa, Diageo aims to drive sustainable growth for Guinness and its other brands in Ghana. Castel is already a Diageo partner in 11 other African markets and has a strong track record in the region.
Under the new licensing arrangement, Guinness Ghana will continue to produce and distribute popular Diageo brands, including Malta Guinness, Orijin, Smirnoff Ice, Alvaro, and mainstream spirits.
According to a report on Diageo’s website, this transaction is part of it’s broader portfolio management strategy in Africa.
It follows the September 2024 sale of Diageo’s shareholding in Guinness Nigeria plc to Tolaram and the October 2023 launch of a dedicated spirits company to expand its premium spirits business in West Africa. Additionally, in July 2022, Diageo sold Guinness Cameroon to Castel, further consolidating its regional partnerships.
Diageo continues to have a strong presence in Africa, with key operations in East African Breweries Limited (Kenya, Tanzania, and Uganda) and Diageo South West Central, alongside strategic distribution partnerships in 34 African countries.
Dayalan Nayager, President of Diageo Africa and Chief Commercial Officer, expressed confidence in the transition:
“Guinness Ghana is performing strongly, powered by a fantastic team. Through this transaction, I look forward to Guinness continuing to thrive. We are excited to extend our partnership with Castel, a trusted long-term partner with a proven track record.”

Following the transaction, Guinness Ghana will remain listed on the Ghana Stock Exchange. Completion of the deal is expected within 2025, pending regulatory approvals.

A video of the incident, shared by Channel One TV, shows the MP taking offense at Hardcastle’s description of his caucus in Parliament as “micro” during a sitting of the Appointments Committee on Tuesday, January 28, 2025.
In response, the Minority Chief Whip allegedly threatened to take action against Hardcastle. However, she did not take his remarks lightly and later referred to him as “silly.”
Reacting to the incident, some social media users have described Hardcastle’s behaviour as arrogant.
“The arrogance has started ooo,” one user commented.
“Emefa Hardcastle has taken her uncouth behavior to Parliament, so uncultured,” another wrote.
“This behavior from the lady is very disrespectful. It is entirely wrong to use such unkind words toward a Member of Parliament,” a third user lamented.

The Head of Operations for the Movement for Change, Hopeson Adorye, has alleged that the petition to remove former Electoral Commission (EC) Chairperson, Charlotte Osei, was orchestrated at the Jubilee House and not initiated by any individual.
Ghana is projected to attain a single-digit inflation by the second quarter of next year, the Governor of Bank of Ghana (BoG), Dr Ernest Addison, has stated.
He said the feat would have been achieved by the first quarter of next year but given the macroeconomic challenges the country is going through, economic analyst had shifted their projection to second quarter of next year.
Speaking at the 122nd Monetary Policy Committee press conference in Accra on Monday after the regular meeting of the MPC, the Chairman noted that the single-digit inflation target would be achieved on the fiscal consolidation being pursued by the government.
The MPC at its latest meeting, maintained the policy rate (the rate at which the Central Bank lends to commercial banks which invariable influences interest rate) for three consecutive times at 27 per cent, citing improved macroeconomic conditions and positive growth of the economy.
Dr Addison posited that the economic development agenda and direction of the current government would help in achieving the single-digit inflation.
Inflation which stood around 23 per cent in the beginning of 2024 ended the year at 23.8 per cent driven by food prices pressures.
Dr Addison, who is the Chairman of MPC, stated that the BoG could not achieve its inflation target due to the challenges with food prices, and supply side problems.
“The inflation profile remained unabated, largely driven by a food price movement, especially in the vast coastal areas,” the Governor indicated.
Additionally, Dr Addison said the climate-related factors, including the dry spell of some parts of the food-growing regions of the country, and the late onset of rains negatively affect food production, while supply chain weaknesses generally affect food prices.
“While the inflation outcome for the year 2024 deviated from target, it is expected that the inflation process will resume, contingent on the new efforts at fiscal consolidation, which is anticipated in the new administration’s economic policy agenda and the yet-to-be-presented 2025 budget statement,” the Governor stated.
Moreover, Dr Addison mentioned that the Bank’s latest inflation forecast showed a steady impact and return to the path of its inflation, with an extended time horizon of achieving the medium-term target of 8 plus or minus two per cent.
He said structural challenges confronting the country had been a driver the country could not achieve a single-digit inflation last year.

The founding President of IMANI Africa, Franklin Cudjoe, has raised objections to President John Dramani Mahama’s nomination of a Minister of State for Special Initiatives.
According to the policy analyst, the records of the portfolio under the erstwhile Nana Addo Dankwa Akufo-Addo administration prove that the state did not get value for money. He has thus called on the president to reassign his nominee as a deputy minister for another ministry.
“JM, no need for this Minister of State for Special Initiatives. Please reassign him to deputize for one of the ministries. The last time we had a Ministry for Special Initiatives, dugouts were priced at 250k & $1m per constituency,” he wrote on his Facebook wall on Tuesday, January 28, 2025.

Ghana generated $517 million in crude oil revenues during the second half of 2024.
This is according to the Bank of Ghana’s latest Ghana Petroleum Funds Report for the period ending December 31, 2024.
The report reveals that $369 million was accrued from crude oil liftings at the Jubilee, TEN and Sankofa Gye Nyame oil and gas fields, with the liftings occurring between July and October.
The upstream petroleum sector contributed $144 million in corporate taxes, while Planet One Oil and Gas Limited paid $74,000 in surface rental fees.
Additionally, $3.67 million was earned from interest accrued in the Petroleum Holding Fund.
Of the $454 million allocated to the Ghana Petroleum Funds, the Ghana Heritage Fund received $136.2 million, while the Ghana Stabilisation Fund was allocated $317.8 million.
These funds play a pivotal role in ensuring the sustainability of Ghana’s petroleum revenue management framework.
Petroleum revenue remains a cornerstone of Ghana’s economy, providing critical funding for public services, infrastructure development, and economic stability.
Key investments supported by these funds span the energy, transportation, and education sectors.
Additionally, the Ghana Stabilisation Fund helps shield the economy from volatile global oil prices, offering a buffer against external shocks.
This steady inflow of revenue highlights the continued importance of Ghana’s upstream petroleum sector in driving national economic growth and fiscal resilience.
Pessimism is increasing in the German export industry at the start of the year, according to research conducted by the Munich-based ifo Institute.
The monthly export expectations surveyed by the institute have deteriorated further this month, with the indicator dropping from -6.1 points in December to -7.3 points in January.
This marks the lowest level in a year, as companies’ expectations have remained negative since May 2023.
“The year has started dismally for the export sector,” said Klaus Wohlrabe, head of ifo surveys. He noted that the mood is being dampened by the tariff increases threatened by US President Donald Trump.
The ifo Institute reported that a majority of sectors foresee declining sales abroad, with the mood particularly bleak in the key automotive industry.
Only a few industrial sectors, including furniture manufacturers, expect an increase in exports.
The Appointments Committee of Parliament has come under heavy criticism from a section of Ghanaians for what some have described as a mockery of the vetting process for the Minister-designate for the Greater Accra Region, Linda Ocloo.

The Acting Chief Executive Officer (CEO) of the National Identification Authority (NIA), Wisdom Yayra Koku Deku, has accused the Minority Chief Whip, Frank Annoh-Dompreh, of telling “a big lie,” by claiming he did not provoke the Acting CEO of the Petroleum Commission, Emeafa Hardcastle, during a verbal altercation between the two yesterday.
The Director General of the Ghana Tertiary Education Commission (GTEC), Professor Ahmed Jinapor Abdulai, on Monday called on Technical Universities (Tus) in the country to support the nation to realise the 24-hour economy.
He said the implementation and success of the 24-hour economy hinged on robust industrialisation, saying that, “the nation can’t have an all-year and all-day round economy without the drivers of that agenda being vocational and technical education.”
Prof. Abdulai made the call in an interview with the Ghana News Agency (GNA) on the side-lines of the opening session of the 49th delegates’ congress of the Technical University Teachers Association of Ghana (TUTAG) underway in Sunyani.
The two-day congress, being attended by Vice Chancellors of the various Tus and some tutors, is on the theme: “Technical University governance: Strengthening partnerships for institutional growth”.
Prof. Abdulai said with the 24-hour economy, the Tus ought to position themselves well and rolled-out market and employment-oriented programmes which were competent-based, hands on, and technologically driven.
He indicated that with those programmes, GTEC would also fast-track accreditation processes so that the Tus could churn out quality human resource base that would push industrialisation drive to support the 24-hour economy.
Prof. Abdulai further commended TUTAG for their role in advancing the progress of technical education in the country, saying he was highly optimistic that with the support of Tus, the government’s 24-hour economy would be a realisation.
Earlier, Prof. Uriah S. Tetteh, the President of TUTAG, congratulated President John Dramani Mahama and the Vice President Jane Naana Opoku-Agyemang for the victory in the election 2024 and a successful transition process.
“We stand with you as advocates for progress and equity,” he stated, and called on the government to take immediate steps to constitute the governing councils of tertiary institutions.

The Ghana Cocoa Board (COCOBOD) has assured cocoa farmers that payments for their produce will remain a top priority, despite the board’s decision not to secure funds from the international market this season.
COCOBOD’s Chief Executive Officer, Dr. Ransford Anertey Abbey, during his first engagement with cocoa farmers since being appointed emphasised that prompt payment to farmers will supersede all other financial commitments.
“We’ll prioritise payments for cocoa over other payments,” Dr. Abbey noted, adding that COCOBOD remains committed to maintaining transparency with farmers.
This assurance comes at a time when concerns are heightened over funding, as the board did not access the traditional syndicated loans for the first time.
Dr. Abbey acknowledged challenges facing the cocoa industry, including declining production, aging farms and smuggling.
He revealed that COCOBOD is intensifying efforts to rehabilitate aging and diseased farms to boost productivity.
“We need to fully understand what is going on and work with farmers to intensify rehabilitation efforts,” he explained.
Beyond rehabilitation, COCOBOD is exploring the promotion of large-scale farming to complement contributions from smallholder farmers who have traditionally driven the sector.
Drawing comparisons with Côte d’Ivoire and South American countries, Dr. Abbey highlighted the potential of large-scale cocoa farming to augment national production.
“We need to seriously look at how we can incentivize people to collaborate with us and get into large-scale cocoa farming,” he remarked.
This approach, he said, will bolster the industry while continuing to support small-scale farmers who have significantly contributed to Ghana’s cocoa legacy.
On the issue of cocoa smuggling, which has plagued the industry in recent years, Dr. Abbey disclosed that COCOBOD is collaborating with National Security apparatus to tackle the problem.
“We’ve had a series of meetings and the National Security team has prioritised this issue,” he stated. A strategy is being crafted to address smuggling, which has been exacerbated by price disparities between Ghana and neighbouring countries.
The cocoa industry’s challenges are further compounded by adverse weather conditions that decimated West African crops in 2024.
This has sent cocoa prices soaring to record highs, with futures hitting US$11,720 per tonne in April 2024.
Current prices, at about US$11,100 per tonne, remain in record-breaking territory – driven by global demand and tight supplies.

Emefa Hardcastle, the newly appointed CEO of the Petroleum Commission, has found herself embroiled in controversy following a tense exchange with Member of Parliament, Hon. Frank Annoh-Dompreh, during a parliamentary engagement earlier today. The disagreement erupted after Hardcastle referred to the minority in Parliament as a “micro minority,” a comment that was immediately challenged by Annoh-Dompreh.
Hardcastle, in her defense, cited that the term “micro minority” had previously been used by prominent NPP parliamentarian Alexander Kwabena Afenyo-Markin to describe a group within the NPP parliamentary caucus. However, her attempt to justify the remark only escalated the situation. Reports suggest that Hardcastle then referred to Annoh-Dompreh as a “silly child,” a comment that has drawn sharp criticism from both political figures and the public.
The incident quickly gained traction on social media, sparking widespread debate about Hardcastle’s conduct, with many questioning her professionalism and ability to lead the Petroleum Commission. The Kwahu Traditional Council has debunked claims of a dual paramountcy within the Kwahu Kingdom in the Eastern Region.
The Council stated that there is only one legitimate Kwahumanhene, Daasebre Akuamoah Boateng III who was duly enstooled after his predecessor was destooled for misconduct.
“Claims of dual paramountcy are false and baseless. Kwahu remains committed to peace, unity, and progress and firmly opposes any attempts to incite violence or division within the kingdom.
“The Council calls on all Kwahu citizens, both at home and abroad, to rally behind Daasebre Akuamoah Boateng III and support his vision for development and prosperity to usher in a new era of peace, unity, and growth for the Kwahu Kingdom.
“May Daasebre Akuamoah Boateng III reign and live long, and may Kwahu continue to thrive in integrity and harmony”, stated a press release signed by Akyeamehene of Kwahu Traditional Area, Nana Asiedu Kwabeng IV.
He chronicled that Daasebre Akuamoah Agyapong II’s destoolment on 19th October 2024, was set in motion by a petition submitted to the Presidency by a businessman, Collins Darkwah Aboagye on 12th September 2024, citing fraud and corrupt practices.
The petitioner requested the then President Akufo-Addo to intervene and help retrieve the GHS2,406.000 loan together with the accrued interest from Daasebre Akuamoah Agyapong II, who was the Board Chair of the Agriculture Development Bank (ADB).
Mr Aboagye was compelled to loan Daasebre Akuamoah Agyapong II such an amount in honour of his influential role in helping the former secure a 12 million Ghana Cedis loan from the bank.
The Office of the President thereafter issued a directive on October 4, 2024, requiring Daasebre Akuamoah Agyapong II to respond within seven days, which was subsequently followed by another directive by the Bank of Ghana dated 10th October 2024.
Nana Asiedu Kwabeng IV stated that the directive ordered Daasebre Akuamoah Agyapong II to resign from his position as Board Chairman of ADB Bank and “hand over immediately” as his actions have caused “irreparable damage to the image of the Bank.”
He further indicated that the allegations of corruption and misconduct are a severe breach of the Kwahu Paramountcy stool’s sacred oath, which upholds the integrity and reputation of Kwahu, stating that “he [Daasebre Akuamoah Agyapong II] has soiled our cloth with red oil that he has eaten!”
He narrated that the youth and people of Kwahu learning of the unfortunate incident demanded the destoolment of Daasebre Akuamoah Agyapong II, explaining that he had brought disgrace to the Kwahu Kingdom.
Nana Asiedu Kwabeng IV said traditional authorities of Kwahu therefore arrived at a consensus to do as suggested by the aggrieved youth and people of the area.
“Kwahu, known for its reputation as a hub of businessmen and women of integrity, could not tolerate such behaviour.
“The Kingmakers of Kwahu responded by performing all customary rites on October 19, 2024 to officially destool him as Omanhene.
“The decision was affirmed during a meeting of the Kwahu Traditional Council on 13th November 2024, where all chiefs present signed the resolution. This action was widely publicized in major newspapers and online portals”, he explained.
Nana Asiedu Kwabeng IV added that the chiefs, elders, and kingmakers selected a worthy successor from the royals to occupy the throne after careful deliberation.
“On January 25, 2025, Daasebre Akuamoah Boateng III was installed as the new Omanhene of Kwahu. The installation ceremony was conducted peacefully, with all chiefs swearing allegiance to the new Omanhene.
“The Adontenghene, who served as the acting Omanhene, handed over the “Akofena”, the symbolic power of the Kwahu Kingdom, to Daasebre Akuamoah Boateng III, legitimizing his position as the Paramount Chief of Kwahu”, he recounted.
He affirmed that the installation process of the new Omanhene was conducted without conflict or contention.

Mahama Ayariga, the majority leader in parliament, disclosed that a businessman recently tried to raise money to help with the approval process of a ministerial nominee, despite the fact that such contributions were not necessary.
Speaking on Tuesday, January 28 on Joy News’ PM Express, the Bawku Central MP described the interaction, saying that the Appointments Committee does not ask nominees for money and encouraging anyone who has proof of bribery to come forward.
“I actually met somebody who operates in a sector, and the person said, ‘Oh, our minister is being considered this week, so we want to go and help him.’ And I said, ‘Has the sector minister asked you to come and help him?’ He said, ‘No, no, we just want to come together and help him,’” Mr Ayariga narrated.
He described how he quickly put an end to the notion, cautioning the person that such mobilization was needless and would not be tolerated.
“I told the person, ‘I don’t think there’s a need for you and people in your sector to mobilise money that you are going to help your minister, because we won’t even accept it.’” he said in a report by myjoyonline.com.
His disclosure follows accusations made by activist and attorney Oliver Barker-Vormawor that parliamentary consent was being sought in exchange for bribery from cabinet nominees.
Mr. Ayariga rejected the allegations and urged Barker-Vormawor to present evidence.
“I had wind of what he said, and then the chairman reached out. I said, ‘Call him, let him come. And if he has anything and he can substantiate it, we need to deal with it openly and transparently,’” he added.

The Member of Parliament for Aowin, Oscar Fosu Larbi, has refuted allegations levelled against him by the chiefs and elders of the area, who claim he is actively involved in illegal mining, popularly known as galamsey.
In a firm response, Oscar Fosu Larbi categorically denied any involvement in galamsey, describing the accusations as baseless and politically motivated.
Speaking to the media in reaction to the claims, the MP dismissed the allegations, stating that they were part of a deliberate campaign to tarnish his reputation and discredit his leadership.
The MP further challenged the accusations regarding his alleged role in bringing illegal miners, reportedly from the northern part of the country, into Aowin.
He explained that the individuals being referenced by the traditional leaders were not illegal miners but rather members of his political party who were introduced to an anti-galamsey task force by the same traditional authorities who are now accusing him.
“What they are saying is bluntly not true. It is false. It is a calculated attempt to tarnish my image. The northerners the traditional authorities are claiming I have brought to come and do illegal mining, after this report, I will be vindicated because these groups are party members and they were introduced to this task force of illegal mining by the same traditional authorities.”

P.K Sarpong, a popular writer for the opposition NPP, has asked President Mahama to dismiss Emefa Hardcastle over her disrespect and arrogance towards Hon. Annor Dompreh and parliament.
P.K Sarpong made this comment in a post shared on his Facebook page on 28th January, 2025. He wrote:
“Dear H.E. John Mahama!
You recently served the strongest of warnings that you would not entertain arrogance in your administration.
You passionately appealed to your appointees that arrogance and disrespect contributed to the NPP losing power, and, therefore, you would not condone same in your administration.Your job is cut out for you over this appointee of yours by name Emefa Hardcastle.
This acting MD of the Petroleum Commission has not only insulted and disrespected Hon. Annoh Dompreh, but has denigrated Parliament as an institution.
Emefa Hardcastle, it is an open secret, is insufferably arrogant. She eats, bathes, drinks insults. It is as though she gets highly satisfied when she throw invectives on others.
Her Facebook posts and comments are riddled with insults on others. She insults people at will, abuses others for no justifiable reasons. Madam Hardcastle cannot construct one sentence on social media without pouring vitriol on others.
Why must a person with this uncouth, unrefined and arrogant attitude be put in charge of the Petroleum Commission?
Petroleum Commission is a very sensitive area and for that matter, whoever is given the responsibility to manage it must be someone who is patient, accommodating, respectful, selfless, and with the temperament to welcome dissenting opinions.
Madam Hardcastle does not possess any of the above traits or qualities. She would be a disaster if kept at PC. She will practically kill her subordinates with her incendiary posturing, and this may affect production at the entity.
Mr. President, you gave this warning not more than two weeks ago. Emefa has disrespected you by going contrary to your admonitions. She is not fit for purpose as far as the MD position of Petroleum Commission is concerned.
If you truly meant what you said, Mr. President, then walk the talk. Give the position to another person to deter others from going the same route.
This is not even a litmus test. It is so simple a matter to show to Ghanaians that you back your words with actions. She has no business being the MD of Petroleum Commission. We await your action on Madam Hardcastle.”
Alban Bagbin, the Speaker of Parliament, has issued a stern warning to Members of Parliament, stating that any lawmaker found to be involved in illegal mining, or galamsey, will face serious consequences.
On Tuesday, January 28, Speaker Bagbin addressed the plenary and emphasized the need for Parliament to take a firm and decisive stance against the growing menace of galamsey, which he said has led to widespread environmental destruction across the nation.
Rather than engaging in activities that harm the country’s environment, he stressed that Members of Parliament, as leaders and representatives of the people, have an obligation to set a positive example by upholding the law.
Speaker Bagbin underscored the gravity of the situation in his remarks and urged each MP to take personal responsibility and completely dissociate themselves from the issue.
“Honourable Members, galamsey must be confronted head-on. If any of you happen to be involved in galamsey, please advise yourself. You must be prepared as a House to bite the bullet. We must lead and show the way. And please, if I receive any information that any of you is involved in galamsey, we will begin taking the necessary action from the House,” the Speaker is quoted as saying by citinewsroom.com.

In a widely circulated video, Mrs. Emefa was observed engaged in a verbal exchange with Hon. Annoh Dompreh on January 28, 2025, which attracted the attention of prominent individuals, including Joyce Bawa Mongali, a Presidential Advisor and Special Aide to the President, who attempted to mediate the situation.

After seven years of being subjected to criminal prosecution, the former Chief Executive Officer of the Ghana Cocoa Board (COCOBOD), Dr. Stephen Kwabena Opuni, has silenced his enemies and detractors who were determined to see him jailed.
He believes that the Almighty God, whom he serves, has ensured his vindication by setting him free after the state dropped all criminal charges in the COCOBOD case at the High Court.
Speaking to the media after his acquittal and discharge, Dr. Opuni who was hammered but remained unbroken expressed his belief that his freedom could only be the work of the Almighty God, who did not allow him to be disgraced despite every attempt by his enemies to have him imprisoned.
“All I want to say is that all power and authority belong to the Almighty God and not to human beings. And I will add that the living God whom I serve has disgraced and cursed all my enemies, my persecutors, and my destiny haters.”
The State Prosecutors upon the instructions of the Attorney General filed a Notice of withdrawal on Tuesday, January 28, 2025 to drop all charges against them.
Dr. Stephen Kwabena Opuni, and businessman, Seidu Agongo have been in Court since March 25, 2018.
The presiding judge, Justice Aboagye Tandoh upon hearing the Prosecution acquitted and discharged.
“Accordingly, the accused persons – Dr. Stephen Kwabena Opuni, Seidu Agongo, and Agricult Ghana Limited – are all acquitted and discharged of all charges leveled against each one of them,” Justice Aboagye Tandoh, a Justice of the Court of Appeal who is presiding over the case as an additional High Court judge delivered.
While relying on Section 59 of act 30 of the Criminal Procedure and other offences Act, particularly (iii), the Court said “after the case for the prosecution has been closed, the accused shall be acquitted in respect of the offence or offences.”
Enam Loh-Mensah, a State Attorney told the High Court that the Attorney General has instructed that the charges be withdrawn and same has been filed.
“My lord respectfully, the Attorney General has instructed that the charges against the accused persons in this matter be withdrawn. Pursuance to this the republic has filed a notice of withdrawal,” Enam Loh Mensah, a State Attorney informed the Court on Tuesday (January 28, 2025).
Samuel Codjoe, Counsel for Dr Opuni and Benson Nutsukpui, counsel for Seidu Agongo both confirmed to the Court presided over by Justice Aboagye Tandoh that they were been served with the notice of withdrawal.
Background
On March 25, 2018, Dr. Stephen Opuni and Seidu Agongo pleaded not guilty to willfully causing a financial loss of GH¢217.3 million to the state.
They were arraigned on 27 charges, including willfully causing financial loss to the state, abetment of fraud, defrauding by false pretense, money laundering, corruption by a public officer, and contravention of the Public Procurement Act, among others.
Dr. Opuni and Agongo, the Managing Director of agrochemical firm Agricult Ghana Limited, were taken to court by the Attorney General for allegedly engaging in an illegal fertilizer deal (Lithovit Liquid Fertilizer), which resulted in the financial loss to COCOBOD.
Both pleaded not guilty to the charges and were granted self-recognizance bail of GH¢300,000 each.
On March 29, 2021, the prosecution, led by the Director of Public Prosecutions (DPP), Yvonne Atakora Obuobisa, closed its case after calling seven witnesses to substantiate the charges against the accused persons.
Among these witnesses was Chief Inspector Thomas Prempeh Mercer, the investigator, whose testimony, along with those of other witnesses, was extensively cross-examined by the defense lawyers, with some cross-examinations lasting about six months.
Dr. Stephen Opuni opened his defense on December 3, 2021, with a former Director of Finance at COCOBOD, Charles Tetteh Dodoo, as his first witness. He went on to call 10 other witnesses, including farmers and end users of the fertilizer.
On February 13, 2023, Dr. Opuni, through his lawyers led by Samuel Codjoe, informed the High Court, presided over by Justice Clemence Honyenuga (a Justice of the Supreme Court, now retired), that he would not personally testify and would close his defense. His legal team stated that since they were satisfied with the evidence provided by the witnesses, Dr. Opuni would exercise his right not to testify personally.
During this period, Justice Honyenuga retired after a six-month extension but was unable to conclude the trial amid controversies.
Fresh Trial
On April 4, 2023, the newly assigned judge, Justice Kwasi Anokye Gyimah, ruled that he would not adopt the proceedings of the retired Justice Honyenuga due to controversies surrounding them but would instead start the trial afresh (de novo).
He ordered that the trial be restarted from scratch, stating that it would be unfair for him to adopt proceedings that were “saddled with numerous allegations.”
“It would be unfair for the court to ignore the allegations and adopt the previous proceedings as they are,” Justice Gyimah ruled.
“In order for the court to have firsthand information about the trial and the demeanor of witnesses, the court will start the trial de novo,” he added.
Justice Gyimah also emphasized that an accused person is entitled to fairness by law and that the presumption of innocence should not be overlooked.
Reversal of Fresh Trial
On July 3, 2023, a three-member panel of the Court of Appeal overturned the decision of the trial judge to restart the trial.
The panel directed that the proceedings and evidence from the previous trial under Justice Honyenuga be adopted.
Subsequently, Justice Kwasi Anokye Gyimah was transferred from Accra to Kumasi, and Justice Aboagye Tandoh, now a Justice of the Court of Appeal with additional responsibilities as a High Court judge, was assigned to preside over the case.
Agongo’s Witnesses
Businessman Seidu Agongo and his company, Agricult Ghana Limited (the 2nd and 3rd accused), have begun calling their witnesses to present their defense.
The ninth witness, Dr. Samuel Akoto Bamford, a Principal Research Scientist with the Nuclear and Allied Sciences Department at the Ghana Atomic Energy Commission, is currently in the witness box.
As part of his testimony, Dr. Bamford stated that the test report from the Ghana Standards Authority, which is being relied upon to prosecute Dr. Stephen Opuni and Seidu Agongo, is “unreliable” and would be graded one out of ten in terms of credibility.

A High Court in Accra has fixed February 11 to hear a bail application made on behalf of Ben Lord Ababio, the self-acclaimed traditional ruler, accused of murder.
When the matter was called on Tuesday, Ben Lord Ababio aka Nana Barima’s lawyers drew the attention of the Court to a formal bail application they had filed.
Ababio and Nana Kofi Amo Gyekye aka Nana Fiifi, are standing trial for their involvement in the land dispute that allegedly led to the death one Lance Corporal Michael Danso of the Ghana Armed Forces.
Accomplices of the accused, one Oteng and Salisu are said to be at large. Ababio and Gyekye have been charged with conspiracy, while Ababio is facing an additional charge of murder.
Ababio is currently in lawful custody, while Gyekye is on GH¢1 million bail with two sureties to be justified.
As part of Gyekye’s bail condition, he was to deposit his passport at the court’s registry.
It would be recalled that on April 30, 2024, at around 1600 hours, Lance Corporal Michael Danso and two other colleagues- Lance Corporals Abdul Omar Rahman and Ametus Mattew drove to the Millenium City Police Station in a Toyota RAV 4 vehicle to report a trespass.
This was after they were informed that some encroachers were developing a parcel of land belonging to Lance Corporal Abdul Omar Rahman.
Ababio appeared at the police station and opened fire on Lance Corporal Danso who was driving the vehicle, killing him instantly.
Ababio was disarmed by the police and arrested for further investigations.
Member of Parliament for Nsawam Adoagyiri, Frank Annoh-Dompreh
The Acting Executive Secretary of the National Identification Authority (NIA), Wisdom Kwaku Deku, popularly known on social media as Yayra Koku, has explained the recent altercation between the Acting Chief Executive Officer of the Petroleum Commission, Emeafa Hardcastle, and the Member of Parliament for Nsawam Adoagyiri, Frank Annoh-Dompreh.
According to Deku, he was seated right next to Hardcastle when tensions flared between her and Annoh-Dompreh.
He explained that the altercation, which occurred during a sitting of the Appointments Committee on Tuesday, January 28, 2025, was caused by Annoh-Dompreh provoking Hardcastle.
In a social media post on January 28, 2025, Deku stated, “Luckily, she was sitting next to me. You came to talk to Dr. Omane. She suggested you go back and vet the nominee.
Your response was, ‘We will not vet him today.’ You guys haven’t seen anything yet.”
She replied, “You are a micro minority; what can you do?”

A video of the incident shared by Channel One TV shows that the MP took offense at the description of his caucus as ‘micro’ by the Petroleum Commission CEO.
In response, the Minority Chief Whip allegedly threatened to take Hardcastle on, a statement she did not take lightly.
“You are threatening me that you will take me on because you are who? My friend, don’t bring yourself. What do you mean you are taking me on?” she fumed.
Annoh-Dompreh, however, emphasised the offense in the descriptive words used by the acting CEO to describe his caucus.
“You called us micro minority?” the MP questioned.
“But you are a micro minority. Doesn’t Afenyo (Minority Leader) himself use that phrase?” Hardcastle retorted.
“You think you can bully me here?” she added.
Amidst the melee created by their encounter, the MP accused the acting CEO of referring to him as “silly.”
“Please, please, please. You cannot call me silly… We will deal with this matter,” he stated.
The Appointments Committee of Parliament on Tuesday, January 28, 2025, delayed the vetting of some nominees of the president over some claims made by civil activist, Oliver Barker-Vormawor, against the committee on social media.
The committee chairman, Bernard Ahiafor, expressed disgust over the claim that members of the committee demand bribes from nominees before approving their nomination by the president.
The committee chairman thus directed the secretary of the committee to issue a summons to the activist to appear before the committee on Wednesday, January 29, 2025.

Former Defence Minister Dominic Nitiwul has categorically dismissed allegations that the Akufo-Addo administration politicised the Ghana Armed Forces by assigning soldiers to high-profile individuals.
The administration faced criticism over claims that military personnel were deployed to protect the Chairperson of the Electoral Commission, Jean Mensa, former Attorney General Godfred Dame, and Special Prosecutor Kissi Agyebeng.
Speaking in an interview with Umaru Sanda Amadu on Channel One TV’s Face to Face, Nitiwul explained that such assignments were based on genuine security concerns rather than political favouritism.
Nitiwul also mentioned that some individuals involved in prosecutorial roles were under threat, warranting military protection.
“I’m even surprised that you picked isolated incidents and used them. We don’t have less than 20, 000 soldiers. We didn’t have 20, 000 soldiers following human beings, politicians or businessmen. We didn’t have that.
“We had isolated cases, if we felt that you were doing a particular job for Ghanaians and your life was in danger to the extent that we needed soldiers to protect you, I would willingly give you soldiers to protect you.
“Police were there as well, at a point, we felt that the Electoral Commissioner needed and still needs soldiers and police to protect her.
“I think that she even needs soldiers now more than before, not just soldiers, but security around her more than before. At a point, we felt that some individuals who were prosecuting people, their lives were in danger.”

Former Minister of Defence Dominic Nitiwul has alleged that the National Democratic Congress (NDC) holds the record for selling the most state lands to private individuals.
His comments come amid heated debates over the sale of state lands, with the NDC and New Patriotic Party (NPP) engaging in counter-accusations on the matter.
In an interview with Umaru Sanda Amadu on Channel One TV’s Face to Face, Nitiwul acknowledged that both political parties had sold state lands but emphasized that the NDC had a more significant record.
He firmly denied any sale of military lands under the Akufo-Addo administration, clarifying that the military only engages in limited private partnerships.
“We have not given out any state lands to anybody. We never, we don’t do that. We can only do private partnerships to some extent. But to sell lands to individuals we can’t. The general question of state lands has to be very holistic.
“If there’s anybody who has taken state lands if you put the two parties together. The NDC has sold more state lands to private individuals than the NPP. All of them are selling under a policy called in-filing. It was under the NDC administration from 1996 to 1998 when that policy was started.”
The sale of state lands continues to be a contentious issue in Ghana, with calls for transparency and accountability in land transactions involving government properties.

Manchester United are close to completing a deal for another promising Arsenal youngster in Ayden Heaven.
United signed striker Chido Obi-Martin from the Gunners in October and the 17-year-old has already impressed in the club’s FA Youth Cup campaign.
Now the Old Trafford outfit are expecting to successfully conclude negotiations with 18-year-old central defender Heaven, who made his senior debut as a substitute in an EFL Cup win at Preston.
Although Arsenal do not want to lose Heaven, the London-born player knows the path to regular first team exposure is blocked as Mikel Arteta has a number of senior defenders who are all performing well.
In contrast, United are on a path to try and massively improve their recruitment, which has been so poor in recent times.
In addition to Obi-Martin, the club has also tied up a deal for Paraguay Under-20 international Diego Leon.
It is not entirely clear whether Heaven would become part of United’s first-team squad or if he would initially work with the Premier League 2 set-up.
