The Minister-Designate for Communications, Digital Technology, and Innovation, Sam Nartey George, has been forced by Chairman of the Vetting Committee Richard Ahiafor to withdraw comments he made that were deemed unparliamentary.

The nominee caused the Chair to immediately issue the order after he had said that the Committee should be used to whitewash former President Akufo-Addo.For more than an hour, Minority Leader and Ranking on the Committee, Alexander Afenyo-Markin, has been presenting to the nominee several social media posts he made about the former leader.

During his appearance before the Appointments Committee of Parliament on January 30, Sam George clarified that, while he is known for being outspoken and forthright in expressing his views, he does so without disrespect.

His remarks were intended to dispel widespread assumptions about his demeanour, stressing that his strong opinions should not be misinterpreted as personal disrespect.

“I’m not a disrespectful person. I have opinions, and I state them forcefully, but I’m not disrespectful,” he stated.

This response comes as part of a political career marked by bold and unapologetic advocacy on key national issues.

The former First Deputy Speaker of Parliament, Joseph Osei-Owusu, has provided insights into how members of the Appointments Committee receive payments to facilitate their work.

Speaking in an interview on JoyNews on January 29, 2025, Osei-Owusu, affectionately known as Joe Wise, recalled his time as Chairman of the Appointments Committee.

He shared that the Chief of Staff typically provides committee members with money, usually after they have vetted ministerial nominees, acknowledging that these monetary payments were intended to facilitate the committee’s work smoothly and efficiently.

According to the former Member of Parliament for Bekwai, such actions should not be linked to or described as bribery. He expressed his strong disapproval of such claims.

Joe Wise further explained that the payments from the Chief of Staff do not influence or sway the committee’s decision-making during the vetting and subsequent approval of ministerial nominees, emphasising that these payments do not give any nominee an unfair advantage.

“When I joined the Appointments Committee, most of the time at the close of our work, the Chief of Staff would bring money to the members of the committee. It’s like facilitating our work. I wonder why anybody could link that to bribery. How can it be influence peddling? It does not give advantage or disadvantage to anybody,” he said.

The former lawmaker’s comments come amid controversy surrounding the Appointments Committee, following serious bribery allegations made against the committee by social activist Oliver Barker-Vormawor.

Meanwhile, Barker-Vormawor has since apologized and he did so with an assurance that he would delete the post which incurred the spleen of the committee members.

Sista Afia Calls For Unity Among Artistes

Female artiste and songwriter, Sista Afia, has called on Ghanaian artistes to unite and work towards promoting Ghanaian music on the world music scene.

In an interview with GNA Entertainment, Sista Afia expressed her belief that their live performances and music should be unique.

Credited with several popular songs, including “Jeje,” the “Weather” hitmaker also advocated for a united musician’s body, claiming that this would help and advance their well-being.

Sista Afia, whose real name is Francisca Gawugah added that music should have a good influence on the community in addition to being recorded in the studio.

Over the years, the well-known female artiste and founder of the Sista Cooks Foundation, has provided food for thousands of mothers and children in need throughout the nation.

Sista Afia, who entered the music business in 2015, rose to fame after her track “Jeje,” featuring dancehall artists ShattaWale and Afezi Perry, has released her first single for 2025 “Kreketesoja,”.

Among the artists with whom Sista Afia has collaborated are Shatta Wale, Medikal, Kofi Kinaata, BisaKdei, Sarkodie, Fameye, Eno Barony, and Victor AD.

She also won several awards at the 3rd TV Video Awards 2018, including Best Hiplife Video with “Pass U” and Best Hip Hop Female Video with “D33d3w,” all of which featured her.

Accra, Jan.30, GNA- Vice-President Professor Jane Naana Opoku-Agyemang has urged women to support their colleagues who are breaking barriers.  

She emphasized that women who take bold steps should not be left isolated, unloved, or uncared for. 

The Vice President expressed these views during a meeting with the Alliance for Women in Media Africa (AWMA) at her office in Cantonments, Accra. 

AWMA had paid a courtesy call on Prof. Opoku-Agyemang to congratulate her as the first female Vice-President of Ghana.  

During the meeting, the Alliance also raised critical issues affecting women in media, including poor working conditions, gender-based discrimination, online harassment, and cyberbullying. 

“I want to urge all of us that when we see women taking those steps let’s support them.  

“Let us not leave them lonely; let us not leave them unsupported; let us not leave them unloved, uncared for,” she remarked.  

Prof. Opoku-Agyemang stated that women could accomplish a great deal if they worked together, despite the many challenges they face. 

Reflecting on her appointment as the first female Vice-Chancellor of the University of Cape Coast in 2012, she shared the efforts required to reach that milestone. 

However, she said that the journey could be made easier if such women received support. 

“The problems women face are enormous, but I believe that when we come together and exchange lessons, we can achieve much,” she indicated.  

The Vice-President expressed her gratitude to AWMA and other women’s groups that had visited her. 

She stated that the courtesy calls confirmed their trust and belief in her leadership, and assured AWMA of her continued commitment to the welfare of women in media.

We Won’t Be Pressured To Sack Otto Addo – Nana Sarfo Oduro

Executive committee member of the Ghana Football Association (GFA) Nana Sarfo Oduro, has stated that the Association will not succumb to any pressure from the public to sack under-fire Black Star coach, Otto Addo.

In an interview with Ben Osei Bonsu on Guide Sports Xtra, Nana Sarfo Oduro, who is also the co-owner of division one side Port City FC bemoaned how the sacking of previous coaches has incurred several debts on the FA.

“When you sack coaches, there are compensations that you have to pay. Whenever these sacked coaches go to the Court of Arbitration for Sports (CAS) for their compensations, the ministry leaves it on the football people (FA), ” Mr. Oduro remarked.

“Even when the pitch invaders were fined by CAF, it was the FA that paid, not the ministry. Although all the proceeds from the match went to the sports authority and the ministry, they don’t contribute a pesewa to these fines,” he added.

“We(FA) were saying that we had seen progression with Milovan Rajevac after the AFCON in Cameroon, but you Ghanaians said the opposite, and we sacked him. And this time, we are not going to allow anybody to put pressure on us to sack a coach,” he reiterated.

Nolle prosequi vs. withdrawals: Timing and impact in Ghana’s criminal law

Of nolle prosequi and withdrawals – at what stage of criminal prosecution can they be entered and of what effect do they have in criminal jurisprudence in Ghana?

The Ghanaian media has been inundated with discussions on the state’s decision to discontinue criminal prosecutions against several high-profile individuals of the National Democratic Congress (NDC) which were initiated by the erstwhile NPP government, including Samuel Ofosu Ampofo, Anthony Kwaku Boahen, Dr. Stephen Kwabena Opuni, and Seidu Agongo. The Attorney General’s (AG) instruction to withdraw charges has raised questions about the distinction between a Nolle Prosequi and a withdrawal of charges.

It’s unclear from the information provided whether the AG entered a Nolle Prosequi or simply withdrew the charges. The distinction is crucial, as a Nolle Prosequi would imply that the state is unwilling to continue the prosecution, while a withdrawal of charges might suggest that the prosecution is being discontinued due to other reasons.

This article examines the stages at which a Nolle prosequi and Withdrawal can be entered and their effects on criminal trials.

In Ghana, the Attorney-General has the discretion to discontinue a prosecution through a Nolle Prosequi (NP) or Withdrawal. The Attorney General’s discretionary power to enter a Nolle Prosequi is not accompanied by an obligation to provide reasons. However, this power must be exercised in conformity with Article 296 of the 1992 Constitution of Ghana.

Article 296 mandates that discretionary power be exercised fairly, impartially, and in accordance with due process. This ensures that decisions are not arbitrary, capricious, or biased.

In many common law jurisdictions, the Attorney-General or the prosecution has the discretion to discontinue a prosecution by entering a Nolle Prosequi. This discretion is usually exercised in cases where:

  1. The prosecution’s case is weak or lacks evidence.
  2. The accused has already been punished sufficiently.
  3. The prosecution’s witnesses are unavailable or unreliable.
  4. The public interest does not require a prosecution.

In Ghana, Article 88 of the 1992 Constitution indeed vests the Attorney-General with significant powers regarding prosecutions. Article 88 (3) provides that the Attorney-General shall be responsible for the initiation and conduct of all prosecutions of criminal offences. Criminal Prosecutions in Ghana are in two folds – summary trial and trial by indictment.

At what stage of the prosecution can Nolle Prosequi be entered?

Section 54 of Ghana’s CRIMINAL AND OTHER OFFENCES (PROCEDURE) ACT 1960 (ACT30) provides that Nolle Prosequi can be entered at any stage of the prosecution, from the commencement of the trial to the end of the trial, BEFORE JUDGMENT IS DELIVERED.

What effect shall it have?

When a Nolle Prosequi is entered, it has the following effects:

  1. Discontinuance of prosecution and the accused is DISCHARGED.
  2. No acquittal: A Nolle Prosequi does not amount to an acquittal, and the accused may still be re-arraigned on the same charges in the future if new evidence emerges.
  3. No bar to future prosecution: The entry of a Nolle Prosequi does not bar future prosecution for the same offense

An Accused Person cannot plead “autre fois acquit” or “autre fois convict” in future trials on the same charges if a NP was entered. “Autre fois acquit” (also known as “double jeopardy”) and “autre fois convict” are common law pleas that prevent an accused from being tried again for the same offense after being acquitted or convicted.

CAN A PLAINTIFF RELY ON NOLLE PROSEQUI ENTERED IN HIS FAVOUR TO MOUNT A CLAIM OF MALICIOUS PROSECUTION? – A TOPIC FOR ANOTHER DAY

WITHDRAWALS

Section 59 (1) of Act 30 provides that in any trial or preliminary proceedings before a District Court any prosecutor on the instructions of the Attorney General at any time before judgment is pronounced may withdraw from the prosecution of any person either generally or in respect of any offences with which he is charged.

Although Section 59(1) of Act 30 refers to proceedings before a District Court, the effect of Withdrawals applies to all summary proceedings from the High Court to other lower Courts as provided by Section 59(4). Section 59 (4) provides that the provisions of the preceding subsections shall apply mutatis mutandis to summary trials before the High Court or a Circuit Court

The effect of Withdrawal depends on the stage of prosecution:
a) if it is made during any enquiry under Part IV (Trial by Indictment) the accused shall be discharged in respect of the offence(s)
b) if it is made during a trial—
(i) before the prosecution closes its case – the accused shall be DISCHARGED in in respect of the offence(s)
(ii) after the prosecution has been closed its case – the accused shall be ACQUITTED in the offence(s) and can plead “autre fois acquit” or “autre fois convict” in future trials on the same charges.

In Conclusion, Nolle Prosequi and Withdrawals may have similar effects on criminal trials depending on the stage of the trial where they are entered. However, if a Withdrawal is made after the prosecution has closed its case, the accused shall be acquitted and can plead “autre fois acquit” or “autre fois convict” in future trials on the same charges flowing from the same facts.
In conclusion, it is my respectful submission that the Attorney General has withdrawn all charges against the accused persons. Given that the prosecution had closed its case in these matters, the withdrawal of charges operates as an acquittal.

As a result, the accused persons cannot be tried again on the same charges arising from the same facts in the future. While the withdrawal of charges does not necessarily imply innocence, it brings a definitive end to the current prosecution.

We won’t sack Otto Addo because of public pressure – Oduro Sarfo

Ghana Football Association (GFA) Executive Council member, Oduro Sarfo, has defended the decision to retain Otto Addo as head coach of the Black Stars despite public criticism.

In an interview with Guide Radio, Sarfo highlighted past experiences where public pressure led to premature dismissals, referencing former Ghana coach Milovan Rajevac, who took legal action against the GFA after his dismissal.

“Milovan took us to CAS, and we were ordered to pay him. We paid him, and it was left with $14, and he chased us for it. At the time, we believed there was progress in Cameroon, but the public demanded his sacking, and we bowed to the pressure.”

He further explained that the FA is committed to long-term planning and will not rush to appoint a new coach just months before crucial international competitions.

“We gave this young man [Otto Addo] a job for AFCON and the World Cup. Now, who should come in and continue? How many months are left? Should we bring in a new coach who doesn’t know the players? That’s what we keep doing, and it’s why we aren’t getting results,” Sarfo stated.

Otto Addo’s future as Ghana coach has been a subject of debate after the Black Stars failed to qualify for the 2025 Africa Cup of Nations.

However, the GFA remains supportive, backing him to lead the team in the upcoming 2026 FIFA World Cup qualifiers in March 2025.

Ghanaian social media commentator, Twene Jonas, is upset with some of his fellow Ghanaians who are trying to get him deported from the United States.

According to Twene Jonas, some Ghanaians have been tagging and mentioning him in posts directed at former U.S. President Donald Trump. They want Trump to take action and send him back to Ghana. This situation has made Twene Jonas both scared and angry.

In a video that has gone viral, Twene Jonas expressed his frustration and warned those behind these actions. He believes these people are jealous of his success and want to see him suffer. He asked them to stop their actions immediately or face the wrath of the gods.

“You want Trump to deport me back to Ghana so that I return to my village and harvest cocoa with my grandfather?” he asked angrily.

“If you people don’t stop joking with my life, I will go get schnapps for the gods and curse you all. Any of you who will tag and report me to Trump, the gods will kill you all. You must be all crazy,” he warned.

Twene Jonas has been known for speaking boldly against bad leadership and corruption in Ghana. He often compares the living conditions in Ghana to those in the United States, criticizing Ghanaian leaders for not developing the country.

While many people support his views, others feel he disrespects Ghana and its leaders.

Recently, immigration arrests in the U.S. have increased. Reports say that daily immigration arrests have gone beyond 1,000 for the first time since Donald Trump’s time in office.

Trump had earlier promised that there would be the largest deportation operation in U.S. history.

Because of these developments, Twene Jonas may have good reason to be worried. If people keep reporting him to U.S. authorities, there is a chance that he could face deportation. However, he insists that he has done nothing wrong and deserves to stay in the United States.

The Ningo Prampram has clarified that he has strong opinions and is only firm in expressing his views.

Mr George made these remarks on Thursday when he appeared before the Appointments Committee for his vetting.

“I am not a disrespectful person. I have opinions, and I state them forcefully,” he affirmed.

He emphasised his conviction that his parents are proud of the son they raised and the man he has become.

Shalimar Abbiusi Arrives In Sierra Leone To Empower Women & Less Privileged

To push for gender equality and economic empowerment, ex-beauty queen, human rights advocate and philanthropist, Shalimar Abbiusi has arrived in Sierra Leone to launch initiatives aimed at supporting women and marginalized communities.

The visit underscores her commitment to empowering women, with a focus on fostering greater political participation and economic self-reliance.

Shalimar, a former international pageant winner and journalist, began her visit with a series of high-level meetings, including a significant engagement with the leadership of Sierra Leone’s Female Parliamentary Caucus. Among those present were Hon. Bernadette Wuyata Songa, President of the Caucus, and Hon. Veronica Kadie Sesay, the longest-serving female Member of Parliament.

These conversations were centred around the Gender Equality and Women’s Empowerment (GEWE) Act, a landmark law that has made significant strides in increasing female representation in the nation’s political sphere.

The GEWE Act, signed into law by President Julius Maada Bio, ensures a 30% quota for women in the parliament, cabinet, and other key institutions.

The policy has led to a remarkable rise in the number of women in Sierra Leone’s legislature, with women now holding 30.4% of the 135 elected seats, up from just 14.5% in the previous election. While the representation of women in parliament is impressive, discussions also focused on the need to increase female participation in other branches of government and leadership positions, particularly about the 14 seats reserved for local leaders known as Paramount Chiefs.

“The progress we have made is significant, but the road ahead is still long,” Shalimar remarked, noting that women in Sierra Leone now occupy 28.2% of the total parliamentary seats, exceeding the regional average of 18.4% in West Africa.

Shalimar Abbiusi’s humanitarian efforts took her next to the Kroo Bay community in Freetown, one of the city’s most marginalized areas, where she met with local women who shared their personal stories of resilience and struggle. These women face challenges ranging from inadequate infrastructure to limited access to education and financial resources. Fatmata Sessay, a local businesswoman, spoke about how poor road conditions are stifling her business’s growth, while Davida Koroma, an entrepreneur, emphasized the need for vocational training programs to help women become financially self-sufficient.

Mariama Bangs, a widow who sells firewood to support her children, shared her challenges with Shalimar, describing how her meagre earnings are insufficient to meet her family’s needs. “The strength of these women is inspiring,” Abbiusi said, highlighting their resilience in the face of adversity.

“It is important for the world to see the strength and potential in these communities.”

During her visit, Shalimar provided financial support to the women of Kroo Bay and promised to return with further empowerment initiatives, including vocational training and business development programs. “Sierra Leone has become my second home,” she said, “and I will continue to work on initiatives that will help women achieve economic independence and greater political participation.”

Abbiusi also joined forces with the Alex Focus Charity to visit physically challenged individuals in Sierra Leone, listening to their stories and documenting their needs for future support.

This initiative reflects her broader commitment to inclusivity and equal opportunity for all.

In addition to her work with local communities, Shalimar Abbiusi met with Sierra Leone’s Vice President, Dr. Mohamed Juldeh Jalloh, who warmly welcomed her to the country.

Their discussions centred around government initiatives aimed at improving education, healthcare, and nutrition across Sierra Leone. “I want to thank His Excellency for his hospitality and for showing us the beauty of this country,” Shalimar said after the meeting, expressing her admiration for the government’s work in advancing gender equality.

President reiterates Government’s policy to ban mining in all forest reserves

Accra, Jan. 30, GNA – President John Dramani Mahama on Thursday reiterated Government’s commitment to ban mining in all forest reserves of the nation. 

“Let me take this opportunity to state that it shall be the policy of this Government to ban the issuance of leases for mining in all forest reserves,” President Mahama stated when he formally inaugurated his third batch of 14 Ministers at the seat of Government in Accra. 

“We shall also move promptly to revoke all leases issued for the same purpose under the previous government.” 

The President charged Mr Emmanuel Armah-Kofi Buah, the Minister of Lands and Natural Resources, with the duty of safeguarding the environment from marauding gallants and managing the nation’ natural resources effectively.  

President Mahama stated categorically that his government had not given any person or group of persons any authority to carry out any form of mining in these forest reserves as recently reported.  

He urged the Minister for Lands and Natural Resources, the Minister for the Interior, the Attorney-General and Minister for Justice to take immediate steps to ensure the arrest and prosecution of any persons or group of persons engaged in this illegality.  

“I also need to state here that no member of this government is permitted to engage in any form of small-scale mining or gallamsey,” the President said. 

“Any such persons will face sanctions which shall be swift and severe.” 

President Mahama said the Government would hold a stakeholder consultation on the menace of galamsey to forge a broad consensus on the measures to preserve the nation’s environment from wanton destruction. 

This, he said would involve but not limited to the formation of a River Guard, which would employ youth from the communities affected by illegal mining, cleaning, and eliminating toxic substances from the nation’s water bodies, reclaiming mined-out lands, training small-scale miners in sustainable mining practices.  

He said the Government had also begun the establishment of the Gold Board, which would ensure that Ghana gets the full benefit of the bountiful natural resource that God has blessed Ghanaians with. 

The third batch of 14 Ministers; consist of six Ministers of State and eight Regional Ministers. 

The six Ministers of State are Dr Edward Kofi Omane Boamah, Minister of Defence; Mr Emmanuel Armah-Kofi Buah, Minister of Lands and Natural Resources; Alhaji Mohammed Mubarak Muntaka, Minister for the Interior: Madam Naa Momo Lartey, Minister for Gender, Children, and Social Protection; Mr Kenneth Adjei, Minister of Works, Housing and Water Resources; and Mr Emmanuel Kwadwo Agyekum, Minister of State in-charge of Special Initiatives. 

The eight Regional Ministers include Mr Tia Ibrahim, North East Regional Minister, Dr Frank Amoakohene, Ashanti Regional Minister; Mr Akamugri Atanga Modestus, Upper East Regional Minister; Mr Ali Adolf John, Northern Regional Minister, and Mr James Gunu, Volta Regional Minister. 

The rest are Mrs Rita Akosua Awatey, Eastern Regional Minister, Mr John Kwadwo Gyapong, Oti Regional Minister; and Madam Linda Akweley Ocloo, the Greater Accra Regional Minister.

We’ll conduct a proper Sim Card re-registration

The Minister-Designate for Communications, Digital Technology, and Innovation, Sam Nartey George, has announced plans to implement a new SIM card registration process to address issues encountered during the previous exercise.

In 2022, the previous government conducted a SIM card re-registration, requiring cardholders to visit various NMO offices to link their SIM cards with their Ghana Cards. Failure to comply led to SIM card blockages or the withdrawal of essential services.

During his vetting by Parliament’s Appointments Committee, George criticized the previous government’s approach, particularly the long queues and inefficiencies faced by Ghanaians during the registration process.

He assured the committee that, under his leadership, the new SIM registration exercise would be more efficient and streamlined, leveraging technology to cross-reference data with the National Identification Authority (NIA) database. This approach would eliminate the need for long queues and simplify the process for Ghanaians.

“The actions that happened under the last government were very at par with common sense and logic. We have a National Identification Authority that holds and sits as our national repository of biometric data. I think it was wickedness to the highest order to subject Ghanaians to long hours of queue, taking away productive man hours and affecting our economy to go and queue again and resubmit biometrics simply because egos could not be managed.

“We will do a proper sim re-registration exercise again but this time, nobody is going to queue. Because common sense will prevail, expertise will prevail and logic will work.

“The MNOs hold a certain set of dates. We will use technology to cross-reference that against the NIA’s database and all biometric databases and only instances where there is a disparity would require you to visit an MNO shop.

“Because today, as we speak, the telcos cannot truly verify who is holding their sim car. It is even in their own benefit for us to do this process and do it properly,” he stated.

Kwaku Nkansah, the Managing Director of PBC Limited, has reported an alleged armed robbery incident at his official residence.

According to him, individuals claiming to be from ORAL forcibly took a pickup truck and attempted to seize another vehicle.

In a statement on January 30, 2025, Nkansah alleged that the group, led by someone called “Last Killer,” threatened to tow the vehicle without a key and refused to provide the name of the Colonel supposedly in charge.

“I am calling on the ORAL team to return my cars.

“I do not have to prove anything to anyone. I still have a contract, and while the President can terminate this, the contract and its provisions must be respected!

“Until my contract is terminated and my exit clauses effected, there cannot be any such action as what happened today.

“In any case, the mandate of ORAL is not to recover cars and alleged stolen state property.

“We have laws in this country, and NDC and its goons must obey these laws.

“Mr. President, call off your goons,” part of the statement said.

He has condemned the incident, stating that it amounts to armed robbery and calling on the ORAL team to return his vehicles.

He has also expressed gratitude to the Inspector-General of Police, Dr. George Akuffo Dampare, for sending a team to his residence.

The matter is reportedly under investigation.

This morning, 30th January 2025, some people forced themselves into the official residence of the PBC Managing Director.

They said they were from ORAL and that they were reclaiming all government vehicles. They drove away a pickup – GB 1774-20 – and attempted to take the Toyota V8 – GC 4495-20, a PBC-assigned vehicle.

I spoke with one of them – “Last Killer.”

He told me in no uncertain terms that he would move the car with or without the car key.

Then he added that if they towed the car and something happened to it, they could not be held responsible.

He told me over the phone that I should visit Blue Gate with the required papers before the car is released.

He said a Colonel was in charge of this operation.

He could not remember the name of the Colonel and kept asking his colleague in Hausa what the name of the Colonel was. No name came back.

This amounts to armed robbery.

I was able to reach the Hon. IGP – Dr. George Akuffo Dampare, and he has sent a team to my residence. I am very grateful for his support and advice.

I am calling on the ORAL team to return my cars. I do not have to prove anything to anyone. I still have a contract, and while the President can terminate this, the contract and its provisions must be respected!

Until my contract is terminated and my exit clauses effected, there cannot be any such action as what happened today.

The vetting of Sam George, the Minister of Communications Digital Technology and Innovations-designate was momentarily delayed due to concerns over quorum raised by the Minority on Thursday, January 30, 2025, during proceedings.

The Minority questioned whether the Appointments Committee was properly constituted, citing provisions from the Standing Orders of Parliament, particularly regarding quorum requirements.

But members on the majority side contended that per the Standing Orders of Parliament, quorum was established for the proceedings to begin, and the issue of quorum could not disrupt the ongoing process.

During the debate, the Member of Parliament of Damongo, Samuel Abu Jinapor, cited articles 102 and 104 of the constitution to make his submission.

He stated, “The country is listening to us. The Majority Chief Whip has made a very comprehensive legal submission. Members on this side, the minority. We are making our submission. I think we owe it to the nominee; we owe it to the country to get to the bottom of this matter in an orderly manner based on the rules of the House.

He further elaborated, “It is only when the application is laid before the Chairman that he will go through the processes and the proceedings to make a determination of whether or not this committee, the Appointments Committee of Parliament, is properly constituted and has quorum.”

While the Minority pressed the issue, the Member of Parliament of South Dayi, Rockson- Nelson Dafeamkpor, urged for the proceedings to continue, emphasising that the committee was properly constituted and that the vetting should not be hindered.

“With all due respect, this is very serious, the leader should comport himself. Now you don’t have to raise an issue of quorum. You can’t jump in to raise an issue of quorum; this is the third nominee we are interrogating,” he stated.

After the clash over quorum, the proceedings, however, proceeded.

Anti-gay bill will be reintroduced in Parliament

Sam George, the Minister-designate for Communications, has pledged to ensure the reintroduction of the Anti-LGBTQ+ Bill in Parliament, emphasizing its importance in protecting Ghanaian values and safeguarding children.

The Minister of Tourism, Culture, and Creative Arts, Abla Dzifa Gomashie, has met with the heads of all 13 agencies under the ministry, to engage them on their work and to chart a way forward.

The meeting forms part of activities marking her assumption of office as the sector minister.

The agencies include the Ghana Tourism Authority, Ghana Museums and Monuments Board, National Theatre of Ghana, National Commission on Culture, Ghana Tourism Development Company, Kwame Nkrumah Memorial Park, and the W.E.B. Du Bois Centre.

In the meeting held at the ministry in Accra, Dzifa Gomashie acknowledged their roles in promoting Ghana’s rich cultural heritage and vibrant creative arts.

She also challenged them to collectively work to make Ghana a tourist destination, while whipping interest of Ghanaians for domestic tourism.

These, she said, would bring revenue to the country.

The minister also stressed the importance of preserving Ghana’s cultural heritage, promoting sustainable tourism practices, and providing opportunities for artisans, creatives, and local communities in the industry.

She further impressed on the agency heads to leverage technology, innovation, and creativity to drive growth and development.

She stressed the importance of teamwork and collaboration with other stakeholders to promote the sector.

She further pledged her commitment to supporting and empowering them to excel in their respective roles.

“I am excited to work with each of you, and I look forward to exploring ways in which we can collaborate to drive growth, innovation, and excellence in our respective sectors,” she said.

The agency heads, on their part, thanked the minister for the interactive engagement and pledged their commitment to working closely with her to achieve her goals.

Takoradi, Jan 30, GNA – The National Democratic Congress (NDC) supporters in Takoradi in the Sekondi-Takoradi Metropolis are ecstatic over the nomination of Mr Joseph Nelson as the Western Regional Minister designate. 

Many have taken to social media to express their enthusiasm, praising the party’s leadership for making an excellent choice. 

According to them, Mr Nelson’s appointment would bring about significant benefits to the region. 

They said Mr Nelson’s nomination was a strategic move by the NDC, aimed at strengthening the party’s presence in the Region. 

Mr Francis Owass, a hotelier told the GNA that the move was expected to leverage his expertise to drive development initiatives and address pressing concerns in the region. 

He said though some had raised concerns about the challenges ahead, he believed Mr Nelson has the vision, experience, and leadership skills required to excel in his new role. 

According to him, the nomination of Mr Nelson, who was the party’s Regional Secretary, is a major victory for the party. 

Mr Hemans Arthur, a resident at Essikafombatam No.2, was optimistic about the prospects for growth, development, and improved livelihoods in the region with Mr Nelson at the helm of affairs. 

Mr Micheal Arthur, a former Youth Organiser for Takoradi Constituency noted that the Western Region was a key battleground for the NDC in recent years.

Businessman Petitions AG Over His Kidnapping, Torture

A private businessman, Dr. Kwadwo Agyapong Berry, has petitioned the Office of the Attorney General (AG) to institute investigations into his kidnapping and torture which almost led to his death.

According to him, although a case has been filed before a Circuit Court in Accra, the charge sheet and the fact sheets do not reflect the complaint he made at the police station following his ordeal due to the influence and reach of one of the accused persons; Albert Tetteh Botchway, who is politically connected.

Alber Tetteh Botchway and four others have been dragged before a Circuit Court in Accra charged with kidnapping and assault of the businessman.

However, Mr. Berry states that he does not believe justice will be served if the case is left in the hands of the police as they do not appear to be interested in the actual complaints that he made, as can be seen in the charges that were filed before the court.

His lawyer, James Kofi Afedo told journalists that they have decided to take the matter up because of the seeming helplessness of his client in getting speedy action from the law enforcement agencies.

Recounting his ordeal, he indicated that on December 19, 2024, his client was locked up in a room at Laboma Beach Resort at the instance of Alber Tetteh Botchway, from 7am until after 8pm where he was “tortured, beaten and stripped naked.

They took videos of his naked body drenched in blood and did everything that they needed to do with him.”

The lawyer said the only reason his client was subjected to this torture was that the said Albert Tetteh Botchway made a cryptocurrency investment with a young man his client introduced to Botchway’s business partner and through his partner, they invested a total of US$1.1 million for the young man to trade cryptocurrency for them.

“My client was not aware of how these monies were given to that young man, my client was not aware of when those monies were given to this young man until the guy came to say that he had lost the money to gambling.,” Mr. Afedo said.

He continued that Mr Botchway decided to turn on his client because he introduced the young man to them and decided to lock him up and torture him.

“It took only God to keep him alive because of what they did to him, they wanted to tie him up and throw him unto the sea because they said he is connected to NPP businessmen, and so they wanted their money from him,” the lawyer said.

Mr. Afedo stated that they are only interested in the prosecution of the crime as kidnapping, unlawful assault, and unlawful detention are all serious crimes, adding that “we want him to be prosecuted and dealt with.”

The minister-designate further disclosed plans to conduct a new SIM registration exercise but assured that it would come at no cost to taxpayers or the public purse.

We will do a proper SIM re-registration again, but this time nobody’s going to queue because common sense will prevail, expertise will prevail, and logic will work. The MNOs hold a certain set of data. We would use technology to cross-reference that against the NIA database and all biometric databases.

In October 2021, the erstwhile administration, led by former Minister of Communications Ursula Owusu-Ekuful, commenced the re-registration of SIM cards in a bid to rid the country’s cyberspace of fraud, monitor digital activities, and track down individuals who use their phones for criminal activities.

Mahama inaugurates Constitutional Review Committee to engage widely with citizens

Accra, Jan 30, GNA – President John Dramani Mahama on Thursday, January 30, inaugurated the Constitutional Review Committee, urging them to engage widely with citizens from all walks of life in this process.   

The eight-member Constitutional Review Committee, which is under the Chairmanship of Professor Henry Kwasi Prempeh, the Executive Director of the Ghana Center for Democratic Development (CDD-Ghana), is expected to identify and address gaps and the challenges with the implementation of previous constitutional review work done by the 2010 Committee.  

The committee will engage key stakeholders to solicit their views on the proposals for Constitution Review Commission and the 2023 Constitution Review Consultative amendment of the 1992 Constitution and make actionable recommendations aimed at enhancing democratic governance in the country.  

Other members are Dr Rainer Akumperigeya, Secretary; Justice Sophia Adinyirah, Dr Godwin Djokoto, Mrs Charlotte Osei, Dr Esi Ansah, Prof. Kwame Karikari, and Mr Ibrahim Tanko Amidu.  

President Mahama said the inauguration of the Committee was not just another event on the national calendar and that it was a moment of deep reflection on how far Ghanaians had come as a nation and the reaffirmation of their collective commitment to shaping a future that truly reflects the aspirations of the Ghanaian people.   

The President noted that for over three decades, the 1992 Constitution had been the foundation of Ghana’s democracy; adding that it had guided Ghanaians through periods of growth and challenge, securing their rights and freedoms while ensuring peaceful transitions of power.   

He reiterated that it had given Ghanaians stability, resilience, and hope.   

“Those who frame this document can look back with pride, knowing that their vision has not only endured but has become the backbone of our nation’s progress,” the President said.  

“And I say kudos to all the ordinary men and women who gathered at that time to produce this document. Yet as with all living things, our Constitution must evolve”.  

President Mahama said former Chief Justice Ernest Nee Pobee Sowah in a landmark ruling, “Tuffour vs Attorney-General, described the nation’s “Constitution as a living organism”, a sentiment that reminds Ghanaians that the strength of any democracy lies in its ability to adapt.  

He said over the years, Ghanaians had seen gaps, ambiguities, and challenges that demand attention; declaring that the world had changed, and so, too must the legal framework that governs Ghanaians.   

President Mahama said the call for constitutional reform was not an admission of failure, but an acknowledgement of the progress, a recognition that Ghana’s democracy must be dynamic, responsive, and ever attuned to the needs of her people.  

“This is not the first time we have sought to refine our Constitution,” he stated.  

On this day, we honor the foresight of His Excellency President John Evans Atta Mills, who in 2010 established the Constitutional Review Commission, led by Professor Albert Fiadjo.”  

He said more recently, in 2023, former President Nana Addo Dankwa Akofo-Addo established the Constitutional Review Consultative Committee, chaired by Mrs   

Clara Beeri Kasser-Tee, whose findings were submitted last year, in December 2024.   

President Mahama said these initiatives reflect a long-standing national desire to refine the nation’s governance structures, and today they must take the next bold step on that journey.   

“The task before you is critical. You are not just reviewing reports and proposing amendments. You are helping to shape the future of our DNA in Ghana,” the President said.  

“Your mandate is to carefully examine past recommendations, identify necessary changes, and create a clear roadmap that will finally lead to meaningful constitutional amendments.”  

He said this process must not become another chapter in the history of unfulfilled reform efforts; stating that it must be a turning point, a moment when Ghana moves decisively from discussion to action.   

“I understand the weight of responsibility that comes with this task, and I assure you that your work will not be in vain. This will not be an exercise in futility,” he said.  

“We are determined to see this process through and have every confidence in your ability to deliver results that will serve both the present and future generation of Ghanaians.”  

He said, he takes great pride in the composition of the Committee and that they had not been chosen out of political consideration, but for their integrity, expertise, and commitment to Ghana’s progress.   

“This exercise is not about any political party. It is about Ghana. It is about ensuring that our constitution reflects the values, hopes, and dreams of every Ghanaian, regardless of their background or affiliation.”  

Prof. Henry Kwasi Prempeh, Chairman of the Constitutional Review Committee, on behalf of the Committee thanked the President for the honour done them.  

He said the President’s commitment to the Constitutional Reform Agenda was a critical component of his pledge to reset governance in Ghana’s Fourth Republic.   

“On our part, my members and I also pledge that we will return the trust with equal sincerity and seriousness and will pursue our task with the sole aim of bettering the fortunes of our people, setting us on a course of progress and development, and helping you, Mr President, to fulfill the pledge that you have made.”  

Dr Dominic Akurutinga Ayine, the Attorney-General and Minister of Justice, reminded Members of the Constitutional Review Committee that the President invested a lot of hope in their capabilities, experience, and commitment to the service of the nation.  

He appealed to them within the next six months to produce a result that was satisfactory to the President and to Ghanaians.

Private legal practitioner Martin Kpebu has commended Attorney General Dr. Dominic Ayine for withdrawing the ambulance case against Minister of Finance Dr. Cassiel Ato Forson and businessman Richard Jakpa.

According to Kpebu, Dr. Ayine’s decision has spared the nation further embarrassment.

In an interview with Accra-based Adom FM’s Dwaso Nsem on January 30, 2025, which was monitored by GhanaWeb, Kpebu stated that the withdrawal was long overdue, especially after the alleged leaked tape between Jakpa and former Attorney General Godfred Dame surfaced.

Martin Kpebu, who is also a member of the Operation Recover All Loot (ORAL) Committee, expressed enthusiasm about the new development.

He said, “I applaud the Attorney General for saving us from this great embarrassment. The High Court should have struck out the case immediately after the tape leaked.”

Kpebu further criticised Godfred Dame, former President Akufo-Addo, and Ken Ofori-Atta over the leaked tape, calling them a “disgrace” to Ghana.

He also accused Godfred Dame of unfairly targeting individuals, like ACP Benjamin Agordzo, who was linked to an alleged coup plot.

“We must not condone this act in any way, especially when someone tries to convince a witness in a case to lie. Godfred Dame, Akufo-Addo, and Ken Ofori-Atta have been a disgrace to Ghana, and now we see their end. Clearly, you don’t do that.”

“That is the same thing Godfred Dame did to ACP Agordzo. He wasn’t part of the coup plotting, yet Godfred Dame forcefully added him to make the case bigger. Luckily, I was with Agordzo, so he heard it himself. All these things are a disgrace to our justice system,” he said.

On Wednesday, January 29, 2025, the Attorney General and Minister of Justice, Dominic Akuritinga Ayine, withdrew an appeal initiated by his predecessor, Godfred Yeboah Dame, against a Court of Appeal ruling that acquitted and discharged Ato Forson and Richard Jakpa of charges related to causing financial loss to the state.

In a Notice of Abandonment of Appeal dated January 23, 2025, Dr. Ayine stated that the state had decided not to pursue the matter any further.

“Please take notice that the Republic, having previously served notice of appeal against the judgment delivered by the Court of Appeal on July 30, 2024, hereby gives notice that it does not intend to prosecute the appeal further and abandons all proceedings related to this matter from the date of this notice,” he stated.

Exit of junta-led states bad for ECOWAS integration – Antwi-Danso

Accra, Jan. 30, GNA – Dr Vladimir Antwi-Danso, security and international relations expert, says the exit of three junta-led states from the West Africa bloc would undermine the integration of the region. 

The former Dean and Director of Academic Affairs of the Ghana Armed Forces Command and Staff College said the formal exit of Niger, Mali, and Burkina Faso from the Economic Community of West African States (ECOWAS) would make it “very difficult” for economic unification. 

In an interview with the Ghana News Agency, Dr Antwi-Danso said the breakaway of the military-led states would also hamper security cooperation and the fight against rising insurgency in the region. 

“ECOWAS will be 50-years old this year and unfortunately we are nowhere near the integration kingdom, and if this thing happens to us in the middle of the way, it makes it more difficult to achieve regional integration,” he said. 

ECOWAS on Wednesday announced the formal exit of junta-led Mali, Burkina Faso and Niger from the bloc following their withdrawal last year. 

“The withdrawal of Burkina Faso, the Republic of Mali and Republic of Niger has become effective today, 29th January 2025,” the ECOWAS said in a statement. 

The statement said the doors of ECOWAS were open to the junta-led states and encouraged member nations to continue to accord the trio their membership privileges, including free movement within the region with an ECOWAS passport. 

The West Africa region witnessed successive military takeovers in the past five years, prompting the 15-member regional bloc to withdraw the membership of those States among other sanctions. 

Dr Antwi-Danso said the exit was avoidable and criticised ECOWAS for failing to use diplomatic channels to address the military takeovers. 

He said ECOWAS’ adoption of threats in a bid to compel the junta leaders to return to democratic rule “provoked” the junta and marred the peaceful resolution of the standoff. 

“We could have handled them using diplomacy instead of threats. Instead, we used the wrong methodology in trying to help them to return to normalcy.” Dr Antwi-Danso said. 

The security and international relations expert however applauded ECOWAS’ decision to leave her doors open to the juntas and proposed that the bloc could use trade to persuade the breakaway states to rescind their decision. 

“It is a better approach and it shows that ECOWAS is biting the humble pie. The juntas are now united and there is no need to threaten them.” Dr Antwi-Danso said.

The timely arrival of the Koforidua Municipal Fire engine and the swiftness of detailed personnel prevented what could have been a disaster when the stabiliser affixed to the Automated Teller Machine belonging to Absa Bank caught fire at the Star Oil filling station at the Poly traffic in Koforidua.

A customer Mfodjour Frederick who visited the fuel station to buy fuel noted smoke emanating from a structure where the ATM had been installed.

He then drew the attention of the pump attendants who called the fire service and the bankers from Absa.

The fight fighters who arrived on time asked workers at the fuel station to put off all electrical gadgets before they entered the structure to bring out the stabiliser which was still in flames before putting it off in the open.

The personnel after extinguishing the fire, commended the staff of the fuel station for reaching out to them on time.

Ghana will not withdraw from Paris Agreement

Accra, Jan. 30, GNA – Mr Ibrahim Murtala Mohammed, Minister of Environment, Science and Technology (MEST) designate, says Ghana will not withdraw from the Paris Agreement (PA). 

The PA is an accord, by nearly 200 leaders, to prevent global temperatures from rising more than 1.5 degrees. 

“Ghana will not pull out of the Paris Agreement because climate change impact is real, impacting on all aspects of development and it is important, we take steps to mitigate its causes, adapt and build resilience especially at the local communities,” he told the parliamentary Appointment Committee on Thursday. 

Mr Mohammed’s comment was within the context of the United States of America (USA) withdrawal from the PA under President Donald Trump, arguing that such agreements “do not reflect our country’s values or our contributions to the pursuit of economic and environmental objectives” and “unfairly burden the United States”. 

The Minister designate, however, noted that the country would through the Ministry of Foreign Affairs continue to engage the USA on funding mechanisms.   

He said Ghana was benefiting from financial mechanisms, including the carbon market, a system that allows countries and companies to trade emissions allowances to reduce greenhouse gas emissions under Article 6 of the PA. 

“I will support the carbon market office because the country can generate revenue, create jobs and bring in innovation and technology,” he said. 

Responding to his vision to deal with illegal mining, Mr Mohammed while acknowledging that vast biodiverse forests and water bodies had been degraded and polluted, “My first approach is to conduct a national audit of destruction and collaborate with relevant bodies to ensure compliance.” 

“We will institute an initiative called, One child One tree, and support farmers to regenerate degraded farmlands. School children will be encouraged to plant and nature a tree to help increase the tree stock,” he said. 

He noted that the Ministry might set up an environmental task force and courts to deal with nature crimes, which included illegal mining, encroachment of Ramsar sites, noise and air pollution.  

The Ministry, he said, would work with stakeholders to re-introduce waste separation to help deal with solid waste, especially plastics. 

Mr Mohammed said one of his foci would be to support renewable energy to increase its contribution to energy generation and reduce the rising emissions.

President John Dramani Mahama is committed to expanding access to electricity nationwide, his acting spokesperson, Felix Kwakye Ofosu has told the media.

The minister-designate, who was speaking after an energy summit in Tanzania said African leaders had met to “discuss ways of extending access to energy to underserved areas within Africa”.

The high-level meeting of the heads of state follows a previous summit of Energy Ministers on the continent.

During President Mahama’s address to his counterparts, Kwakye Ofosu disclosed that he “shared strategies to get the nation out of perennial energy problem” and advised the gathering on how “missteps” in the area of energy security can be avoided.

“He then reiterated Ghana’s commitment to ensuring that many more of our citizens get access to electricity,” the presidential spokesperson said of his boss.

“At the moment, Ghana has electricity access of about 83% which is one of the highest on the continent,” he stated.

He said the data revealed by some countries at the summit pointed out very low electricity access levels relative to Ghana’s situation.

“It shows that Ghana is streets ahead of many of its contemporaries but more needs to be done to ensure that many more of our citizens have access to electricity,” he said.

According to the Energy Commission, hydropower continues to be the leading source of electricity generation in Ghana.

President Mahama has been out of the country on international duty since the week began. He has been in Kenya where he engaged President Ruto and subsequently other African heads of state during a summit.

The Managing Director of the Produce Buying Company (PBC), Kwaku Nkansah, has stated that he will not be a pushover despite the change of government.

In an interview on Asempa FM’s Ekosii Sen, Mr. Nkansah made it clear that he will not exit his position simply because the National Democratic Congress (NDC) is now in power.

According to him, he will only leave office after receiving a formal letter from President John Mahama regarding the revocation of his appointment.

“I am still the PBC Managing Director, and there is no doubt I will be removed when there is a change of government, but I’m bound by an exit clause which must be a guide. If the new government wants to pay compensation or not, that is fair,” Mr. Nkansah explained.

“So until I receive a formal letter, I won’t just leave because there is still work to be done at PBC. I won’t be intimidated by forced acts,” he added.

His comments come after an attack on his residence on the morning of Thursday, January 25, by individuals believed to be NDC supporters.

Mr. Nkansah revealed that the attackers made off with his official vehicle, severely beat his grandchild, and locked several parts of the house.

The acting Chief Executive Officer (CEO) of the Ghana Shippers Authority (GSA), Professor Ransford Gyampo, has stated that neutrality is not an option when one is tasked with addressing wrongdoing within the system.

In a Facebook post made shortly after President John Mahama appointed him as the CEO of the GSA, he emphasized the importance of taking a stand against wrongdoing, stating, “There can be no neutrality when one is tasked with helping to right what is wrong in the service of the nation.”

Professor Gyampo expressed his gratitude to President John Mahama for his appointment as acting CEO of the Ghana Shippers Authority, stating, “Thank you, Prez Mahama, and humbled by the many congratulatory texts. I’ll serve Ghana.”

Constitutional review process not a partisan initiative

President John Dramani Mahama has emphasized that the constitutional review process is a national responsibility aimed at strengthening Ghana’s governance framework, rather than a partisan initiative.

Speaking at the inauguration of the Constitution Review Committee, on January 30, President Mahama underscored the need for collective effort and unity in reshaping the country’s legal framework.

“This exercise is not about any political party. It is about Ghana. It is about ensuring that our Constitution reflects the values, hopes, and dreams of every Ghanaian, regardless of their background or affiliation.”

Mr Mahama reaffirmed his commitment to seeing the constitutional amendments through, stressing that previous efforts must not go to waste.

Acknowledging the work of past administrations, Mahama commended former Presidents John Evans Atta Mills and Nana Akufo-Addo for initiating review processes in 2010 and 2023, respectively.

He urged the committee to engage extensively with citizens to ensure the revised constitution aligns with the aspirations of all Ghanaians.

Profile of Professor Kobby Mensah

Professor Kobby Mensah is a leading expert in tourism marketing and an Associate Professor at the University of Ghana Business School.

He is currently an associate member of the Chartered Institute of Marketing, UK, and a member of the Political Marketing Specialist Group (PMSG) coordinating the Ghana Political Marketing Group (Ghana PMG).

He is a highly motivated, research-orientated academic who believes in evidence-led, hands-on, and collaborative teaching and research.

He has a profound interest in the organisation and management of modern political and social institutions under the disciplines of political marketing and branding and destination marketing and branding.

Hence, he explores the world of political marketing and destination marketing, their development in Western democracies, and how these paradigms are taking shape in Africa.

Samuel Nartey George, the Minister of Communications, Digitalisation, and Innovation-designate, has pledged to reintroduce the Anti-LGBTQ+ Bill in the 9th Parliament.

During his vetting by the Appointments Committee on Thursday, January 30, Sam George reiterated his staunch opposition to LGBTQ+ activities, emphasising that the bill is crucial for preserving Ghanaian cultural values and societal norms.

“This is a matter of principle and national interest. The Anti-Gay Bill is not about discrimination, but about preserving our moral and cultural values as a country,” he explained.

He argued that while Ghana upholds human rights, some practices do not align with the nation’s traditions and beliefs.

Sam George is confident that the bill will gain widespread support from both Parliament and the general populace.

“The people of Ghana have spoken clearly on this issue, and as their representative, I will ensure that their voice is heard,” he added.

Sam George added that he is committed to collaborating with Parliament and key stakeholders to push for the bill’s passage, underscoring his commitment to defending Ghanaian societal values.

Anas instructed to testify without mask

The Court of Appeal has instructed Investigative Journalist Anas Aremeyaw Anas to remove his mask before testifying as a witness in the case in which former GFA President, Kwasi Nyantakyi, and one other are facing criminal charges.

This was a unanimous decision of the Court of Appeal which reversed an earlier ruling of the trial at the High Court on May 17, 2023, where Anas was ordered to unmask to the accused in chambers before testifying with the mask in open court.

The Panel chaired by Justice Anthony Oppong with Justice Kweku Tawiah Ackaah-Boafo and Justice Aboagye Tandoh as other members quashed the High Court ruling and ordered Anas to remove his mask when testifying.

The Court concluded that the Republic appeal should be dismissed entirely, as the court below did not have jurisdiction to make the orders issued on May 17, 2023.

According to the orders of the Court of Appeal, “the 1st Respondent’s (Nyantakyi’s) appeal succeeds,” and “Anas must remove his mask when testifying”.

The High Court per its ruling on May 17, 2023, following an application from the prosecution for Anas to testify in-camera, granted the request but on grounds that Anas first unmasked to Nyantakyi in Chambers before testifying.

The prosecution and defence disagreed with the outcome of the High Court ruling and the Prosecution filed an appeal at the Court of Appeal.

A member of the panel, Justice Kweku Tawiah Ackaah-Boafo who wrote the lead judgement said, the physical presence of an unmasked witness is emphasized as essential for credibility assessments and, in cases where identity is contested, for confirming the witness’s identity.

He explained that, the adversarial nature of the criminal justice system relies on face-to-face confrontation, which is a fundamental right of the accused.

“Denying this right, particularly when the witness is the accuser, weakens the defence and the overall fairness of the trial,” the Court said.

The Court added that, the fairness of a trial must consider both the rights of the accused and the welfare of witnesses, ensuring accurate verdicts while upholding dignity.

While acknowledging the Republic’s argument that the order requiring Anas to reveal his face in chambers before testifying could endanger his life, the Court held that the Prosecution “failed to substantiate this claim with evidence and found that the security concerns highlighted by the State could be managed through existing judicial controls.”

It is the evaluation of the Court that, the argument that Anas’ exposure could endanger him due to the unresolved murder of Ahmed Suale was more emotional than factual.

“There was no evidence linking the Respondents to Suale’s death, and constitutional rights cannot be overridden without verifiable proof,” the Court held.

It explained that, “unlike an accused person’s right to a fair trial, a witness covering their face is not an inherent constitutional right,” while pointing an earlier Supreme Court decision, prioritizing constitutional provisions.

The Court though acknowledging the Prosecution’s argument that Anas’s safety would be jeopardized if his identity were exposed, it disagreed, “making references to Anas’s own statement in the case record, where he is identified as both an “Investigative Journalist” and a ‘Lawyer.’”

The Court said, this indication means that that Anas “is known to many people, including peers and classmates, and thus the claim about the danger of him being seen in court was exaggerated and lacked merit.”

Charges

The former GFA president was charged with fraud and corruption over his involvement in Anas Aremeyaw Anas’ investigative exposé, Number 12.

Mr. Nyantakyi, who is also facing the charge of conspiracy to commit fraud with the former Northern Regional representative of the GFA, Abdulai Alhassan, has pleaded not guilty.
The two football administrators have been admitted to their previous bail sum of GH₵1 million each with three sureties, to be justified. They are also required to report to the case investigator until the final determination of the case.

Background

The embattled former GFA president, Nyantakyi, came under heavy criticism after the content of Anas Aremeyaw Anas’ investigative piece entitled Number 12 was aired in Ghana on June 6, 2018.
The video captured Nyantakyi allegedly taking $65,000 (approximately £48,000) from an undercover reporter pretending to be a businessman.

The video, among other things, also captured top officials of the football association, including its president, Nyantakyi, allegedly taking bribes to influence the invitation of players to the national team, to influence the duration of playing time offered to some players, and to influence the selection of unfit players and referees to participate in games.

Number 12 also exposed more than 100 referees allegedly taking bribes to manipulate the outcome of games in favor of certain teams.

Following the first screening of the video, which attracted more than 3,000 people, many called for the complete dissolution of the Ghana Football Association (GFA) and the immediate resignation of its embattled president, Kwesi Nyantakyi.

Nyantakyi, who was also the first vice president of the Confederation of African Football (CAF), eventually resigned from all football-related positions shortly after the video was aired.

FIFA subsequently suspended Kwasi Nyantakyi and later banned him for life.

Parliament approves Dr Omane Boamah as Minister of Defence

Parliament has approved Dr Edward Omane Boamah as Minister of Defence following his vetting by the Appointments Committee.

The approval came after the Committee’s recommendation report was presented by Majority Leader Mahama Ayariga, in line with Article 78(1) of the 1992 Constitution and Standing Order 217.

The report endorsed Dr Omane Boamah’s appointment, citing a consensus among committee members.

Parliament debated the motion for the approval of the nominee on Thursday, January 30, 2025.

The Minority Leader Alexander Afenyo-Markin seconded the motion, stating that government business must proceed and that the Defence Ministry is a critical ministry which needs a minister.

Speaker Alban Sumana Bagbin presided over the session, where both Majority and Minority members acknowledged the nominee’s competence.

Following extensive deliberations, Parliament confirmed Dr Omane Boamah’s appointment.

The Minister of Communications, Digitalisation, and Innovation-designate, Samuel Nartey George, has warned that Mobile Network Operators (MNOs) that fail to meet the required quality standards will face financial penalties.

Speaking during his vetting by the Appointments Committee on Thursday, January 30, 2025, Sam George emphasised his commitment to ensuring that telecommunications companies provide reliable and efficient services to Ghanaians.

He stressed that while the government would support MNOs in improving their infrastructure, there would be consequences for substandard service delivery.

“I will not be a minister who is afraid to impose fines when MNOs fail to provide the required quality of services, even as we support them in doing so,” he stated.

He reaffirmed his determination to hold service providers accountable while fostering an environment that promotes technological advancement and innovation in the country’s digital sector.

Ghana Football Association (GFA) Executive Council Member, Oduro Sarfo, has stated that the GFA will not succumb to public pressure to sack Otto Addo.

He referenced the FA’s past disputes with former manager, Milovan Rajevac, who was dismissed following public outcry, and the subsequent legal battle that forced the association to compensate him.

Speaking in an interview with Guide Radio, Sarfo emphasised that for this reason, the FA will not sack a manager based solely on public dissatisfaction.

“Milovan took us to CAS, and we were ordered to pay him. We paid him, and only $14 was left, yet he still chased us for it. At the time, we believed we had seen progress in Cameroon, but the public insisted, ‘No, sack him.’ The pressure was put on us, and we did.

“We will not allow anybody to pressure us into sacking a coach. We have seen coaches struggle in their first two years but excel in the third,” he said.

Explaining why the FA decided to retain Otto Addo, Sarfo noted that the manager still has one more objective to fulfil, adding that the current timeframe does not favour appointing a new coach.

“We gave this young man a job — to qualify for the AFCON and the World Cup. Now, at this stage, who should take over? How many months are left? A new coach who doesn’t know the players? This has been our pattern, and we are not getting results,” he explained.

Otto Addo’s future was in doubt after failing to secure Ghana’s qualification for the 2025 Africa Cup of Nations.

ENA, Charter One Strengthen Advocacy Against Child Labour

In an effort to eradicate the increasing cases of child labour in the country, Engage Now Africa (ENA) in collaboration with Charter One held a stakeholder’s consultation in Pediatorkpe, Ada East District, to address child labour and exploitation, particularly in the fishing sector.

The engagement focused on identifying the challenges related to human trafficking and the worst forms of child exploitation, particularly vulnerable communities on Ada East Island.

For years now ENA through its initiative “End Modern Slavery programmes” has engaged institutions such as local government officials, NADMO, and the Ghana Education and Health Services in rescuing children of school-going age from being used for menial jobs.

Director of Engage Now Africa Mr. Afasi Komla in his statement mentioned that the organisation has been actively engaged with communities on the island through its End Modern Slavery programmes and various other initiatives.

“Through our consistent interactions and a recently conducted baseline survey, we have identified a pressing issue – the widespread involvement of children in the worst forms of child labour and other forms of exploitation,” he said.

Director of Student and Teacher Effectiveness, Brenda Plowman, expressed his commitment to actively participating in the programme emphasizing its importance in reducing child exploitation and improving school enrolment rates.

She stated that children deserve access to quality education, proper nutrition, and a safe environment to foster their development. She encouraged the community to actively participate and share ideas to ensure effective implementation and sustainability.

Brenda Plowman reiterated the significance of community involvement, emphasizing that trainers would be sourced locally and trained to ensure the project’s longevity.

The District Coordinating Director, Ada East Jerryson K. Ayih expressed enthusiasm for the initiative and pledged the Assembly’s full support to the project aimed at eradicating child labour and exploitation while increasing school enrolment rates.

Present at the consultation meeting included William Appiah Assemblyman, representatives from the National Disaster Management Organization (NADMO), Department of Social Welfare, Ghana Education Service, Ghana Health Service, Local community leaders, artisans, teachers, and PTA executives.
