The Speaker of Parliament, Alban Bagbin, has expressed his disappointment with the representation of females in the Cabinet of President John Dramani Mahama and the leadership of the House.
Speaking at a ceremony to commemorate International Women’s Day at Parliament, on Monday, March 10, 2025, the Speaker bemoaned the number of women in Cabinet and the committees of the House.
He was particularly unhappy that the Minister of Gender, Children and Social Protection (MGSP) was not in the Cabinet of Mahama.
The Speaker made these remarks while touching on the strides that the country has made with the passage of the Affirmative Action Law.
“We have tarried long in passing this law. Let us not apply the same wishy-washy attitude towards its implementation. I am not impressed with what I have seen so far in the positioning of women in the leadership of Parliament, committees of Parliament and appointments to ministerial positions.
“I am not impressed at all. Even the Ministry of Gender, Children and Social Protection is not a Cabinet ministry,” he said.
The Speaker went on to say that they would fight to ensure that the provisions of the Affirmative Action Law are adhered to, saying that “we will not accept anything below the statutory benchmark percentage.”
He said that the shares of appointments to positions stated in the law cannot be below the stated 30 percent.
“Let me use this opportunity to reiterate my earlier comment made on the floor of the House that I am determined to hold the government to account in making sure that the provisions of this act are totally implemented.
“And so I’m using this platform to call the attention of the government and all stakeholders to pay close attention to the provisions of the Act, particularly Section 14, which provides that, and I quote, ‘the President shall ensure the progressive achievement of the gender equity target set out in the First Schedule in making appointments to the following: a. ministerial positions; b. the Council of State; c. the independent constitutional bodies; d. governing bodies of State institutions; e. the public service; f. district assemblies; and g. any other office to which the President makes an appointment.’ (Section) 3 says ‘appointments under subsection 2 shall be in accordance with guidelines set out in the Third Schedule of the Bill.’”

A High Court in Accra has rescheduled the hearing of an application for bail on behalf of Daniel Asiedu, aka Sexy Don Don, the young man accused of robbing and killing the then Member of Parliament (MP) for Abuakwa North, the late JB Danquah-Adu.
This was after his lawyer, Yaw Dankwa told the court yesterday that he was yet to file the affidavit in support of the motion.
“I’m preparing the affidavit in support. I believe that by the next adjourned date, I would have filed and the Attorney General would have been served,” Mr. Dankwa told the court yesterday.
Justice Kizita Naa Koowa Quarshie, the presiding judge, adjourned the case to March 25, 2025, to hear the application.
The court is yet to empanel a jury for the retrial of the accused following a hung jury in the first trial.
Daniel Asiedu is set to face a retrial after a seven-member jury, on December 4, 2024, returned a 4:3 not guilty verdict on two charges of robbery and murder.
Four of the jurors found him not guilty for both robbery and murder, while the remaining three found him guilty for the two offences.
This resulted in a hung jury, thereby requiring a retrial by a new jury as demanded by section 286 of Act 30.
Daniel Asiedu was standing trial over the murder of the late MP at his residence at Shiashie, near East Legon on February 9, 2016.
The prosecution, led by Sefakor Batse, Principal State Attorney, called eight (8) witnesses in a bid to prove the guilt of the accused persons.
During the first trial, the court on July 18, 2022, admitted documents in which Daniel Asiedu admitted to stabbing the late MP during a confrontation when he went to his Shiashie residence with the intention to rob.
The accused, in a startling admission, demonstrated how he went into the late MP’s bedroom through his window in a robbery that led to his death.
The admission is contained in a video recorded during the interrogation of the accused, as well as videos of a reconstruction of the crime scene in the late MP’s house, and was admitted by an Accra High Court where the accused is standing trial for murder.
Daniel Asiedu, in his defence, denied the crime and claimed he had never been to the home of the MP until the day the police took him there for a reconstruction of the crime scene.
He even claimed his nickname is Gucci Young Star, and that Sexy Don Don was given to him by Dr. Akuffo Dampare after his arrest.
He stated that, all the things he said, including his confession, were said under duress because the police tortured him to say those things.

Speaking during a brief durbar held last week in the area to mark the 68th Independence Day Anniversary Dr. Kwainoe stressed the pivotal role education plays in national progress and pledged to make Ekumfi a model of excellence in Ghana.
The constituency-based event was held under the theme ‘Reflect; Review; and Reset Ghana–Transforming Education and Socioeconomic Development in Ekumfi.’
Dr. Kwainoe reflected on the sacrifices made by Ghana’s founding fathers and called for a renewed commitment to community development, particularly in the areas of education, health, and economic growth.
Dr. Kwainoe assured the audience that the government remains committed to improving the Free Senior High School (FSHS) policy, ensuring that it better serves students across the country.
To tackle the challenge of attracting qualified teachers to rural areas, Dr. Kwainoe announced a 20% incentive package for teachers posted to Ekumfi and other rural communities. This initiative aims to ensure that every child in Ekumfi has access to quality education, regardless of their location.
In addition, the MP revealed several key announcements aimed at further transforming education in Ekumfi. These included the construction of boarding facilities at Atta Mills and Akyin Senior High Schools (SHS), a new bus for Atta Mills SHS, and the establishment of Ekumfi TVET School.
Dr. Kwainoe also outlined plans for building teachers’ bungalows, instituting the Ekumfiman Teachers’ Award, and offering scholarship packages for brilliant students, as well as full scholarships for physically challenged students.
He announced the introduction of sporting activities and the creation of the Ekumfiman School League Table, which will rank schools based on their performance, with incentives for the top-performing institutions.
On the topic of Ekumfi’s socioeconomic transformation, Dr. Kwainoe emphasised that education is the cornerstone of social and economic progress. He outlined plans to generate job opportunities by establishing key industries, including a salt factory and agribusiness ventures.
He also underscored the importance of skills development through the proposed TVET/STEM school, which will empower youth to become entrepreneurs and innovators.
Addressing students directly, Dr. Kwainoe urged them to take their studies seriously and to strive for excellence. “Education is your passport to a better future,” he told them. To parents, he stressed the importance of supporting their children’s education and collaborating closely with teachers to ensure the success of the next generation.

The money was huge, and buying a Honda CRV had been on my mind for a while. I finally bought the car and decided to show it to my best friend, as he has been with me through both my toughest and happiest moments.
When I got to his house, he was genuinely excited because, as he always says, “What’s mine is also yours.”
He asked me to hand him the keys so he could drive, which I agreed to since he knows how to drive.
We drove around town, and during our ride, he met one of his lady friends.
The lady suggested we go to the beach, so she called another friend, and we all drove straight there.
I don’t know how to swim, so I stayed by the shore, letting the water touch my legs while my best friend took the two ladies into the water to swim. It was crowded, and I lost sight of them.
The next thing I heard was the ladies shouting his name.
One of the guys on the beach shouted that he had gone too far into the sea, and he might not make it back.
I didn’t know what to do. One of the ladies came out of the water crying, and I couldn’t hold back my emotions.
We stayed at the beach, hoping my friend would return.
We eventually reported the incident to the police, and that’s when I realised I needed to call his mother.
When I broke the news to her, she said a lot of things, including that she had warned her son to stop being friends with me because she believed I would use him for a money ritual.
I was shocked and heartbroken.
I’ve always supported her and treated her like my own mother. Why would she say such things about me?
I understand her pain, but I haven’t been able to drive my car since I got home. My friend was like a brother to me, and I had big plans for both of us.
I haven’t been the same since that day, and we haven’t received any updates from the police. Does that mean he is gone?
Is it my fault that we went to the beach? How can I be blamed for everything? I didn’t go into the water because I can’t swim, and they chose to go in. Why can’t his mother understand that?
The two ladies he went into the water with are out of town and have disappeared.
Now, I am left alone to face this situation. How can I defend myself now? I can’t stop thinking about my best friend. What should I do?

Dr. Ishmael Yamson, Chairman of the National Economic Dialogue, has advised the government to veer from the continuous imposition of taxes.
Speaking to the incessant addition of new taxes by successive governments in the past, during TV3’s ‘Hot Issues’ on March 9, 2025, he argued that over-taxation is counterproductive.
He stated that over burdening the same segment of society instead of widening the tax net and plugging leakages in the system stifles economic growth.
“You can’t keep increasing taxes on the same people and expect the economy to grow. We need to be disciplined in how we manage the resources we already have,” Dr. Yamson said.
He stressed that failure to plug leakages in the revenue collection systems coupled with the lack of fiscal discipline account for the economic challenges of the country.
“The problem is not that we don’t collect enough money. The problem is how we use it. If we were disciplined in spending and plugged all the revenue leakages, we wouldn’t need to keep imposing new taxes,” he emphasised.
He consequently called for the digitisation of revenue collection systems to ensure there’s a robust system to expose tax evasion by large businesses.
Ghana’s local currency, the cedi, has recorded marginal gains against major trading currencies, particularly the US dollar, at some forex bureaus.
In its daily update, the Central Bank noted that the cedi is trading at a buying price of GH¢15.53 and a selling price of GH¢15.54 to a dollar.
The British pound is being bought at GH¢20.03 and sold at GH¢20.05, while the euro trades at a buying price of GH¢16.83 and a selling price of GH¢16.84.
Checks by GhanaWeb Business on March 11, 2025, at 08:30 AM indicate that the cedi is trading at GH¢15.95 to the dollar, while the pound is trading at GH¢20.60 at some major forex bureaus across the country.
Additionally, the euro is trading at GH¢17.13 on the retail market.

Ransford, a 16-year-old footballer who was allegedly being sodomized by the coach of his club, Siano Soccer Academy, has passed away.
The alleged prime suspect is at large and has been declared wanted, according to the mother of the deceased child.
In a video sighted by GhanaWeb, the mother placed a GH¢5,000 bounty on the coach and pleaded with Ghanaians to assist her in seeking justice.
“The police took over the case but couldn’t help me. My child is dead. I plead with Ghanaians to help me. The coach is wanted, and there is GH¢5,000 reward for anyone who will assist in his arrest,” she said in a video shared by Sika Official on X (formerly Twitter)
Ransford spent his last days at the Komfo Anokye Teaching Hospitals, battling severe illness after suffering sexual abuse for the past three years.
Speaking on Oyerepa FM, the mother of the boy who joined the Amasaman-based soccer academy three years ago stated that she initially did not want to release her son to the club, having turned down the reputable WAFA Academy earlier.
She, however, reluctantly agreed to let the son join the team due to fear of sabotaging his son’s football career as many scouts had been impressed with his talent.
She now regrets her decision as the son has become a victim of sodomy by the coach who has been identified as Ibrahim Anyass.
“I was initially hesitant and didn’t want my son to leave home because of how he is. He’s someone who does not like eating and needs special attention, so I always wanted to be close to him. Eventually, I had to release him because I didn’t want to be accused of blocking my son’s path to success. He was taken to a team at Amasaman in Accra. For three years, I visited him periodically with food items until recently, when I fell ill.
“While I was unwell, I tried consistently to reach the coach, but he never answered any of my calls. After successive failures, I used someone’s phone to call the coach, and he picked this time around. I spoke to my son and told him that I had been unwell for some time. I also quizzed him on why he had never called me and he said their phones were seized.
“Two weeks later, I received information that my son was sick so I called the coach who downplayed the seriousness of the situation. As a mother, I was not okay with the situation, so I decided to visit the place and see things for myself. The coach had promised that my son was receiving healthcare, but I discovered that it wasn’t true. He only took him to the hospital on the eve of my visit.
“Immediately, I saw my son, I knew that he would be dead if I didn’t take any action within three days. So I forcefully brought back my son, and for the last three months, we’ve been moving from hospital to hospital. I thought he had been cursed, so I pressed him to tell me the truth about his situation. One day, he told me that he was sodomized by the coach. He immediately went into a coma after the confession, and for the past three months, he has been battling for his life. I haven’t slept since,” she narrated on Oyerepa FM.
Club’s action:
A day after the disturbing revelations, officials of the club visited Oyerepa FM to engage with the mother and host of the show.
The club has also issued a statement suspending the coach, pending further investigations.

Gen Muhoozi Kainerugaba described South Sudan’s President Salva Kiir as a brother
Uganda has deployed special forces to South Sudan’s capital, Juba, to help President Salva Kiir to “secure it”, Uganda’s military chief Gen Muhoozi Kainerugaba has said.
The move comes as tensions escalate between Kiir and his deputy Riek Machar, raising fears that their fragile peace deal could collapse and a conflict could resume.
Gen Kainerugaba did not give reasons for the deployment to the neighbouring state but said that any move against Kiir “is a declaration of war against Uganda”.
“We shall protect the entire territory of South Sudan like it was our own,” he added on the social media platform X.
South Sudan’s government has not yet commented on the deployment.
Concern about the security situation in South Sudan has been mounting, with the US on Saturday ordering the evacuation of all its non-emergency staff from the country.
Last week, the deputy chief of the army and two ministers – all allies of Machar – were arrested by the security forces, which an opposition spokesman called a “grave violation” of the peace deal.
One of the ministers has since been released.
The arrests followed clashes in the Upper Nile state between government forces and a militia known as the White Army.
It had fought alongside Machar during the civil war that broke out in 2013 following a power struggle between him and Kiir.
It led to heavy fighting in Juba, with Kiir accusing Machar of plotting a coup.
Machar denied the allegation, but South Sudan then plunged into a civil war that killed more than 400,000 people.
A 2018 power-sharing agreement between the two stopped the fighting, but key elements of the deal have not been implemented – including a new constitution, an election and the reunification of armed groups into a single army.

Emeritus Professor Kwasi Kwafo Adarkwa, former Vice Chancellor of the Kwame Nkrumah University of Science and Technology (KNUST), has emphasised the urgent need for universities to hire more faculty members to accommodate the influx of high school graduates from the Free Senior High School (SHS) programme.
Speaking on the impact of the free SHS policy on tertiary institutions during an interview on the Point of View on Channel One TV on Monday, Prof Adarkwa highlighted the challenges universities face and the necessary steps to address them.
“The first thing will be to hire a few more faculty members. I think in most of the colleges what they do is that they have broken, computer science for example a year ago or something they had about 600 students so what they do is that they have broken into two.”
“…So what it is that today the lecturer will teach the first group, the first batch, tomorrow it teaches the next batch. If you don’t do this you see the kids standing out of the windows taking notes and if a pressman picks this we are dead,” Prof. Adarkwa stated.
He further stressed the importance of supporting the free SHS policy while also providing the necessary funding for tertiary institutions to adapt to the increased number of students.
“So we will support or we need to support the free SHS policy but let’s also provide some funding for the institutions to get them begin to react to what is happening,” he added.

Dennis Miracles Aboagye, former Communications Director for the Bawumia Campaign Team, has assured supporters that the party is committed to rebuilding and coming back stronger after their recent election loss.
Despite losing the elections with approximately 41% of the vote and a gap of over 1.7 million votes, the team is determined to analyse the results and strengthen the party for future elections.
Aboagye stated on Eyewitness News on Citi FM on Monday, March 10, that “We lost the elections 41% thereabout. We lost with an over 1.7 million gap. What we are doing is to look into it and see how we would be able to build our party and make it stronger and be ready for the next elections.”
He emphasised that the entire party, from leadership to grassroots members, is united in their efforts to bounce back. Under the guidance of Dr. Mahamudu Bawumia, the party is focused on addressing the challenges and preparing for the next electoral battle.
“Be rest assured that everybody in the party across the length and breadth of this country understands this position of the party and under the direction of the leadership of this party with Dr. Mahamudu Bawumia playing a very crucial role in this aspect we are working to get back stronger. The Acting Managing Director of Ghana Water Limited (GWL), Mr Adam Mutawakilu, has embarked on a system-wide assessment tour of key water treatment plants in Accra to evaluate operational lapses and identify immediate solutions to boost production.
The visit follows management’s proactive recognition of critical challenges affecting water supply, and the need for urgent interventions to bridge the demand-supply gap and ensure efficient service delivery.
The tour, which included visits to the Weija Water Treatment Plant, the Kpong Water Treatment Plant, and the Accra Desalination Plant, was aimed at gaining first hand insight into the challenges hindering optimal water production.
A statement issued in Accra yesterday and signed by the Chief Manager, PR and Communications of the GWL, Stanley Mantey, stated
that Mr Mutawakilu engaged with plant engineers and operators to assess infrastructure conditions, technical constraints, and areas requiring urgent intervention.
“With Accra’s daily water demand estimated at 220 million gallons against a production capacity of only 130 million gallons, the city faces a significant shortfall of 90 million gallons.
Acknowledging this gap, the MD assures stakeholders that GWL was committed to enhancing operational efficiency, producing at optimum capacity, and deploying modern technology to improve supply.” he indicated.
Mr Mutawakilu stressed the need for swift action to address equipment maintenance issues, upgrade aging infrastructure and operational setbacks that hinder optimal production and stressed the need for immediate interventions, including system upgrades to enhance water availability for residents in the Greater Accra Metropolitan Area.
Accompanied by his team of Chief Managers and the Acting Deputy Managing Director in charge of operations, the MD assured that GWL’s dedication to implementing both short-term and long-term solutions to ensure that residents had access to a reliable and sustainable water supply was top priority.
In addition to the treatment plants, the GWL’s MD also visited the strategic installations, including the Mile 18 Central Workshop, where essential repairs and fabrication of huge pipes, pumps, and drainage systems are carried out and the Central tore when essential chemicals and other materials are kept.
The facility, the statement added, plays a crucial role in maintaining water infrastructure, and efforts are underway to provide the necessary resources to ensure the swift repair of old pumps and parts vital for improving Accra’s water supply.
Following the inspection, Mr Mutawakilu reaffirmed the Governments of H. E. John Dramani Mahamah’s vision for the Water Sector and GWL’s commitment to addressing production shortfalls by improving operational efficiency at the treatment plants and the central workshop,
The company, he stated, intends to implement targeted interventions to bridge the water supply gap and ensure that residents of Accra have access to a more consistent and reliable water supply.
As part of its long-term strategy, the MD noted that the company was considering the adoption of advanced water treatment technologies to improve efficiency and reduce water losses.
Additionally, he noted that plans were underway to rehabilitate aging infrastructure and expand existing treatment plants to boost production capacity in line with the growing population and industrial expansion.
Mr Mutawakilu further reiterated that while short-term measures would help alleviate immediate supply challenges, long-term investments in infrastructure and policy reforms were essential to ensuring water security for Accra and its surrounding areas.
Sanitation is one of the biggest problems facing the country
Actors in the Water, Sanitation, and Hygiene (WASH) sector have called on the government to provide strong financing in the sector in the 2025 Budget, which is to be presented on Tuesday, March 11, 2025, to help boost the sector’s performance.
The actors said that strong government financing toward the sector would critically bridge the gap in access to WASH services and achieve the Sustainable Development Goals (SDGs) on WASH by 2030.
“Without sustainable investments, Ghana risks failing to achieve universal access by 2030, further deepening inequalities and stalling economic growth,” the sector players said in a release signed by Ibrahim Musah, Head of Policy, Strategy, and Campaigns at WaterAid Ghana.
The release urged, therefore, that “As the government embarks on its ‘Resetting Ghana’ agenda, the upcoming national budget presents a critical opportunity to transform the WASH sector.”
The release reminded the government of the 2024 Election manifesto pledge by President John Dramani Mahama and the National Democratic Congress (NDC) to expand social services to promote equity and social justice, with a key focus on WASH, recognising it as a critical sector requiring political prioritisation and sustainable funding to catalyse progress in other areas of the Ghanaian economy.
According to the release, the NDC also showed further commitment to WASH by its endorsement of the WASH Manifesto prepared by the Coalition of NGOs in Water and Sanitation (CONIWAS) ahead of the 2024 Election.
It said this WASH Manifesto endorsed by the NDC and other political parties emphasized the need for increased financing and policy attention to achieve universal access to basic water and sanitation services by 2030.
“As the administration prepares to unveil its financial plan, stakeholders are keen to see how these commitments will translate into actionable policies and budgetary allocations, particularly in the WASH sector, to foster comprehensive national development,” the release urged.
The 2021 Population and Housing Census (PHC) Report by the Ghana Statistical Service (GSS) estimates water coverage to be 87.7 percent, albeit with serious inequalities in access between urban and rural areas, men and women, as well as boys and girls.
Sanitation coverage is still low, estimated to be around 25.3 percent, with both solid and liquid waste management situations in Ghana still very poor. Hygiene coverage is around 50 percent with debilitating challenges in promoting effective hand hygiene post-COVID-19.
The sector remains one of the least funded, receiving below one percent of government expenditure since 2016, with higher donor funding, which is unsustainable.
Estimates from the Ghana WASH Sector Development Programme indicate that the sector needs an investment of 1.7 billion U.S. dollars per annum up to 2030 for Ghana to achieve water, sanitation, and hygiene for all.
“To accelerate the achievement of SDG-6, the government of Ghana must increase investment in sanitation and hygiene at household, schools, and healthcare facility levels,” the release stressed.

The Institute of Economic Affairs (IEA) has outlined its key expectations for the 2025 Budget and Economic Policy, particularly emphasising fiscal consolidation, enhanced revenue generation and structural reforms in key sectors.
The budget, which finance minister Dr. Casiel Ato Forson will present today, has garnered much attention as stakeholders seek the new administration’s concrete steps toward tackling the prevailing high inflation, currency depreciation, and mounting debt that have undermined the modest growth recorded last year.
“The budget is expected to have a strong fiscal consolidation bias, which is necessary to restore macroeconomic stability and debt sustainability,” the IEA stated.
At the same time, it should “indicate a path to economic recovery anchored by a strong revenue mobilisation drive and rationalised and efficient expenditure strategy,” the institute added.
Strengthening revenue mobilisation
A major concern for the IEA is a persistently low tax revenue-to-GDP (Gross Domestic Product) ratio, which stands in the region of 13 percent; significantly below the 20-25 percent recorded by peer middle-income countries.
Nonetheless, the institute expressed support for the government’s decision to abolish the E-Levy, Covid Levy and Emissions Tax, describing them as “nuisance and/or obsolete taxes”.
However, it argued that the Betting Tax should be retained – albeit at a reduced rate of 5 percent rather than the current 10 percent, as it serves both “revenue and deterrence purposes”.
To offset revenue losses from tax cuts, which have been estimated at approximately GH¢6.4billion, IEA recommended an aggressive push to close tax loopholes including trade mis-invoicing, tax exemptions and property tax under-collection.
Additionally, it calls for the use of digitisation to widen the tax base and modernise tax administration.
“The tax system must be rid of complexity and multiplicity through simplification and reduction of rates, where necessary,” the institute stated.
IEA also proposed a windfall tax on super-profits earned by extractive industries, telecoms and banks, noting that such a tax is already in place in Australia, the UK, India, Italy, Hungary and the United States.
“Ghana should not be scared that imposing such a tax will drive away the companies. Many other countries are doing the same, so the companies have nowhere else to go,” it said.
Beyond taxation, the economic policy think-tank urged the government to renegotiate fiscal terms in natural resource contracts to ensure greater local benefits.
“The country needs to find extra resources for this purpose… Ghana does not have to seek extra resources from outside as it has traditionally done,” it noted, restating its position that value addition is the most ideal pathway to economic self-sufficiency.
Expenditure rationalisation, debt control
The IEA sees expenditure rationalisation as a critical component of fiscal consolidation. While acknowledging that some cuts are necessary, it warned against reductions that could harm essential sectors such as health, education and infrastructure.
Currently, capital expenditure (CAPEX) is less than four percent of GDP – a level the institute describes as inadequate.
“It is our expectation that the 2025 budget will mark the beginning of turning around budgetary allocations to capital expenditure. CAPEX should be progressively increased to at least 10 percent of GDP over the medium-term toward accelerating growth, fostering job creation and improving living standards,” the IEA stated.
The institute also expressed support for the proposed establishment of an Independent Value-for-Money Department (IVMD), which it estimates could save revenue equivalent to the entire CAPEX budget. It also backs efforts to build fiscal buffers, particularly through the Sinking Fund which the new administration has pledged to make “fully functional”.
Debt levels remain a concern despite recent restructuring efforts under the Domestic Debt Exchange Programme (DDEP), IEA noted.
While the programme reduced the public debt profile to around GH¢721 billion in the last official statement, the IEA warned that increased domestic borrowing could pose new risks.
“It will require the maintenance of a strong fiscal consolidation effort to keep public debt on the envisaged sustainable path. This in turn will require a strong revenue mobilisation effort along with expenditure rationalisation,” it said.
Sectoral reforms
In the energy sector, the IEA called for ring-fencing and gradually liquidating legacy debts while minimising further accumulation. It describes the Electricity Company of Ghana (ECG) as the “most inefficient institution in the energy value chain” – citing high distribution losses, outdated equipment and widespread power theft.
However, it opposes full privatisation of ECG… arguing instead for targetted outsourcing of certain operations and the introduction of strict Key Performance Indicators (KPIs) to improve efficiency.
For the cocoa sector, IEA highlighted the sharp production decline from 1.05 million tonnes in 2020/21 to 580,000 tonnes in 2023/24. It attributed this primarily to bureaucratic inefficiencies and political interference at the Ghana Cocoa Board (Cocobod), which has led to ballooning operational costs and indebtedness.
“As a priority, Cocobod needs to be restructured to reduce its huge costs,” the institute stated.
It also urged the government to increase local cocoa processing and offer competitive producer prices to discourage smuggling.
For the financial sector, the IEA calls for a phased recapitalisation plan for financial institutions, especially banks. This it wants supported by regulatory forbearance and an operational Financial Sector Support Facility (FSSF), as proposed by the IMF.
Monetary policy and exchange rate stability
Inflation remains elevated, standing at 23.1 percent as of February 2025; well above the Bank of Ghana’s (BoG’s) six to 12 percent target. While monetary policy has remained tight – with the policy rate only slightly reduced from 30 percent to 27 percent over two years – IEA argued that inflationary pressures stem largely from food prices, energy costs and exchange rate volatility.
It urged closer collaboration between the central bank and government agencies to directly tackle these supply-side factors.
Exchange rate instability remains another concern, with the cedi depreciating by 28 percent in 2023 and nearly 20 percent in 2024.
For this, the IEA outlined a five-pronged approach to stabilising the currency – viz export expansion and diversification, import substitution, increased local ownership of the economy, stronger foreign exchange reserves and stricter enforcement of forex market regulations.

General Brice Oligui Nguema speaks as he is inaugurated as interim President in Libreville, Gabon
Gabon junta leader, General Brice Oligui Nguema, will face three challengers in next month’s presidential election, according to the final list of candidates published on Sunday.
The country’s Minister of the Interior and Security, Hermann Immongault, told the press in Libreville that at the end of the 10-day period for submitting candidacies for the April 12 vote, four contenders were “deemed admissible” from a list of 23 bids received and examined by the National Organisation for the Coordination of Elections and Referendum (CNOCER).
Oligui’s challengers include the former Prime Minister Alain Claude Bilie by Nze, lawyer and tax inspector Joseph Lapensee Essingone and Dr Stephane Germain Iloko Boussengui, a former spokesperson for the Gabonese Democratic Party, the former ruling party.
The Interior minister did not give reasons for the rejection of the other 19 candidates, including Jean Remy Yama, who is backed by a coalition of four political parties and former vice president Pierre Claver Maganga Moussavou.
He said 34 other applicants had withdrawn their candidacy declarations from the CNOCER prior to the March 8 deadline.
According to the country’s electoral code, any person whose candidacy has been rejected may challenge the decision before the Constitutional Court within 72 hours.
Oligui, who led a coup to end 55-year rule of the Bongo dynasty in August 2023, had pledged to hand over power to civilian rule at the end of the transition period.
However, a new electoral code that sets the modalities for the vote adopted by the country’s interim parliament in January gave him the leverage to stand.
Filing his application in Libreville on Saturday, Oligui said he was not running under a political party but his newly created “The Builders Movement”—a platform open to political parties, trade unions and youth groups.
“There is no reason for me to create a party. Time does not allow us to do that, but like others I will go in as an independent candidate,” he told reporters after submitting his bid.
“I have set up a platform called ‘The Builders Movement’. Within this platform I invite associations, political parties, unions, youth, intellectual elite and all those who have supported me since the beginning of the transition to join this platform so that together we can build this country and move forward,” he said.
He said his request to give up his military general’s uniform during the election period – as required by procedure – had been approved by the Ministry of Defence.
Campaigns for the April 12 election begin on March 29. The election will officially end the military rule in the country since August 2023.

The Ashanti Regional Minister, Dr. Frank Amoakohene, has issued a stern warning to individuals involved in the theft of streetlights and their components, vowing to take decisive action against perpetrators.
His strong stance comes amid rising concerns over the frequent vandalism and theft of street lighting infrastructure, which has plunged several streets in Kumasi and other parts of the Ashanti Region into darkness, compromising both security and road safety.
Dr. Amoakohene made this declaration while addressing journalists after a tour of major roads in Kumasi to assess the state of malfunctioning streetlights.
The tour, which included key security officials and representatives from the Department of Urban Roads and the Electricity Company of Ghana (ECG), was aimed at identifying problematic areas and formulating solutions to restore adequate lighting to affected streets.
The Ashanti Region has witnessed an increase in the theft of streetlight components, particularly electrical cables and bulbs. These thefts, which often occur under the cover of darkness, have left many roads in a hazardous state, exposing pedestrians and motorists to potential accidents and criminal activities.
Dr. Amoakohene lamented the situation, stating that the theft of streetlight parts not only disrupts urban infrastructure but also places a financial burden on the government, which must repeatedly allocate resources for repairs and replacements.
The Regional Minister also disclosed that the issue of streetlight theft has been extensively discussed at the Regional Security Council (REGSEC), and strategic actions are being taken to apprehend those responsible.
“We are out to make sure that we curb this problem. So we fix the streetlights, people go in there and then take away the cables. The copper ones are prone to a lot of this thievery. So we are offering an aluminum option but even with that, we are still going to make sure that at least we get a scapegoat.
“And once we are able to do that, we will be very sure that the other criminals out there would take a cue that the laws of Ghana are at work and that the security agencies are up and doing.”

The Minister of Health, Kwabena Mintah Akandoh, has stated that the government currently lacks the financial resources to complete the stalled Agenda 111 hospital projects, a flagship initiative of the erstwhile New Patriotic Party (NPP) administration.
His comments have sparked fresh concerns over the future of the ambitious project, which was launched to enhance healthcare accessibility, particularly in underserved regions.
Akandoh attributed the funding shortfall to what he described as the failure of the NPP administration to allocate financial resources for the completion of the hospitals before leaving office.
Speaking to journalists on Monday, March 10, he lamented the initiative’s stalled progress and reiterated that the government does not have the necessary funds to continue work on the uncompleted facilities.
“When John Dramani Mahama was leaving office and there were some ongoing health projects, we left money behind. Once you are leaving behind the uncompleted project, you leave money for the completion. We don’t have a Pesewa as I speak to you now to finish these projects because there was no reliable and dedicated sources of funding.”
Agenda 111, launched in August 2021 under the NPP government, was designed to construct 111 hospitals across Ghana, including 101 district hospitals, six regional hospitals, two psychiatric hospitals, and the redevelopment of the Accra Psychiatric Hospital.
The initiative aimed to bridge gaps in healthcare delivery, particularly in districts without hospitals, and strengthen the country’s healthcare system.
Despite its ambitious scope, the project has faced significant delays due to financial constraints, land acquisition issues, and logistical challenges.
Initial projections estimated that each hospital would cost approximately $17 million, with an expected completion timeline of 18 months. However, nearly three years later, many of the projects remain incomplete or have barely progressed beyond the foundational stages.

Finance Minister to present the 2025 budget statement today
The Minister of Finance, Dr Casiel Ato Forson, will present the 2025 budget statement in Parliament today, Tuesday, March 11.
The government had assured of its commitment to economic stabilization and sustainable growth.
Speaking to the press after a recent cabinet meeting, Minister of Government Communications Felix Kwakye Ofosu assured Ghanaians that the government remains committed to fulfilling its social and economic promises.
The Constitution Review Committee (CRC) will commence its engagement with targeted stakeholders and the public from tomorrow, Wednesday, March 12, 2025, as part of the committee’s ongoing review process.
The engagement would be two fold: stakeholder consultations on key constitutional matters and open-ended discussions with the general public at various zonal locations across the country.
A release signed and issued by the Secretary to the committee, Dr Rainer Akumperigya, said to facilitate the targeted consultations, the committee is inviting written contributions from a wide range of stakeholders, including experts in particular areas, relevant public institutions, professional bodies, trade unions, civil society organisations, political parties and members of the public.
It said the consultations would focus on a variety of themes, and stakeholders are encouraged to submit their views by the following deadlines: Lands and Natural Resources and Decentralisation, Local Government and Chieftaincy: Submission by March 12.
Contributions
That of the Public Services and Enterprises will be on March 15, Executive Advisory Councils (Council of State, IGP, Police Service Council, Armed Forces Service Council, National Security Council), Independent Constitutional Bodies/Offices and Directive Principles of State Policy, Social and Economic Rights, NDPC and Political Parties submission will be on March 20.
The release said the rest were Political Branches (Executive and Legislature), the judiciary and other areas (Finance, Central Bank, Public Debt Management, Discretionary Power, Dual Citizenship, Amendment Procedure), which will also be on March 20.
In addition to targeted consultations, the committee will hold public engagement sessions in various regions, starting from April 7 to May 6, 2025 in Accra, Tamale, Bolgatanga, Wa, Kumasi, Takoradi, Cape Coast, Koforidua and Ho.
These sessions will provide an opportunity for Ghanaians to contribute their views on the constitutional review process.

The Director of Communications for the Bawumia Campaign Team, Dennis Miracles Aboagye, has dismissed allegations made by the former Communications Director of the governing New Patriotic Party (NPP), Yaw Adomako Baafi, that he was hoarding party funds meant for certain individuals, particularly the media.
According to Miracles Aboagye, Adomako Baafi’s claims stem from personal resentment, as he was never the Director of Finance and had no control over party funds.
Speaking in an interview on Asempa FM on March 10, 2025, Aboagye stated, “I was not the Director of Finance of the party, and I did not handle campaign funds. If campaign money was to be disbursed, it had to go through the Director of Finance.”
He further suggested that Baafi’s grievances were fueled by his dissatisfaction with his appointment as the Director of Communications.
“If someone dislikes you, no matter what you do, you can never impress them. Adomako Baafi was not happy with my appointment as Communications Director, so this reaction is expected,” he said.
Aboagye also hinted that Baafi might even have been hoping for the failure of the campaign just to justify his criticisms
“I even think he was wishing for our downfall so he can find an opportunity to say something,” he added.

Adomako Baafi alleged that while the National Democratic Congress (NDC) flagbearer, John Dramani Mahama, was paying his media team as much as GH¢1,000, the NPP’s communication budget was mismanaged.

A 24-year-old mobile money vendor, identified only as ‘Junior’, has allegedly been murdered in his one-room apartment at Kwadaso in the Ashanti region.
The unknown assailants are alleged to have bolted with an undisclosed amount of money.
The deceased, who runs his MoMo venture at the Kwadaso Onion Market, was found in a pool of blood in his room.
Eyewitnesses claim the deceased returned home Saturday night with a substantial amount of money, which they suspect might have exposed him to the attack.
“He mostly comes home with huge sums of money after closing from work,” said a neighbor. “He probably caught the attention of the robbers leading to his attack”.
The police have launched an investigation into the matter but no arrest has been made.
Last month, a 27-year-old MoMo vendor, Patricia Nimako, was also shot dead at Krofrom in Kumasi. The suspected armed robbers bolted with an amount of ten thousand Ghana cedis and mobile phones.
The process of police investigation to apprehend the suspects remains unknown.
For residents of Kwadaso, security beef up in the community will help ease their state of fear.
“We are currently in a state of fear and we are calling on the Ashanti regional police command to beef up security in Kwadaso,” said a resident.
In a bid to familiarise himself in the operations of the Driver and Vehicle Licensing Authority (DVLA), the Chief Executive Mr Julius Neequaye Kotey, embarked on a working visit to three operational satellite offices in Accra namely; Ultra Centre Spintex, 37 Office Satellite Station and the Ultra Centre Ring Road.
Apart from engaging the staff, the Chief Executive also interacted with officials of the Custom Division of the Ghana Revenue Authority and clients to understand their workflow, challenges and requests.

According to JoySports, information obtained from the Ghana Revenue Authority (GRA) after an inquiry revealed that a ‘used Hyundai County bus’ arrived with medium-sized mattresses and 15 packs of student mattresses.
It was noted that the 40 mattresses were stored in that particular container, which was not publicly disclosed despite circulating rumors.
The Institute of Economic Affairs (IEA) is urging the government to maintain the controversial Betting Tax, emphasizing its dual role in revenue generation and discouraging excessive gambling.
This appeal comes just hours before Finance Minister Dr. Cassiel Ato Forson presents the 2025 Budget in Parliament.
Despite the new administration’s pledge to scrap the Betting Tax alongside the E-Levy, COVID-19 Levy, and Emissions Tax, the IEA argues that the tax should remain—albeit at a reduced rate of 5% instead of the current 10%.
The debate over the Betting Tax comes at a critical time for Ghana’s economy, as revenue mobilization remains a major challenge.
In a statement issued on their expectations for the 2025 budget, the Institute explains that with a tax revenue-to-GDP ratio of just 13-14%, far below the 20-25% average of its middle-income peers, the country must explore innovative ways to widen its tax base and enhance collection efficiency.
To offset potential revenue losses from tax cuts, the IEA suggests plugging loopholes in the system, such as trade mis-invoicing, tax exemptions, and transfer pricing abuses. It also advocates for digitization to improve tax compliance and a more simplified tax structure to reduce evasion.
Additionally, it proposes the introduction of an e-commerce tax and a windfall tax on extractive industries, telecom companies, and banks that generate super-profits.
Despite these measures, the IEA warns that even with a stronger tax effort, Ghana’s small GDP—currently about GHS 1 trillion—limits the amount of revenue that can be generated domestically. It, therefore, calls for a renegotiation of fiscal terms in the natural resource sector to maximize state benefits, alongside value-addition strategies to boost long-term revenue streams.
However, with improved revenue collection, the IEA also warns that Ghana must take a more disciplined approach to spending. It notes that while cutting wasteful expenditure, the government must strike a balance to avoid harming essential sectors such as health, education, and infrastructure.
The IEA expects the 2025 Budget to mark a turning point by increasing capital expenditure (CAPEX), which has been cut to the bone at just 3-4% of GDP. It recommends progressively increasing CAPEX to at least 10% of GDP over the medium term to drive growth, create jobs, and improve living standards.
A key part of expenditure rationalization, the IEA argues, should be the establishment of an Independent Value-for-Money Department (IVMD), a proposal championed by President John Mahama.
The think tank estimates that addressing inefficiencies, diversions, and inflated costs through this department could save Ghana as much as 3-4% of GDP—equivalent to the entire current CAPEX budget.
Despite being one of Africa’s fastest-growing economies with an impressive 8% growth rate, Ghana finds itself ranked near the bottom of the continent’s economic transformation index, according to a recent report by the African Centre for Economic Transformation (ACET).
The report highlights a critical disconnect: Ghana’s growth, largely fuelled by extracting and exporting raw materials such as gold, oil and cocoa, has failed to generate sufficient jobs, increase incomes, or provide enough revenue for essential public services.
This growth-without-transformation model has left the country vulnerable to global market fluctuations, as evidenced by recent economic downturns triggered by China’s reduced demand for raw materials.
Speaking at the presentation of the report, the President of ACET, Mavis Owusu-Gyamfi, said true economic transformation required reinvesting profits from natural resources into building competitive industries that add value to these raw materials within Ghana’s borders.
She said Ghana must be known not just for cocoa, but for the best chocolate in the world.
She cited an example of the missed potential, including Ghanaian-designed wooden sunglasses that must be finished overseas due to high local production costs, and niche chocolate companies struggling to compete globally despite Ghana being one of the world’s top cocoa producers.
Similarly, local beauty products using cocoa and shea butter ingredients see their innovative formulations commercialised by foreign companies rather than domestic industries.
Lost opportunities
This pattern represents not just lost economic opportunities but a brain drain where Ghanaian creativity and innovation benefit other economies.
Mrs Owusu-Gyamfi said while the intellectual capital exists locally, high production costs and technological limitations force production overseas, resulting in a fragmented value chain that primarily benefits foreign markets.
The report also emphasises regional integration, noting that Ghana’s transformation strategy must consider its role within West Africa and the broader continent.
The ACET President highlighted the importance of collaboration and trade with other African countries to build continental competitive advantage.
The presentation comes as Ghana, like many African economies, faces significant headwinds from global economic uncertainty.
The report, which was released a day after the two-day National Economic Forum, argues that countries dependent on raw material exports suffer disproportionately during global downturns, while those with diversified, value-adding economies demonstrate greater resilience.
Ms Owusu-Gyamfi therefore challenged policymakers, business leaders and citizens to use this data to hold leadership accountable for implementing transformation strategies.

Following the development, there have been allegations that Samuel Nartey George masterminded the abrupt end of the show. Proponents of this view asserted that Sam George took that action because the National Democratic Congress could not stand the heat coming from Okatakyie Afrifa Mensah’s fact-based presentation and neck-pressing delivery.
Reacting to this assertion, Sam George refuted the allegations, stressing that he is focused on delivering a digitally inclusive and functional ecosystem for the people of Ghana. He slammed his critics for their unendless blames, adding that the pain of losing the 2024 general elections has clouded even logical minds to draw unnecessary conclusions.
The outspoken NDC legislator further cautioned members of the New Patriotic Party that such unnecessary criticism could cause them the 2028 presidential and parliamentary elections.
In a Facebook post, he wrote, “A certain Sam George seems to be more powerful than even he knows.
Even when they constipate, they blame Sam George. The pain of defeat has clouded even logical minds to believe that I lose sleep over someone’s attempt to be relevant.
I am focused on delivering a digitally inclusive and functional ecosystem for the people of Ghana. By the time you realise, we have reduced 38% to 14.5%.

A serious allegation has been made against the ruling National Democratic Congress (NDC), claiming they have a plan to remove veteran journalist and radio host Kwami Sefa Kayi from his position on Peace FM’s popular morning show, Kokrokoo. The accusation was made by P.K. Sarpong of the NPP on his Facebook page.
Sefa Kayi, who has been absent from the show for several weeks, is reportedly being forced out due to pressure from the ruling party. According to sources close to Despite Media Network, the management of the station allegedly reached an agreement with the NDC that requires Sefa Kayi to publicly apologize to the party on air in an effort to restore relations.
The controversy stems from past tensions between the NDC and Peace FM. In May 2020, the NDC, led by then-National Communications Officer Sammy Gyamfi, announced a boycott of Kokrokoo, accusing the host and producers of unfairness and bias in their choice of panelists. A major issue was the presence of Allotey Jacobs, a former NDC regional chairman, whom the party felt did not represent its views. The NDC’s request for a replacement was allegedly ignored, leading to their boycott of the show.
Reports suggest that under the alleged agreement, Sefa Kayi will not return as host until the NDC ends its boycott. Some sources claim the party intends to keep him off air for an extended period to demonstrate its influence over the media.
