The Country Managing Partner at Deloitte Ghana, Daniel Owusu, has revealed that while no new taxes were introduced in the government’s 2025 budget, some existing taxes have been increased and extended.
According to him, home-grown solutions are necessary to address the country’s fiscal challenges.
On Tuesday, March 11, 2025, the Minister of Finance, Dr. Cassiel Ato Forson, presented the 2025 Budget and Economic Policy of the government before lawmakers, announcing plans to abolish certain major taxes instituted by the previous administration.
Speaking to GhanaWeb Business on the sidelines of the 2025 Deloitte Economic Dialogue on March 17, 2025, Daniel Owusu noted that while the government’s approach did not involve introducing new taxes, the expansion and increase of existing ones would have a significant impact on businesses and consumers.
“One key point is that no new taxes were added, but you see that some taxes were extended and increased. So, where we are now, we have to find a home-grown solution,” he stated.
“We need to be able to generate the funding for the projects we want to embark on. We have been squeezed out of the world market now, so how do we do it? We need to find money from somewhere. The question is, is it business-friendly? We will have business-friendly taxes where the entire system and businesses can respond effectively,” he added.
The 2025 Deloitte Economic Dialogue brought together industry experts to analyze the implications of Ghana’s 2025 Budget and explore effective strategies for navigating the country’s evolving economic landscape.
The dialogue focused on key fiscal policies, tax reforms, and economic growth prospects, providing businesses and policymakers with insights to adapt to emerging challenges and opportunities.

The Acting Managing Director of the Ghana Publishing Company Limited, Nana Kwesi Boatey, has appealed to the Asantehene, Otumfuo Osei Tutu II, to allocate land in Kumasi for the establishment of a production line to serve the Ashanti Region.
Speaking during a courtesy call on the Asantehene at the Manhyia Palace, on Friday, March 14, Nana Kwesi Boatey highlighted the company’s recent transition to 24-hour operations.
He emphasized that setting up a production facility in Kumasi would significantly enhance their capacity and create more employment opportunities.
“We are pleading with Otumfuo to give us land to build our own office to start a big production line in Kumasi. Because all the publishing we do is done in Accra before it is brought to Kumasi. we have to get a production line here, so we can employ more people.
“By God’s grace, we are the 1st government company to start a 24-hour economy. We have doubled production since we started our 24-hour operations. So, I want to use this opportunity to call on Otumfuo to give us some land in order to build a production line,” he appealed.

A proposal by Minority Leader Alexander Afenyo-Markin for the establishment of a dedicated hospital for Members of Parliament (MPs) and the construction of a new parliamentary chamber has been met with opposition from the MP for Bawku Central and Majority Leader, Mahama Ayariga.
The issue came up during the swearing-in of the Parliamentary Service Board on Monday, March 17, where Afenyo-Markin suggested that lawmakers needed a specialized healthcare facility to cater to their medical needs.
He also reignited the debate on the construction of a new parliamentary chamber, arguing that both initiatives were necessary to improve the working conditions of MPs.
However, Mahama Ayariga rejected the proposals, citing Ghana’s struggling economy as a reason why such projects would be unjustifiable at this time.
He insisted that given the country’s pressing economic challenges, a new chamber and a hospital for MPs should not be considered priorities.
Afenyo-Markin’s renewed call for a new chamber revisited a controversial proposal first introduced in 2019.
At the time, the idea faced strong opposition from citizens and civil society groups, who argued that Parliament should focus on addressing critical national issues rather than pursuing self-serving infrastructure projects.

Accra, March 17, GNA – The Speaker of Parliament, Mr. Alban Bagbin, has expressed concern over the security of lawmakers and Parliamentary Service members, citing increasing incidents of attacks within the Parliamentary enclave.
He alleged that intruders who had previously entered Parliament’s premises and attacked members and staff, often escaped by scaling the perimeter wall into the surrounding forest.
“One of the challenges that need to be addressed is to secure the parliamentary enclave to ensure the safety of members and staff.
“This has been a worrying matter for parliament for some time now, we are actually insecure here. We are not safe,” Speaker Bagbin emphasised on Monday, at the inauguration of the Ninth Parliamentary Service Board in Parliament House, Accra.
With the Speaker as the Chairman of the Parliamentary Service Board, Mr. Ebenezer Ahumah Djietror, the Clerk to Parliament; Mr. Mahama Ayariga, Majority Leader; Mr. Alexander Kwamena Afenyo-Markin, Minority Leader; Madam Angela Oforiwa Alorwu-Tay, a Former National Democratic Congress Member of Parliament (MP) for Afadjato South and Mr. Mark Assibey Yeboah, a former New Patriotic Party MP for New Juaben South, are members.
While Mr. Bernard Ahiafor, First Deputy Speaker, and Mr. Andrew Amoako Asiamah, the Second Deputy Speaker are Co-opted members, Nana Tawiah, is the Secretary to the Board and is assisted by Mrs. Linda Boadu.
Mr. Bagbin noted that the strengthening of security within the precinct of Parliament was essential for the smooth functioning of the House.
He said: “We are not safe. Sometimes people can come in and attack us or staff and anytime there is an attempt to apprehend them, they scale over the wall and escape into the forest. This is vital for the functioning of Parliament. I believe the ninth board will work assiduously to make this a reality.”
“I will call on the leaders of the house to follow up on this matter. I urge the Majority Leader to prioritise efforts to enhance security measures within the precincts of the House,” he added.
Minority Leader, Mr. Alexander Afenyo-Markin proposed the establishment of a new Parliamentary chamber to enhance security, highlighting the need for new infrastructure that reflected the importance of the legislative arm of government.
“Mr. Speaker, indeed, when I visited the British Parliament, even within the chamber, there is enhanced security. Here in the public gallery, anybody at all can throw anything at an MP, and there is no security,” Mr. Afenyo-Markin stated.
However, Majority Leader, Mr. Mahama Ayariga rejected the proposal, citing the current financial crisis of the state as the reason.

A military officer has been reportedly shot to death by unidentified gunmen in Bawku in the Upper East Region.
The soldier from the 11 Mechanised Battalion, is said to have left his position not wearing his uniform and went to another place where he was attacked and shot by the gunmen.
According to a report by citinewsroom.com, the incident happened around the Kpalore-Avengo area of Bawku township on Monday, 17th March 2025.
Following the conflict’s resurgence in October 2024, many Bawku residents have been living in self-isolation.
Women and children have been among the approximately 75 persons slain since the war resurfaced.

President John Dramani Mahama, has announced the appointment of new Acting Service Chiefs for the Ghana Armed Forces (GAF).
The changes, which take effect on March 24, 2025, are pending consultation with the Council of State.
The newly appointed Acting Service Chiefs include Brigadier General William Agyapong as Acting Chief of the Defence Staff, Brigadier General Lawrence Kwaku Gbetanu as Acting Chief of Army Staff, Commodore Godwin Livinus Bessing as Acting Chief of Naval Staff, Air Commodore Eric Agyen-Frempong as Acting Chief of Air Staff, and Brigadier General Glover Ashong Annan as Acting Chief of Staff.
The announcement follows a meeting between President Mahama and the outgoing Service Chiefs, led by Chief of the Defence Staff General Thomas Oppong-Peprah, at the Flagstaff House earlier today.
During the meeting, the President expressed his gratitude to the outgoing leaders for their dedicated service to the nation.

Mrs. Patience Baffoe-Bonnie, the newly sworn-in Director-General of the Ghana Prisons Service, has reaffirmed her commitment to advancing the government’s vision for a modern and humane correctional system.
Speaking at her swearing-in ceremony at the Jubilee House on Monday, she pledged to drive reforms that align with the administration’s goals.
“This government’s mission for a progressive and humane prison system inspires us all, and I am committed to working tirelessly to realise this vision and to lead the next phase of modernization and retransformation of the Ghana Prisons Service,” she stated.
Baffoe-Bonnie’s appointment is part of a broader security sector restructuring, which also includes leadership changes at the Ghana National Fire Service (GNFS) and the Ghana Immigration Service (GIS).
However, the swearing-in ceremonies for Daniella Mawusi Ntow Sarpong, the acting Chief Fire Officer of the GNFS, and Samuel Basentale Amadu, the acting Comptroller-General of the GIS, have been postponed.
President Mahama explained that the delay is due to procedural differences in the appointment processes of the respective services. Their official inductions will take place once their service boards are fully constituted and their appointments are confirmed.
The restructuring aims to strengthen leadership and improve operational efficiency across Ghana’s key security institutions.
Professor Justice Tankebe, a criminology and criminal justice expert from the University of Cambridge, has expressed concern over the sharp drop in the conviction rate of police officers facing disciplinary action under former Inspector General of Police, Dr. George Akuffo Dampare.
Prof. Tankebe noted that the conviction rate fell from 17% in 2020 to just 7% in both 2021 and 2022.

The other appointments include: Brigadier General Lawrence Kwaku Gbetanu as Acting Chief of Army Staff; Commodore Godwin Livinus Bessing as Acting Chief of Naval Staff; Air Commodore Eric Agyen-Frempong as Acting Chief of Air Staff; and Brigadier General Glover Ashong Annan as Acting Chief of Staff.
A statement signed by Mr. Felix Kwakye Ofosu, Spokesperson to the President and Minister for Government Communications, on Monday, indicated that the appointments will take effect from March 24, 2025.
The statement noted that these appointments are pending consultation with the Council of State.
Earlier on Monday, the President met with the outgoing Service Chiefs, led by the Chief of the Defence Staff, General Thomas Oppong-Peprah, at the Flagstaff House.
“Mr Mahama thanked them for their dedicated service to the nation and assured them of his willingness to rely on their varied experiences and depth of knowledge to reset Ghana,” the statement added.
The Asantehene, Otumfuo Osei Tutu II, has questioned why the government does not assign its contracts to the Ghana Publishing Company Limited (GPCL).
During a visit by officials of the company to introduce its new Managing Director, Nana Kwasi Boatey, to the Asantehene on Monday, March 17, 2025, he expressed worry over subsequent governments’ under utilisation of the company despite its capacity to handle such tasks.
“I have followed Ghana Publishing Company since its inception, I wonder why the government doesn’t assign its printing contracts to the Ghana Publishing Company
Limited.
“You have the capacity to work on government contracts, so I would like you to position the company well through marketing to secure major contracts from the government, gain more recognition and expand your operations,” he stated.
The Ghana Publishing Company was established in 1965 to print and publish very high-quality books and stationery for educational institutions, government departments and the public at competitive prices.

Nigerian gospel singer, Peter Linus, better known by his stage name, PITA (Praise In This Age), has said that gospel music in Nigeria gets less support as compared to the support given to the genre in Ghana.
In an interview with Doreen Avio on Daybreak Hitz, PITA noted the differences between the two countries, expressing his admiration for Ghana’s supportive environment for gospel music.
“That’s one of the things I love about Ghana. Ghana is a country that really supports the gospel. In Nigeria, it’s a little bit different to get corporate sponsorship for gospel stuff because they keep saying it’s a secular nation; we don’t do this.
“But here, I see some brands put their names to gospel stuff for use in the gospel space. In Nigeria, it’s a challenge,” he said.
PITA also compared the playing of gospel music in Ghana and Nigeria, stating that Ghana plays more gospel music than Nigeria does.
“You guys play Christian music throughout the day; Nigeria does on Sunday; you wait for Sunday. And some stations (in Nigeria), they can’t wait, like once they play your music from 6 am to 8 o’clock, their bodies are shaking; they want to start playing their secular songs,” he said.
He called on gospel artistes and Christians in the industry to think about better ways to improve their work.
“Gospel artistes, Christians in the creative space, we need to put structures in what we do,” he stated.

Minority Leader in Parliament, Alexander Afenyo-Markin
The Minority Leader in Parliament, Alexander Kwamina Afenyo-Markin, has called for the establishment of a hospital for Parliament and for an improvement in security measures within the Chamber.
He pointed out the need of confidentiality in the healthcare needs of lawmakers, adding that many public officials seek medical treatment abroad at great costs.
Speaking in a video shared on X by JoyNews on March 17, 2025, the Minority Leader said, “Mr. Speaker, there are two things that I look forward to seeing happen in the Ninth Parliament. One, a hospital for Parliament. If it does happen in accordance with your vision, it will be a great milestone. We are a political class. Our health issues are to be known within certain confines because of confidentiality. And all people travel abroad at great costs for medical support. I believe if we are able to deal with this, it will help.”
Afenyo Markin further stressed on the importance of better security within the Chamber of Parliament.
Drawing comparisons to the British Parliament, he said that security in Ghana’s Parliament House is inadequate.
“Mr. Speaker, you’ve also talked about security. Indeed, when I visited the House – the British Parliament, the Commons, even within the Chamber, there is a hand security. Here in the public gallery, anybody at all can throw anything at a Member of Parliament and there is no security. Mr. Speaker, I am therefore looking forward to enhance security in the chamber and at least to depart from this old infrastructure, though it’s fit for purpose.
“We can begin a conversation for a new Chamber befitting of the legislative arm of government, without more. I shall thank you and assure you that we shall serve the board with all in us,” the Minority Leader stated.
The Director of Research at the Institute of Economic Affairs (IEA), Dr. John Kwakye, has backed the government’s decision to increase taxes in the mining sector, stating that the Growth and Sustainability Tax is outdated.
During the presentation of the 2025 Budget Statement on March 11, 2025, Minister of Finance Dr. Cassiel Ato Forson justified the tax increase as a measure to ensure Ghana benefits from rising global gold prices. He also proposed extending the sunset clause to 2028.
However, former Deputy Minister of Finance Mona Quartey has raised concerns over the government’s decision to increase the Growth and Sustainability Levy on mining companies from 1% to 3%, warning of its potential impact on the extractive sector.
“In 2024, we saw the extractive and oil industry making strong gains in terms of production, which is influenced not only by price but also by production costs, utilities, labor, and consumables within the sector.
“That is why I am somewhat concerned about the Growth and Sustainability Levy on the extractive industry increasing,” she said in an interview on Channel One TV on March 15, 2025.
Dr. Kwakye, however, proposed the introduction of a windfall tax of at least 10% on the mining sector.
“The fact is that the Growth and Sustainability Tax is obsolete, having been introduced in 2001 as a Fiscal Stability Tax. However, a higher tax on the mining sector is justified. Indeed, what is needed is a Super-profit or Windfall Tax of at least 10%,” he wrote on X on March 16, 2025.

The education of children in Dormaa Akwamu Methodist Basic School, located in the Dormaa East District of the Bono Region, has been severely disrupted following a fire outbreak.
With no replacement classrooms, both pupils and teachers are left with no choice but to conduct lessons outdoors, enduring the intense heat under trees that offer minimal protection from the sun.
School authorities are urgently appealing to government and stakeholders for support to reconstruct the classroom block, a critical step toward restoring a safe and effective learning.
Three months later, the school is yet to receive any form of support. In the meantime, classes are being held under trees—a temporary measure that presents serious challenges.
The relentless heat hampers both teaching and learning, making it extremely difficult for teachers to deliver lessons effectively. Pupils and teachers alike remain vulnerable to the elements.
A makeshift shed now serves as the staff office, where teachers mark pupils’ exercises and prepare lessons. The school urgently needs help to rebuild and provide a safe, conducive environment for education to continue.
Headmaster of the school, Datus Kwadwo Manu in an interview, disclosed that, ” We are going through a lot, teaching takes place under the trees so when the scorches we have to at times close.As the season approaches we will be closing most of the times.”
Mr. Manu appealed for support.
” We urgently need a new classroom to ensure effective teaching and learning.”
A teacher, Dorcas Mensah, shared her thoughts on the issue.
” We are going through a lot because there is always distraction from bicycles,tricycles. The sun also scorches on as.We are appealing to government and NGOs to come to our aid.”
Yvonne Owusua, a pupil, said, “We are facing immense challenges due to the destruction of our classroom. As a result, we are forced to hold our lessons under the trees. However, this makeshift arrangement poses a significant risk, as snakes often fall from the trees into our classroom.Furthermore, our whiteboard reflects harshly, making it difficult for us to write in our books.”
A pupil,Austin Kyereme Nyarko, said, “Due to the lack of a proper classroom, we are at the mercy of the weather. Whenever clouds gather, we are forced to abandon our lessons and head home. Similarly, when the sun beats down relentlessly, we suffer in the heat, sweating profusely.We have had to deal with the alarming presence of snakes, and unfortunately, we have had to kill three of them in our class alone .”
A concerned parent, Esther Frimpong, expressed her worries about the impact of these conditions on her child’s education.
“My child, along with many others, is struggling to cope with the aftermath of the devastating disaster that hit our school. The trauma and disruption caused by the disaster have resulted in my child becoming reluctant to attend school. I humbly appeal to the authorities to construct a new classroom block for the school.”

Sheikh Osman Nuhu Sharubutu (M) offering prayers for Ahmed Ibrahim (L)
The Minister of Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, has donated food items to the Muslim community ahead of the Eid-al-fitr celebration.
The minister, who was accompanied by the Chief Director and some officials from the ministry, first visited the office of the National Chief Imam and donated 50 bags of rice and 50 bags of sugar.
The minister’s next point of call was at the office of Ahlu-Sunnah, Ahmadiyya Muslim Mission and Shia Muslim community in Accra where he also made a similar donation of 20 bags of rice, 20 bags of sugar and an undisclosed sum of money to each of them.
Mr. Ibrahim said the gesture by government was a token to support Muslims, especially the less privileged during the month of Ramadan.
He said as a ministry that serves as an interface between the government and religious groups, it was important that he introduces himself to the leaders of the religious groups to seek their blessings before he starts work.
He said it was important for the country to continue to revere its leaders who could provide pieces of advice, especially to the youth, citing the example of the National Chief Imam who has transitioned through various governments; from the late President Jerry Rawlings to President John Mahama.
He said the office of the Chief Imam has become part of the country’s governance architecture, serving as office for institutional memory and religious co-existence.
He also hinted that the ministry will soon request representatives from the Muslim community as it works towards establishing a taskforce to organise and implement President’s Mahama’s proposal for a National Prayer and Thanksgiving Service.
The sector minister further assured the leadership of the Muslim community of his readiness to continuously work with them to help address some of the challenges facing the chieftaincy institution, while urging them to continuously promote religious tolerance, which has long been an asset for the country.
The National Chief Imam, Sheikh Osman Nuhu Sharubutu, in his response, expressed gratitude to officials from the ministry and prayed for God’s guidance and direction for the minister to succeed in his new role, while calling on Ghanaians to also pray for the President to achieve his vision for the country.
National Imam of the Ahlu-Sunnah Wal Jamaah, Sheikh Umar Ibrahim Imam, Head and Missionary in-charge of the Ahmadiyya Muslim Mission, Ghana, Alhaji Maulvi Noor Mohammed Bin Salih and the National Imam of the Shia Muslim community, Sheikh Abubakar Ahmad Kamaludeen also thanked the minister for the visit, having been appointed few weeks ago.
Sheikh Umar Ibrahim Imam of the Ahlu-Sunnah Wal Jamaah and Alhaji Maulvi Noor Mohammed Bin Salih of the Ahmadiyya Muslim Mission, who presented some Islamic books to the minister, also pledged to support and collaborate with him to achieve the vision of the Religious Ministry, which has now been aligned with the Local Government Ministry.

The outgoing Inspector General of Police, Dr George Akuffo Dampare, was not present when President John Dramani Mahama met with the heads of various state security institutions who have been relieved of their posts, on Monday, March 17, 2025.
In a post shared around 3 PM on Monday, the president specifically mentioned three out of the four security chiefs whom he has replaced following his election and inauguration.
“I am grateful to have met with outgoing service commanders Isaac Kofi Egyir (Prisons), Julius A. Kuunuor (Fire), and Kwame Asuah Takyi (Immigration) to express my sincere appreciation for their dedicated service to Ghana,” the president wrote.
In March 2025, President John Dramani Mahama initiated a significant overhaul of Ghana’s security sector leadership since taking office for his second term on January 7, 2025.
This restructuring began with the removal of Dr George Akuffo Dampare as Inspector General of Police (IGP) on March 13, 2025, replaced by Commissioner of Police (COP) Christian Tetteh Yohuno, who was sworn in the following day.
The move sparked varied reactions, with some police personnel reportedly celebrating Dampare’s exit amid allegations of favoritism and operational grievances, though a legal challenge by IMANI Ghana and security expert, Professor Kwesi Aning, sought to block such removals pending a Supreme Court ruling in May 2025.
The shake-up extended to other security institutions on March 14, 2025, when Mahama appointed new heads for the Ghana Prisons Service, the Ghana National Fire Service (GNFS), and the Ghana Immigration Service (GIS).
Patience Baffoe-Bonnie replaced Isaac Kofi Egyir as Director-General of the Prisons Service, Daniella Mawusi Ntow Sarpong succeeded Julius A. Kuunuor as Chief Fire Officer, and Samuel Basintale took over from Kwame Asuah Takyi as Comptroller-General of Immigration.
These changes, announced via a presidency statement signed by Felix Kwakye Ofosu, were made under Articles 91 and 202 of the 1992 Constitution, following Council of State consultations.

Chairman of the Constitutional Review Committee, Prof Henry Kwasi Prempeh
The Chairman of the Constitutional Review Committee, Prof Henry Kwasi Prempeh, is optimistic that the ongoing constitutional review process would result in meaningful reforms.
Speaking on Joy FM’s Super Morning Show, he stated that he has no reason to doubt that this review will lead to significant changes in Ghana’s governance framework.
“We are a committee, and our report will be submitted to the president, who initiated our appointments. Two weeks ago, we had the opportunity to meet with him as our first stakeholder. At the meeting, we provided an update on our work since our inauguration and also sought his views on various constitutional matters based on his experience as both president and former vice president,” he said.
Prof Prempeh clearly stated that although the president is on the team, as he plays a critical role in the process, he does not have the sole say.
“The president is only one of the gatekeepers. Once we clear his level, the proposals would have to go through Parliament because constitutional reform is essentially lawmaking. It has to be presented as a bill and passed by Parliament,” he noted.
He outlined the process, stating that if the reforms involve non-entrenched provisions, Parliament will have the authority to pass them.
However, for entrenched clauses, the decision will require broader national involvement.
Prof Prempeh added that the review is part of the president’s commitment to a governance reset, which was a major campaign promise.
“The president has the mandate and responsibility to fulfil that pledge. I strongly believe this process will lead to positive outcomes,” he stated.
While he could not predict the exact number of proposals that will be approved, he encouraged Ghanaians to remain engaged in the process.
“If Ghanaians truly desire change, they will achieve it. It is up to us to stay involved and push for the reforms we want to see,” he said.

Ghanaian musician, Kweku Flick, has shared a surprising story of how he outsmarted a swindler during his teenage years.
During an interview on the Okukuseku Talk Show with Emelia Brobbery, the “Money” hitmaker recounted how he fell victim to a phone scam in Kumasi.
The incident occurred when he was in Junior High School (JHS) 3.
He said had gone to the Adum PZ area in Kumasi for the first time to buy footwear, when he was approached by a stranger who offered to sell him a phone at a bargain price.
“Someone approached me and tried selling a phone to me; he said he was in a hurry so I should quickly buy it. So, I swapped my phone along with some of my school fees, which I had on me,” he recounted.
However, upon opening the package, he said he discovered he had been duped.
“By the time I finally opened the package, it was floor tiles that had been glued together that I was holding,” he added.
Hurt and angry, Flick said he decided to seek revenge.
He returned to Adum PZ in search of the same scammer or another one.
“I spotted another guy doing the same thing. He approached me and told me the same story but this time, I was prepared, so I expressed interest in buying the phone and asked him to tell me the PIN to the phone so I could unlock it and go through it.
“He did and while I was going through the phone, I spotted an older man coming and quickly ran to him, crying that the seller of the phone was a thief and he wanted to steal my phone,” he added.
When the older man intervened and asked Flick to unlock the phone to prove ownership, he did so.
“I did and the man held the seller back while I ran. They chased me from Adum PZ to the Kumasi Cultural Centre, where I managed to evade them,” he said.

The President of the HIV/AIDS Network, Ernest Amoabeng Ortsin, has lamented the government’s role in the fight against HIV/AIDS in Ghana.
According to him, no funds were allocated to the Ghana AIDS Commission in the last 8 years.
He noted that the commission was getting support from the global fund but this stalled since the funds were reallocated to providing HIV drugs, which are very expensive.
Speaking in the latest episode of the Health Focus on GhanaWeb TV, with Stella Dziedzorm Sogli, the GHANET president noted: “We don’t see the campaigns because the government is not giving the Ghana AIDS Commission the needed resources. In the past, the Ghana AIDS Commission used to work with NGOs to do the campaigns across the country because the commission doesn’t have the resources to do the work.”
He added “In the beginning when the HIV/AIDS Commission was established, the global fund was mainly supporting the fund to doing the work.”
GHANET noted that the medications were provided freely to patients because lack of treatment increased the risk of infections.
Amoabeng said, in this light, that his outfit has embarked on various advocacy drives to move the government to support the work they do to sensitise Ghanaians on HIV/AIDS.
“All those campaigns and education were largely funded by the Global Fund. The Global Fund said we need to buy medicine for people living with the condition and treatment is also a prevention strategy. So, Global Fund said we would provide the medicine; very expensive if you leave it for the ordinary Ghanaian, they cannot afford it, so we will buy all the medications and at the moment we have 150,000 people on medication,” he revealed.
He added that the government of Ghana was supposed to contribute and give the commission resources to continue its work.
“However, that has not been forthcoming. In 2016, the government amended the Ghana AIDS Commission Act, Act 938 2016. In that Act, a provision was made and the government was supposed to commit some resources to that fund. But in the last 8 years, advocacy upon advocacy, the previous government did not put a single dime in the fund. Not even one pesewa,” he bemoaned.
The Member of Parliament for Hemang Lower Denkyira, Lawrence Agyisam, has highlighted some areas of the 2025 Budget and Economy Policy that need to be focused on.
According to him, the budget lacked the practicality to affect the average Ghanaian household and reduce poverty in homes.
He noted that some key economic policies such as the One District One Factory programme by the previous government were ignored.
He also said the fact that there was no specific budget allocation for the government’s flagship 24-Hour Economy policy raises concerns.
In an opinion piece titled: The shortcoming of the 2025 Budget and Economic Policy, he said: “A significant concern regarding the 2025 budget is its limited focus on manufacturing and trade. Notably, the One District One Factory (1D1F) initiative introduced by the previous administration has been formally discontinued.
“While policy continuity has historically been a challenge in Ghana’s governance, and the 1D1F program faced implementation challenges under the Akufo-Addo administration, its cancellation removes a policy aimed at decentralizing industrialization, fostering job creation in rural areas, and aligning factory locations with natural resource distribution,” parts of the piece read.

The shortcomings of the 2025 budget and economic policies

The Minister of Finance, Dr Cassiel Ato Forson, presented the first annual national budget and economic policy statement of the John Dramani Mahama administration to Parliament.
Given the recent political transition, the budget has generated significant debate, particularly in light of the administration’s commitments to addressing long-standing structural challenges in Ghana’s economy, which remains heavily reliant on commodity exports and consumer goods imports.
Additionally, the budget responds to specific economic challenges inherited from the previous administration.
As expected, criticism immediately followed the budget presentation. The former Finance Minister, Mohammed Amin, questioned the feasibility of the new administration’s economic targets, highlighting that the projected Gross Domestic Product (GDP) growth rate of 4.0% for 2025 is lower than the 5.7% recorded in 2024.
He also raised concerns about the projected decline in gross international reserves, which are expected to cover three months of imports in 2025, compared to 3.7 months at the end of 2024.
While some analysts have dismissed these criticisms as attempts to defend the previous administration’s economic performance, other observers have identified several areas of concern in the 2025 budget that have received limited public scrutiny but may have significant implications for Ghana’s economic trajectory.
A key concern regarding the 2025 budget is its primary emphasis on fiscal consolidation in response to the country’s challenging financial circumstances. While fiscal consolidation is essential for improving government finances, the budget provides limited attention to economic expansion as a strategy for job creation and wealth generation.
This raises questions about how the administration intends to address the broader economic challenges facing households, particularly in light of its commitment to improving living standards.
Although stabilizing public finances is a critical objective, it may not directly translate into improved economic conditions for households, many of whom supported the current administration with expectations of economic recovery following the downturn that began in 2022.
The budget offers a minimal focus on broad-based economic diversification and expansion. The primary sector receiving attention is agriculture, yet the agro-processing industry—which the administration had previously highlighted as a key link between agriculture and manufacturing—receives little emphasis.
Furthermore, while the budget outlines technical support for agriculture and cost reductions for equipment, it does not provide clear strategies for financial assistance to support agricultural production.
The Agriculture for Economic Transformation Agenda has been allocated GH¢1.5 billion, representing the primary sectoral allocation for productive economic activities.
A significant concern regarding the 2025 budget is its limited focus on manufacturing and trade. Notably, the One District One Factory (1D1F) initiative introduced by the previous administration has been formally discontinued.
While policy continuity has historically been a challenge in Ghana’s governance, and the 1D1F program faced implementation challenges under the Akufo-Addo administration, its cancellation removes a policy aimed at decentralizing industrialization, fostering job creation in rural areas, and aligning factory locations with natural resource distribution.
Many industrial sector analysts had anticipated that the current administration would refine and improve the initiative rather than discontinue it without introducing a clear alternative industrialization framework.
Similarly, gaps exist in international trade policy. The Mahama administration has emphasized import substitution as a strategy to reduce reliance on foreign exchange, which line up with its broader economic objectives.
However, Ghana’s largest import category consists of refined petroleum products, which are not currently produced domestically. The primary policy response in this area, as outlined in the 2025 budget, is the discontinuation of the Gold-for-Oil program, which, while not significantly reducing fuel prices as initially expected, provided some relief on foreign exchange reserves.
Beyond petroleum imports, intermediate production inputs for domestic manufacturing constitute approximately two-thirds of Ghana’s non-oil import bill, contradicting the assumption that most imports are finished consumer goods.
Despite this, the budget does not outline any measures to safeguard access to essential industrial inputs, particularly in the context of rising global trade protectionism.
Given the increasing use of tariffs and trade restrictions in global markets, including ongoing tensions between the United States and other economies, Ghana may face challenges in securing necessary imports under evolving trade conditions.
One potential avenue for addressing these trade concerns is deeper integration into the African Continental Free Trade Agreement (AfCFTA). Despite the AfCFTA secretariat being headquartered in Accra, the 2025 budget provides minimal attention to leveraging Africa’s growing single market.
Greater engagement with AfCFTA could help mitigate Ghana’s import dependency by facilitating intra-African trade through the Pan-African Payments and Settlements System (PAPSS), which enables transactions in local currencies instead of foreign exchange.
Without a strong emphasis on expanding trade and industry beyond the proposed 24-hour economy—an initiative that remains pending—the effectiveness of the Mahama administration’s job creation strategy remains uncertain. Addressing youth unemployment, currently estimated at 30%, was a key component of the administration’s electoral platform.
However, the 2025 budget prioritizes fiscal consolidation, reducing Total Expenditures (on a commitment basis) to GH¢269.1 billion (20.7% of GDP) from GH¢279.2 billion (26.0% of GDP) in 2024.
This shift suggests that while employment-focused initiatives remain in place, their budgetary allocations may be more symbolic than transformative in addressing labour market challenges.
For instance, the Women’s Development Bank has been allocated GH¢51.5 million in seed capital, the National Apprenticeship Programme GH¢300 million, and the National Coders Programme GH¢100 million.
Collectively, these three initiatives, which are positioned as key job creation mechanisms, will receive less than half a billion cedis in total. Given the scale of Ghana’s unemployment challenge, this level of funding may limit the overall impact of these programs.
A key omission in the budget is a direct allocation for the 24-hour economy, the administration’s flagship economic initiative. Instead, the Finance Minister has outlined five key legislative reforms that must be enacted before implementation can begin. As the legislative process is expected to take considerable time, the government has not provided a definitive timeline for the initiative’s rollout.
Overall, the 2025 budget parallels the administration’s electoral commitments in principle but does not yet provide concrete measures to fulfil them. While the emphasis on fiscal consolidation may suit the International Monetary Fund (IMF) recommendations, the practical impact on job creation and economic relief for the electorate remains uncertain, with key policies still in their introductory stages.

The Speaker of Parliament, Alban Bagbin, has expressed concerns over the security of lawmakers and Parliamentary Service members, citing increasing incidents of attacks by unidentified individuals within the parliamentary enclave.
Speaking at the inauguration of the Parliamentary Service Board for the ninth Parliament, Bagbin urged the Majority Leader to prioritize efforts to enhance security measures within the precincts of the House.
The Speaker revealed that intruders had previously entered Parliament’s premises and attacked members and staff, often escaping by scaling the perimeter wall into the surrounding forest.
He emphasised that strengthening security within the parliamentary precinct is essential for the smooth functioning of the legislature.
“One of the challenges that need to be addressed is to secure the parliamentary enclave to ensure the safety of members and staff. This has been a worrying matter for parliament for some time now, we are actually insecure here.
“We are not safe. Sometimes people can come in and attack us or staff and anytime there is an attempt to apprehend them, they scale over the wall and escape into the forest. This is vital for the functioning of parliament. I believe the ninth board will work assiduously to make this a reality.
“I will call on the leaders of the house to follow up on this matter,” he stated.

The President of the Ashanti Regional branch of the Ghana Bar Association, Kwame Owusu Sekyere, has urged the public to refrain from using social media as a platform for seeking justice.
He emphasized that legal disputes should be resolved through the courts or Alternative Dispute Resolution (ADR) mechanisms.
Speaking at the launch of Commercial ADR Week on March 17, 2025, at the Court of Appeal Complex in Kumasi, under the theme “Building the Pillars of Justice Delivery through Commercial Justice ADR,” he cautioned that relying on social media for legal redress is unconstitutional and undermines the judicial process.
He further encouraged Ghanaians to embrace the new court-connected ADR system for adjudicating disputes when they arise.
“…Thankfully, the judiciary has gone through a process where we now have ADR as part of the justice delivery system, and our commercial court is there for us. So the issue where people take their matters to the media for adjudication does not work and is unconstitutional. My Lords, we beseech that these issues need to be resolved.
“Thankfully for us, the process for ADR goes through the judicial system, where if you have an issue or are dissatisfied, you have the right to appeal something that does not exist when the media decides, which they do not make any determination.
“On this note, we invite the public and the people of Ghana to accept the court-connected ADR for adjudication in their disputes when they arise,” he noted.

President John Dramani Mahama has officially sworn in Patience Baffoe-Bonnie as the new Director-General of the Ghana Prisons Service, marking a key leadership change within the country’s security sector.

Legal luminary, Tsatsu Tsikata has revealed that going to Nsawam Prison took him to another faculty of law.
According to Tsatsu Tsikata, he thanks God for his time in Jail at the Nsawam Prison.
Speaking in an interview on GHOne TV, Tsatsu Tsikata detailed, “I say to people going to Nsawam Prison took me to another University another faculty of law, because I engaged with many of those who were in the prison and I realise that there were other people, suffering injustices who didn’t have the kind of recourse that I had.
A heated debate has erupted between Majority Leader Mahama Ayariga and Minority Leader Alexander Afenyo-Markin over whether Ghana’s Parliament should prioritise the construction of a new parliamentary chamber and a dedicated hospital for MPs.
The issue, which has sparked sharp disagreements within the 9th Parliamentary Service Board, comes as the House considers key welfare and infrastructure matters affecting its members and staff.
The proposal for a Parliament-exclusive hospital was met with strong opposition from Mahama Ayariga, who dismissed it as unnecessary. He argued that Parliament already has access to top-tier healthcare facilities, including Ridge Hospital and Korle Bu Teaching Hospital, making a separate hospital for MPs redundant.
“I don’t believe a hospital should be the priority of this Parliament,” Ayariga stated, rejecting Afenyo-Markin’s call for the facility. He insisted that resources should be allocated to more pressing national and parliamentary needs, rather than a project that wo
Afenyo-Markin, however, strongly advocated for discussions on constructing a new parliamentary chamber, citing security concerns and space constraints in the current facility. He warned that MPs face serious security risks due to the lack of proper protective infrastructure.
“Here in the public gallery, anybody at all can throw a thing at an MP,” he stressed, highlighting the potential dangers lawmakers face while sitting in the current chamber.
Afenyo-Markin insisted that Parliament must invest in a chamber that reflects its stature and ensures the safety and well-being of MPs.
“We can begin the conversation for a new chamber befitting Parliament. Be assured that we are committed in this direction. MPs have many concerns about their welfare, and I’m sure we’d put in necessary steps to ensure that,” he stated.
However, Mahama Ayariga dismissed the proposal, arguing that the current chamber is “fit for purpose” and that security concerns alone should not justify building a completely new facility.
“I disagree we should construct a new chamber for Parliament,” he said, maintaining that Parliament can continue to function effectively in its existing space.
While the two leaders remain divided on how to address infrastructure needs, they both acknowledged that Parliament’s security must be improved.
Speaker of Parliament Alban Bagbin, who chairs the Parliamentary Service Board, echoed these concerns, stating that securing the Parliamentary enclave should be a top priority.
“We are insecure here; we are not safe. One of the responsibilities of the Board is to secure the Parliamentary enclave,” Bagbin cautioned.
He also urged Parliament’s leadership and staff to approach their duties with integrity, dedication, and patriotism, ensuring that governance remains efficient and productive.
