EACC Moves to Recover KES37 Million From Senior IEBC Official Accused of Using Fake Qualifications

A senior official at the Independent Electoral and Boundaries Commission (IEBC) faces charges for allegedly using a forged academic certificate to secure her position.

Eric Ngumbi, the spokesperson for the Ethics and Anti-Corruption Commission (EACC), confirmed the arrest of Caroline Sabiri Manyange, the Manager for Boundaries Delimitation, at her home in Nairobi West on Monday.

EACC investigations revealed that Sabiri forged a Master of Arts degree in Population Studies, which she falsely claimed was issued by the University of Nairobi on May 9, 2004. The Commission reported that this fraudulent degree enabled her to obtain a promotion at IEBC, resulting in cumulative earnings exceeding Kes. 37 million, which they classified as the fraudulent acquisition of public property.

The Director of Public Prosecutions (DPP) approved the charges against Sabiri, agreeing with the EACC’s recommendation to pursue charges of forgery under section 345, as read with section 349 of the Penal Code, and for uttering a false document under section 353 of the Penal Code.

Additionally, the EACC plans to initiate civil proceedings to recover the Kes. 37 million that Sabiri earned through her fraudulent academic qualifications.
