Kebab Seller Wraps Suya in Alleged GH₵1.1 Billion Road Contract, Sparks Public Outrage

A kebab seller in Ghana has unintentionally ignited a heated debate after using an alleged government road contract document to wrap suya for a customer.

The document, reportedly signed by officials from the Ghana Highway Authority (GHA), detailed a road construction contract valued at over GH₵1.1 billion.

The surprising discovery was shared on social media by a customer who had purchased the suya, capturing an image of the contract paper stained with meat oil. The post quickly went viral, drawing widespread reactions from Ghanaians questioning how such an important document ended up being used as packaging material for street food.

The contract, reportedly awarded to Oswal Investments Limited, was signed on February 19, 2024.

It outlined plans for the reconstruction and dualization of the 22-kilometer Adenta-Dodowa road in the Greater Accra region.

According to the document, the GHA Tender Committee approved the project on February 15, 2024, with an estimated cost of GH₵1,327,776,353.46 (approximately $114 million at the time).

The contract was allegedly signed by Nana Pomaa Karikari on behalf of the GHA Tender Committee, with copies sent to committee members and the Director of Contracts.

However, despite the contract’s signing in February, then-President Nana Akufo-Addo only officially cut sod for construction in August 2024, just four months before Ghana’s general elections.

The revelation has sparked heated discussions online, with many questioning the security of government documents and potential issues of mismanagement.

Some netizens speculated that the contract might have been discarded improperly, allowing it to end up with the kebab seller.

Others expressed skepticism over the project’s budget, suggesting the estimated cost was too high for a 22-kilometer stretch unless significant infrastructure additions were included.

A social media user, @KCLLXC, commented, “Unless this road includes extensive bridges or interchanges, the $114 million budget seems exaggerated.”

Another user, @GHDeservesBest, tagged Ghana’s Special Prosecutor’s Office, calling for an investigation into the document’s disposal.

Meanwhile, others defended the contractor, stating that Oswal Investments Limited has a reputation for quality work, referencing their past projects such as the School Junction to Motorway road and Ho Township roads.

This is not the first time official documents have been repurposed in unexpected ways.

In a separate incident, a student’s passport and academic documents were reportedly used to wrap suya.

The repetition of such cases raises concerns about how sensitive documents are handled in Ghana.
