The most recent reports say that Russia has questioned turning the Kenyan-led security mission in Haiti into a United Nations peacekeeping operation. Russia believes that Haiti does not have the right conditions and local support to make this transition successful. Moscow thinks that the mission should concentrate on dealing with current problems instead of making big changes that could make things more unstable.

Russian Deputy UN Representative Dmitry Polyanskiy said on November 22nd that Haiti is not in a good state for traditional UN peacekeeping which aims to keep things stable rather than fight urban crime.

Russia also mentioned that Haiti does not have a legitimate government right now so the transition government cannot ask for a full UN operation.

Russia thinks it would be irresponsible to talk about changing the mission’s mandate without looking at past problems and solutions.

Kenyan soldiers in Haiti are working to fight against the gangs. However Russia has warned that the mission might not succeed because there is not enough support in terms of logistics and money. A representative from Russia described a very bad situation in Haiti with the main airport closing gangs taking over many people being forced to leave their homes and violence spreading beyond the capital city causing a bigger crisis.

Progress earlier this year has been entirely reversed, despite the MSS mission’s two-month-old renewal. Russian officials lamented the lack of a comprehensive international strategy, warning premature peacekeeping transition discussions could divert focus from the mission’s immediate needs.

Echoing insecurity concerns, some humanitarian agencies have halted Port-au-Prince operations. The US embassy has stopped providing services indefinitely after issuing a travel warning. Urgent action is needed as Haitian police and Kenyan troops are the only ones protecting against criminal gangs.

Moscow called for frank Security Council discussions on MSS effectiveness, highlighting unaddressed funding shortages and logistical challenges. Alongside Russia, China has opposed transforming the MSS mission, both nations vetoing the proposal at a September Security Council meeting, frustrating the US and allies who see an expanded UN role as critical to stabilizing Haiti.
