In 2025, Cecilia Dapaah, the former Ghanaian Minister of Sanitation and Water Resources, became the subject of a high-profile investigation and arrest by the Office of the Special Prosecutor (OSP) due to allegations of corruption, unexplained wealth, and financial discrepancies.
The Trigger for the Investigation
The controversy began in 2023 when reports emerged about a significant theft from Cecilia Dapaah’s residence in Accra. The stolen amounts included $1 million, €300,000, and millions of Ghanaian cedis. Two of her domestic staff were arrested in connection with the theft, which led to further scrutiny of Dapaah’s wealth.
As the investigation unfolded, the OSP uncovered more cash, including $590,000 and GH₵2.73 million, at properties associated with Dapaah. This raised serious questions about the origins of the funds, as Dapaah was unable to offer a satisfactory explanation for her wealth.
The Arrest and Detention in 2025
In January 2025, Cecilia Dapaah was detained by the OSP at Kotoka International Airport in Accra while attempting to board a flight to the United States. Her arrest was triggered by concerns that she might flee the country to avoid the investigation.
