NRSA sets March 2025 deadline for Ghana’s “floating” drivers

The National Road Safety Authority (NRSA) has issued a crucial five-month ultimatum for commercial road transport operators, specifically targeting the issue of unregistered drivers, commonly known as “floating” or “Waawa” drivers.

To operate legally, these drivers must either join a transport union or establish their own association by the 31 March 2025 deadline. 

Pearl Adusu Sateckla, the NRSA’s Public Relations Officer, made this announcement during an interview with Asaase News.

Currently, many taxi and commercial drivers are operating without affiliation to any transport union or association, falling under the category of floating vehicles. 

The Legal Instrument (LI) 2468 mandates the NRSA to maintain a comprehensive register of all entities involved in road transport services to ensure compliance with legal standards.

However, the absence of oversight in various regions has allowed numerous Waawaa vehicles to operate outside any regulatory framework. 

This situation is set to change with the NRSA’s recent ultimatum, which requires all operators to join a transport union or create a registered association with a management team by the stated deadline. 

Failure to comply will result in the cessation of operations.

Sateckla highlighted the NRSA’s initiative to register all transport services through “Transport Ghana,” a technological platform aimed at effectively monitoring operators.

“Transport Ghana is currently at the stage of registering all transport operators and associations. This will allow us to compile a comprehensive database for better monitoring.”

“Once we have this data, Waawa vehicles will be removed from the roads unless they either join an existing association or establish a new one with proper management,” Sateckla explained.

The NRSA is increasingly concerned about the activities of floating drivers and their lack of regulation. 

To promote safe driving practices, the authority plans to implement training programmes and install monitoring devices in vehicles to track their movements and ensure compliance
