Orderliness in Parliament lies in Speaker’s bosom

Majority Chief Whip Frank Annoh-Dompreh has clarified that the authority to determine which side of Parliament is designated for the Majority rests solely with the Speaker of Parliament, not any other official or body.

In a video circulating online, Annoh-Dompreh is seen making his way toward the Chamber of Parliament amidst allegations from Minority Chief Whip Governs Kwame Agbodza.

Agbodza had accused Annoh-Dompreh of being aided by security personnel stationed at the Accra International Conference Centre to gain early access to the Chamber and claim the Majority side.

Addressing a reporter in the video, Annoh-Dompreh responded to the claims, stating, “We have also given the strongest indication that we will occupy the Majority side of the House, but the orderliness in the Chamber and the precinct of Parliament lies in the bosom of the Speaker.”

His remarks underscore the role of the Speaker in maintaining order and determining parliamentary seating arrangements, a point that has become a focal issue in the ongoing political tension over which party holds the majority in Parliament.

Agbodza, in an interview with Nana Tuffour Boateng on Citi FM on Tuesday, October 22 said a circular was issued on Monday, October 21, instructing that the doors to the House only be opened at 8 am and therefore accused the personnel in charge of security for aiding and granting Annoh-Dompreh access to the Chamber.

The Adaklu legislator also stated that the New Patriotic Party’s (NPP) MPs and Parliament’s security should be blamed should any scuffle ensue when proceedings commence at 10 am.

“Parliament issued a circular that the Chamber be opened at 8 am and the security apparatus of this country connived and opened the doors for the Annoh-Dompreh to enter the Chamber. I am here and I am seeing him inside with the doors locked and the question is how did he get in there?

“I can’t assure orderliness when Annoh-Dompreh has broken the law and is currently sitting in the Chamber and the security apparatus is not making any attempts to remove him.”
