Major General Thomas Oppong-Peprah, officially transferred the reins of the Ghana Army to Major General Bismarck Kwasi Onwona in a ceremonial event at the Odartey-Wellington Block of the Ghana Army Headquarters (AHQ), Burma Camp – Accra.
However, beneath the surface of this transition, lies a cloud of concern over the lack of accountability during Major General Oppong-Peprah’s tenure, now the Chief of Defence Staff (CDS).
Major General Onwona, a former Aide de camp to President Nana Akufo-Addo, has assumed the role of Chief of Army Staff (COAS) of the Ghana Armed Forces (GAF).
The transition ceremony, held on Wednesday, January 31, 2024, highlighted Major General Oppong-Peprah’s numerous achievements, encompassing the repair of a faulty generator set at BTC, Bundase, the procurement of drones, improvements in internet connectivity across AHQ Blocks, and the installation of DSTV connections for the Armour Training School.
Despite the impressive list of 114 accomplishments, Major General Oppong-Peprah, failed to provide critical details regarding the contracts, mode of awarding, the names for the companies that executed the projects and associated costs. This omission has raised eyebrows and fueled concerns about financial transparency within the GAF.
Of particular note is the transfer of responsibilities from Major General Oppong-Peprah to Major General Onwona. The CDS handed over a list of tasks, including “the Maintenance/repairs/spraying of all AHQ Vehicles, including vehicles for Directors,” without specifying costs or the mode of contract awards. This lack of transparency has led many to question the accountability of financial transactions within the military.
Critics argue that, the absence of detailed information regarding expenditures during Major General Oppong-Peprah’s tenure, leaves room for speculation about potential financial improprieties.
The call for accountability has intensified, with stakeholders demanding a thorough examination of military expenditures to ensure transparency and uphold the integrity of the GAF.
As Major General Onwona steps into his role as Chief of Army Staff or Army Commander, the need for transparency and accountability within the military, has taken centre stage.
Addressing these concerns will be crucial to maintaining public trust and confidence in the Ghana Armed Forces and their leadership.
A write up sent out by the GAF, mentioned that in his four years as the Army Commander, Major General Oppong-Peprah envisioned “To produce a highly motivated, well-trained and well-equipped Army with quality Officers and Soldiers to achieve the tasks of the Army”, with an attitude of “Teamwork makes the dream work”, and that in the face of the daunting obstacles, “There will always be a hundred and one reasons why something cannot be done, but there will also be that one reason why it must be done”.
It added that his vision was driven by a strategy to Increase the Footprint of the Army across the country; Revamp and Modernize Manpower and Equipment; and Enhance the Welfare of Personnel, with an end state to ensure a more capable Army, positioned to professionally support the Ghana Armed Forces deliver on its Constitutional Mandate.
