It’s Not Surprising That Government Still Don’t Want Parents To Contribute To Feeding Cost In FSHS

The Executive Director of Africa Educational Watch EduWatch Mr Kofi Asare has asserted that he is not surprise that government still don’t want parents to pay for part of the feeding cost SHS.

In a post shared on his official Facebook page on Wednesday, 19th October 2022, he wrote;

“Unsurprisingly, it emerged yesterday that, the Ministry of Education is obviously not interested in CHASS’ call for parents to contribute part of the SHS feeding cost or decentralize same, even as the food debt climbs beyond GHC 470 million. “

He added that a simple power dynamics analysis of fSHS puts the centralized procurement of food at the pinnacle of all interests. 

Its a billion cedi industry whose control has been taken away from school heads by the political class for economy of scale reasons yet to be evaluated. He remarked that CHASS must know that, the issue they are engaging is not just an education thing; it is a political procurement thing. 

Immediately parents are allowed to pay for food, the procurement power will shift back to the schools. That should explain why parents are not the ones complaining at such calls, but rather, the political class. He explained.

“It is a well known theory in change literature that, ‘when the people you expect to reform a system are direct beneficiaries of it.Merely issuing annual communiques will never compel the political class to relinquish that benefit.” Kofi Asare concluded.
