The Ghana I Want; Allowing Checks And Balances To Prevail

The three arms of government are the Executive, Legislature and Judiciary. For Ghana to work, there must be check and balances of these arms.

The Executive in Ghana wields so much power which undermines checks and balances eventually. President appoint judges, EC commissioners, AuG, Special Prosecutor, at least 50% of Ministers must be chosen from Parliament and also indirectly chooses Speaker if his party has majority

Ghana will achieve success if there’s proper checks and balances and I have come up with 10 ideas that can generate public discussions.

1. We should vote for a Speaker of Parliament in the general elections but the contestants should not be put forward by any political party.

2. Except the Minister of Parliamentary affairs, no MP should be made Minister or Deputy Minister or appointed to the board of any state owned institution.

3. Appointment of CEOs to SOEs should not be done by President but Civil Service Commission after rigorous recruitment process.

4. Judges of all courts should not be appointed by the President but by a properly constituted General Legal Council and thorough vetting by Parliament.

5. Commissioners for Electoral Commission must be appointed by the GLC and PSC and vetted by Parliament.

6. District Assembly elections must be non partisan and we must vote for our MMDCEs on non partisan lines. We must also pass laws to ensure proper decentralization.

7. The Attorney General should be government’s principal legal advisor but we must have a Minister of Justice in charge of state prosecution not appointed by the president. We can take cue on how appointment is done in America and others and fit it into our system.

8. There should be a national dialogue on State funding of political parties and laws passed to get this done.

9. We must tighten our laws on asset declaration by public officials and CHRAJ given mandate to commence investigation not only when petitioned.

10. It should not be a criminal offense for a man to legally marry more than one woman
