Selorm Branttie Comments On E-Levy: The NPP Is Actively Pushing It’s Own Self Destruct Button

Selorm Branttie, a Vice President with IMANI Centre for Policy Education (IMANI Africa), has commented that, the NPP is actually pushing its own self destructive button on its policy of the E-Levy.

In a post shared on this official Facebook page on Monday, 2nd May 2022 he wrote;

“Somebody wasn’t thinking. In the name of shoving down the implementation of a dubious revenue bill on hapless Ghanaians by sheer attrition at the expense of their own longevity in power, the foolhardy champions of the NPP’s e-levy have created a huge avenue for corruption, stealing and looting of the selfsame taxes that they purport will generate revenue for the state.

Let me explain:

1. The first botched attempt at implementation since yesterday means that all transactions are collecting E-levy with some funny request to refund deductions that weren’t justified through some back channel.

2. That back channel can be exploited by any smart group of IT guys to claim or redirect refunds in bulk and siphon them into collection accounts.

3. These programmers across the many financial institutions can wipe out all the logs and blame it on the fact that they didn’t have enough time to test their systems because they literally didn’t test all their APIs since they were given ONLY 3 DAYS to build these systems without any pilots.

For the life of me, I can’t understand why we have decided to run these things on experimental basis when every 24 hours, the GRA has to send a new letter out when some patience, some attention to detail and some commitment to fully testing a watertight system would have saved their blushes.

Even more comical is the fact that people should send identification to some places to claim refunds. And for others to download forms and fill for whatever reasons.

The NPP have turned the whole concept of digitalization over its head and badly advertised the concept of digitized tax payments when they even had an opportunity to advertise this in a very seamless manner.

In any forward thinking progressive regime, the implementers would have had some circumspect ion and eaten the humble pie. But not these NPP folks. Look at how they are handling their own constituency elections, to understand the level of intolerance even internally before they even handle matters of governance.

What the NPP has become under this iteration is like the story of the mythical gorgon Medusa, who used to be a beautiful woman who got seduced and became so ugly that looking at her turned people to stone.

This time, the NPP, once a very attractive entity, has been seduced by power to the extent that they are becoming a danger to things they are focusing on. Their own constituency elections, their own policies, and now, our monies and revenue.

Any empire that crumbles usually starts from within, and the NPP is actively pushing its own self destruct button.”
