The executive director of Ghana Center for Democratic Development (CDD-Ghana), professor H. Kwasi Prempeh has questioned the Ghana Revenue Authority for implementing the e-levi in a way contrary to what the law enacted.
Reacting to a statement released by the Ghana Revenue Authority explaining why some people were taxed for sending money less than Ghc100, Professor H. Kwasi Prempeh said the “implementation guidelines” cannot change or rewrite law. law says a particular transaction is tax-exempt, you cannot use your so-called implementation guidelines to tax that transaction.

Reacting to the letter, H. Kwasi Prempeh said in the comments section;
He further added that even if the Ghana Revenue Authority is not technologically ready to implement the Electronic levy, what is the point in rushing to implement it?
“It has been decided . . . .” Is the enacted law being rewritten by GRA? GRA is required to implement the law as enacted, not decide to do whatever is convenient for the time being.”..but it is the use of the TECHNOLOGY that is being taxed. So if you aren’t technology-ready, what’s the point? He queried
