The speaker of Parliament, Alban Bagbin has finally resume to parliament today and issues surrounding the 2022 budget statement approved by the majority has been placed before him to rule on.
The speaker of Parliament explained that he cannot blame the First deputy speaker of Parliament, Hon Joseph Osei Owusu about what he did but the rules guiding the speakership will show that he is right or not.
Alban Bagbin took his time and explained the standing oders in parliament and rules guiding the speakership in the constitution of Ghana and stated that what the first deputy speaker did in approving the 2022 budget statement has a Constitutional challenge.
He stated that the first deputy speaker cannot participate in voting unless maybe the main Speaker choose him to lead the house when the main speaker is still in the house but if the clerk of Parliament informed the house that, the speaker is out of parliament, the first deputy speaker assume the position of the speaker and act fully as explained by the Constitution and standing oders of parliament.
According to Alban Bagbin, the majority hide some of the standing oders from the public and used the one that suits the first deputy speaker to approve the budget which is unacceptable.
He questioned the first deputy speaker that if he claimed that he is not the main speaker of the house why did he overruled his decision? Alban Bagbin told members of parliament to discuss the budget further before it’s approved because of the letter issued by finance minister in to the house.
He told Ghanaians that he would not work for any body in the house and he will not support government and preside over cheap house. Technically, the main speaker has rejected everything done by the majority in his absence.
