The Libyan state is now very fragile. Neither Ghadafi nor those who aim to overthrow him are governing Libya. A state of ungovernability now prevails in Libya. It is now the Libyan people who are suffering from a deficit in liberty, security and prosperity. War is leading to destruction of property and life.

Some countries still recognise Ghadafi’s Government and others recognise those who have established a rival government. However none of these factions has the ability to Govern Libya at the moment. None has the capacity to defend the self determination and Independence of Libya. All sides should therefore acknowledge that a transitional government that could govern is needed in Libya.

The AU and the UN should convene an International Conference on Libya that should be attended by all stakeholders to work out a transitional arrangement for Libya. The outcome of this National Dialogue should be respected by all forces in the world. This is what will be inconsistent with the principle of self determination and Independence of the Libyan Nation and the principle of the supremacy of the sovereignty of her people.
